The need for efficient merging of the wired and wireless infrastructure as well as the new multimedia services and applications of next generation networks call for novel network architectures, protocols and traffic-related mechanisms, merging and assembling different network technologies features. WWIC addresses research topics such as the design and evaluation of protocols, the dynamics of the integration, the performance tradeoffs, the need for new performance metrics, and cross-layer interactions. The goal of the conference is to present high-quality results in the field, and to provide a framework for research collaboration through focused discussions that will designate future research efforts and directions. In this context, the program committee will accept only a limited number of papers that meet the criteria of originality, presentation quality and topic relevance. WWIC is a single-track conference which has reached, within 8 years, the highest level of quality, which is reflected both in the level of participation as well as the acceptance ratio and the amount and quality of submitted papers. Accepted papers will appear in the conference proceedings published by Springer in the Lecture Notes of Computer Science (LNCS) Series. Extended versions of conference selected papers will be considered for publication in an special issue of an international journal. The potential of this technology has been acknowledged with the establishment of ambitious research programs worldwide in Europe, US and Asia. The IEEE Vehicular Technology Society (VTS) currently covers through its areas of interest (Mobile Radio, Transportation Systems and Automotive Electronics) all technical aspects needed to make wireless vehicular communications a reality. As a result, the IEEE VTS society decided to establish a technical symposium on wireless vehicular communications co-located with the reputed IEEE VTC conferences. The IEEE International Symposium on Wireless Vehicular Communications (WiVEC) will cover all vehicular wireless communications aspects of Vehicle-to-Vehicle (V2V), Vehicle-to-Infrastructure (V2I) and Vehicle-to-Person (V2P) communications, including implications on transport efficiency and safety, implications on automotive electronics, liability issues, standardizations efforts and spectrum assignment. After the past successful WiVEC editions in 2007, 2008, and 2010, the fourth IEEE WiVEC symposium will be co-located with the 74th IEEE Vehicular Technology Conference 2011 Fall, and will take place at the Hilton Hotel in San Francisco on the 5th and 6th of September 2011. Combined registrations packages will be offered for WiVEC and VTC events. All accepted papers (full length and demo papers) will be included in the VTC 2011-Fall conference proceedings and will be published on the IEEE Xplore database. Note: VTC Fall editions are traditionally located in North America, while VTC Spring is located in other areas of the world. Since WiVEC was originally launched co-located with VTC Fall editions, the IEEE Vehicular Technology Society decided that WiVEC would take place every year and a half in order to ensure that the conference is alternatively co-located with VTC Fall and Spring editions. This resulted in that there was no WiVEC edition in 2009. To address such a problem, most approaches in the literature deploy redundant nodes during network setup and reconfigure the network topology to establish alternate data paths. However, sometimes the network suffers a large scale damage that involves many nodes and would thus create multiple disjoint partitions. For these cases, a provisioned approach for tolerating occasional failures at the network design level will not be effective. A similar scenario happens when an application can be leveraged by engaging a number of standalone WSNs. For example, the disaster response may involve collaboration among multiple governmental agencies and may need to combine the services of their autonomously-operating WSNs in the search-and-rescue process. Connecting such multiple WSNs or partitions of a damaged WSN is referred to as federation and these networks are called Federated Wireless Sensor Systems (FedSenS). The purpose of this workshop is to establish a platform to exchange ideas among researchers for creation, operation and management of FedSenS involving various heterogeneous sensor and gateway nodes. Topics of Interest Original, unpublished and unsubmitted work is sought in terms of algorithms, techniques, architectures, position papers, visionary approaches and modeling to deploy and maintain FedSenS.
