The 28th Annual IEEE Conference on Local Computer Networks (LCN)

The IEEE LCN conference serves as the premier conference on leading
edge and practical computer networking. This approach stimulates a
highly interactive environment and enables an effective interchange
of results and ideas among local network researchers, developers,
and users. During the 27 years of this conference, major advancements
have been achieved in local computer networks driven by application
demands associated of the global Internet, the Web, etc. This year we
are targeting the realm of embedded networks, wireless networks,
high-speed networks, ubiquitous computing, and security as well as
management aspects surrounding them. Papers covering these areas are
explicitly sought and will be given preference. We encourage you to
submit original papers describing research results or practical
solutions.
Paper topics include but are not limited to:
- Personal-Area Networks - Sensor Networks
- Wearable Networks - High-Speed Networks
- Wireless Networks - Network Management
- Mobility Management - Network Security
- Location-Dependent Services - Network Reliability
- Local-Area Networks - Network to the Home

Authors are invited to submit full or short papers for presentation
at the conference. Full papers (no more than 10 camera-ready pages)
should present novel perspectives within the general scope of the
conference. Short papers are an opportunity to present preliminary
or interim results and are limited to 2 camera-ready pages in length.
A best paper will be selected based on the quality of research and
results, as well as on the quality of presentation by the primary
author. Several student travel scholarships may be available courtesy
of the LCN corporate supporters. All papers must include title,
complete contact information for all authors, abstract, and keywords
on the cover page. The corresponding author must be clearly
identified.

ANNOUNCEMENT and CALL FOR PAPERS
For over a decade the Internet engineering and research community has
debated, designed, and ignored IP Quality of Service (QoS) tools and
techniques. There's a sense that something might be needed, but little
agreement on why and who will pay. At times the very notion of QoS
has seemed to be a pointless waste of time, almost a solution waiting
for a problem.
This workshop is an opportunity for researchers and practitioners to
discuss the history of IP QoS research and development, review what
could have been done better (or totally differently), and challenge
the industry to think out of the box going forward.
Papers are invited that provide well-argued opinion, speculation, or
contrary positions. For example:
- IP QoS schemes never quite seem complete. Is this just a great
research game for academics?
- Where's the money? How do we make IP QoS pay when typical Internet
applications don't care, and the user's don't know any better?
- Will online, multi-player games be the market segment that justifies
end-user/access ISP investment in IP QoS tools and solutions?
- Isn't more bandwidth the answer?
Of particular interest are papers that critique the evolution of IP
QoS solutions to date and/or explain what sort of applications and
user mindset will need to emerge before IP QoS solutions become
cost-effective for ISPs to deploy.
A workshop report will be published in a special edition of SIGCOMM
Computer Communication Review. Presented papers will be archived in
workshop proceedings, and also placed in the ACM Digital Library.
WHAT AND HOW TO SUBMIT
Papers should be no longer than 10 pages; submissions SHOULD be
anonymized as much as practical, but this is not a requirement. If a
paper's core message has been published (or accepted for publication)
elsewhere the authors must provide new and additional argument and
content in order to be considered for RIPQOS. See

With the integration of IP technology with cellular
networks, the issue of multiple QoS services over IP
has encompassed wireless networks as well. Much of the
research carried in multimedia IP networks has thus
increased in usability. New topics specific to
providing and maintaining QoS over wireless/cellular
networks have emerged as well. This symposium aims to
share research on topics relating to the provision of
QoS over wireless networks for service differentiation
and integration.
Papers on all topics relevant to provisioning QoS
over wireless networks LANs/Cellular (2.5G, 3G, 4G+)
are solicited. These include, but not restricted to:
- Scheduling and policing for mobile and wireless
networks
- Channel error compensation

Overview:
Wireless personal area networks (WPANs) are short to very short-range
wireless networks that can be used to exchange information between
devices in the reach of a person. WPANs can be used to replace cables
between computers and their peripherals, to establish communities
helping people do their everyday chores making them more
productive, or to establish location aware services. It is predicted
that not only will most PDAs, phones, laptops include WPAN technology
but that the number of small WPAN enabled devices (e.g., pens, cameras,
headsets, various sensors) will soon outnumber the computers on the
Internet. The best example representing WPANs is the recent industry
standard: Bluetooth, other examples include Spike (for real time
gaming - proprietary technology), and in the broad sense HomeRF. The
IEEE 802 committee has also realized the importance of short-range
wireless networking and initiated the establishment of the IEEE 802.15
working group to standardize protocols and interfaces for wireless
personal area networking.
Another key issue is the inter-working of wireless technologies to
create heterogeneous wireless networks. For instance, WPANs and
WLANs will enable an extension of the third generation (3G) cellular
networks (i.e., UMTS and cdma2000) into devices without direct
cellular access thus pointing towards next generation wireless
networking. Moreover, devices interconnected in a WPAN may be able to
utilize a combination of 3G access and WLAN access by selecting the
access that is best for the moment. In such networks 3G, WLAN and
WPAN technologies do not compete against each other but enable the
user to select the best connectivity for his/her purposes.
Today, WPAN research covers a very broad area, starting from technical
issues like automatic formation of networks or security issues and
going up all the stack to the question what kind of applications will
be used in WPANs. We expect that the availability of a cheap
short-range wireless technology will further fuel research and
development in what, where and most importantly how WPAN technologies
could be used for.

