For example, they will be deployed in remote and hostile environments, where manual setup and configuration may be undesirable or impossible. Some networks, such as mobile ad-hoc networks, will be spontaneously deployed, have a dynamic population, and may be short-lived. The time it takes traditional management activities to converge, where people are in the control loop, is unsuitably long for these kinds of network. Furthermore, the potential scale and complexity of future networked systems, including the future Internet, will make some form of self-organization highly desirable and perhaps a necessity. The complexity of these networked systems will come from the heterogeneity of the devices, communication technologies and protocols, and stringent user requirements (e.g. resilience) that they will need to support. Research into self-organizing networked systems is in its infancy, and there is a multitude of open issues to be addressed. For example, self-organization will need to be implemented in a decentralized way for scalability and resilience reasons; approaches to achieve this will need to be found. The controllability and also the emergent behavior of self-organizing systems will need to be addressed. It is probable that programmable networking technologies will be needed to support the dynamic behavior of self-organizing systems; what shape this programmability will take and how it can be deployed in a safe way will need to be investigated. We should also try to understand how self-organization can play a key architectural role in the future Internet for enhanced flexibility and evolvability amongst its other desirable properties. Building on the success of its predecessor, and now only in its second year, this workshop aims to bring together leading international researchers to create a visionary forum for investigating the potential of self-organization and the means to achieve it. The network access bandwidths widely available as consumer services are increasing. The convergence of these trends has fueled increasing interest in delivery of TV services via IP networks, known as IPTV. A number of operators and vendors are currently working on IPTV standardization efforts (e.g. ATIS/IIF, ITU-T FG IPTV) to support wider availability and interoperability of IPTV as a secure, reliable, managed service. While technologies for packet video have been explored for some time, there are a number of remaining issues in the design, development and deployment of commercially viable IPTV services. These include the standardization of architectural elements, content protection and service aspects including portability, scalability, interoperability, performance and accounting. The goal of this special issue is to provide a forum for sharing knowledge and recent advances in IPTV services, the related research, design and deployment challenges and possible approaches for future evolution of the services. Thus, multimedia transcoding in wireless and mobile networks must be developed to provide a seamless interaction between content creation and usage. It is a forum for graduate students all over the world to have the opportunity to interact with their peers, publicize and get feedback on their work, exchange experiences, make contact, and learn what other students are doing in the Networking area worldwide. There are three main activities designed for students. First and foremost, a student poster session allows students to present recent work and gain feedback from their peers. Second, a panel session will discuss strategies to succeed in research and provide the perspective from recent graduates now working in industry, government labs, and academia. Finally, an informal dinner following the panel session provides students with an opportunity to meet with other students. At least one author MUST be a current student. This workshop is intended to highlight student work. The abstract technical content describing the work should: - Identify the key contribution of the work being presented in the poster; - Describe the particular problem being addressed and what makes th the problem interesting or important; - Illustrate your approach to the problem and the results you achieved; - Briefly mention open issues related to the problem at hand. The abstract MUST NOT exceed 2 pages total length. Abstracts longer than 2 pages will not be reviewed. As a result, the IEEE VTS society has decided to establish a technical symposium on wireless vehicular communications, with the first issues planned to be co-located with the reputed IEEE VTC conferences. The IEEE International Symposium on Wireless Vehicular Communications (WiVeC) will cover all vehicular wireless communications aspects of Vehicle-to-Vehicle (V2V), Vehicle-to-Infrastructure (V2I) and Vehicle-to-Person (V2P) communications, including implications on transport efficiency and safety, implications on automotive electronics, liability issues, standardizations efforts and spectrum assignment. The first IEEE WiVeC symposium will be collocated with the 66th IEEE Vehicular Technology Conference and will take place at the Renaissance Harborplace Hotel in Baltimore on the 30th September and 1st October 2007. Combined registrations packages will be offered to attendees to WiVeC and VTC conferences. Accepted papers will appear in the conference proceedings published by the IEEE and will be included in the IEEE Xplore digital library. A selection of the best five WiVeC papers will be published in a special issue of the IEEE Vehicular Technology Magazine www.ieeevtm.org. Authors are encouraged to submit full papers (a maximum of five pages) through the conference web site. Following the successes of VANET 2004 held in Philadelphia, VANET 2005 held in Cologne, Germany, and VANET 2006 in Los Angeles, CA, the Fourth ACM International Workshop on Vehicular Ad Hoc Networks (VANET) will be held in Montréal, QC, Canada September 14, 2007, in conjunction with MobiCom 2007. Authors are invited to submit papers presenting new research related to the theory or practice of vehicular ad hoc networks (VANET). All submissions must describe original research, not published or currently under review for another workshop, conference, or journal.