Extended abstracts or paper drafts should be sent taking into account the

1. Major theme of the paper, related to the major themes given above.
2. Paper title.
3. Extended abstract of 500 to 1500 words and/or paper drafts of 2000 to
5000 words, in English.
4. Authors and/or co-authors with names, addresses, telephone and fax
numbers, and e-mail addresses.

DEADLINES
March 14, 2003: Submission of extended abstracts (500-1500 words) or paper
drafts (2000-5000 words).
March 14, 2003: Invited session proposals.
May 09, 2003: Acceptance notifications.
May 21, 2003: Submission of camera-ready papers: hard copies and electronic
versions.
PAPERS REVIEWING AND PUBLICATION
Submitted papers will be reviewed. Accepted papers, which should not exceed
six single-spaced typed pages, will be published by means of paper and
electronic proceedings.
Best papers will be selected for awards and might be recommended for
journal publications.
Multiple author books will be published by IIIS based on, the best-invited
sessions, the best focus symposia or the best mini-conferences and the
topic of the papers.
INVITED SESSIONS
Based on past conferences experience, we suggest the following steps in
order to organize an invited session:
1)Identify a special topic in the scope of SCI 2003, and the invited
session title.
2) Fill the invited session organization form, provided in the conference
web page http://www.iiisci.org/sci2003/ and fill the respective form. If
by any reasons you are not able to access the page mentioned above, please,
try the following page: http://www.iiis.org/sci2003 . If you dont have
access to the web, please, contact the SCI 2003 Secretariat to the
following e-mails: jcastellano(a)iiis.org
3) If the identified topic is suitable, the General Chair will accept the
proposal, and you will receive an acceptation by e-mail, in few days. This
acceptation is not a final approval of the proposed session, but a
pre-approval. The final approval will depend on identifying at least five
papers for the proposed session and informing, at least, about their
titles. With this acceptation: a) the proposed session will be included in
the conference web page as well as its organizer and the chairs names, and
b) its organizer will be able to announce his/her invited session in the
context of SCI 2003, by any media that he/she thinks appropriated, such as:
Web page, hard copy call for papers, call for papers attached to e-mails, etc.
4) Contact researchers and/or practitioners in your field to see if they
can contribute a paper to your proposed session and attend at SCI 2003.
5) Collect the extended abstracts or the paper drafts from each prospective
participant.
6) Write a summary (1-2 page) with the main objectives, which must be
related to the invited/selected papers.
7) As soon as you have 5 papers, you will complete the form regarding the
invited session papers, provided in the conference web page
http://www.iiisci.org/sci2003/ or http://www.iiis.org/sci2003 .
8) Step 7 will take your invited session to the status of an approved one
if the papers fulfil all the requirements (i.e. quality). All the approved
invited sessions will be included in the SCI 2003 conference program.
9) In order to obtain a more diverse and variety opinions, do not accept
more than 2 papers from the same author, unless his/her co-author will be
the one who will present the additional paper.

CONFERENCE FEES
The conference fees will be $370 before the deadline, and $420 after the
deadline.
This fee will include exclusively:
* A CD-ROM version of the Proceedings
* One volume of the hard copy version of the Conference Proceedings.
(Other volumes will be available with a 40% of discount for participants)
* Coffee breaks
* Welcome Reception
Each registration fee might include just one paper, which presentation will
be included in the conference program and published in the conference
proceedings.
Any other expenses must be afforded/provided by the participants. The
registration fee does not include any post-conference services. There will
be additional shipping and handling costs for those registered authors who,
for unforeseen reasons, could not go to the conference. Any post-conference
administrative requirements will be charged $20 per staff hour required to
elaborate such a requirement, with a minimum of $10. Post-conference
requirements will have their own deadline, which in no case will be more
than three months, after the last day of the conference.
AUDIOVISUAL EQUIPMENT
The only audiovisual equipment provided for most meetings will be an
overhead projector and a screen. Video projection or any other equipment,
if needed, will have to be supplied by the presenter.
