We live in a world in which natural and man-made disasters (such as
earthquakes, hurricanes, terrorist attacks, and industrial accidents) often
occur. These disasters are so sudden in nature, so causing loss of human
lives and interruption of essential public services (such as health care,
electricity, water, transportation and communication). Disaster management
aims to reduce or avoid potential losses from hazards, ensure prompt and
appropriate assistance to victims and achieve a rapid and effective
recovery. In recent years, new computing/communication technologies have
emerged to improve the efficiency of disaster management; for example,
crowdsourcing has been applied in the Nepal earthquake to collect the
latest information from earthquake-affected areas and create a dynamic map
that shows the locations in which aid and relief are needed. Although some
preliminary attempts have been made to apply emerging technologies for
disaster management, there are many open challenges that need to be
addressed to fully exploit the potentials of these promising technologies.
Various technologies must be considered in the entire disaster management
process and its many phases, including prevention, preparedness, relief and
recovery. Although disasters cannot often be prevented, new technologies
must be explored to predict and prepare through robust and resilient
infrastructures. After a disaster occurs, advanced technologies are needed
to assist in searching and rescuing victims. Since power and communication
are usually interrupted, it is important to quickly recover communication
using energy-efficient technologies, so that processing of information can
take place; furthermore, good planning and scheduling can also help to
quickly recover from a disaster.
This special issue focuses on covering the most recent research results
that apply emerging technologies and address challenges related to disaster
management. Topics of interest include but not limited to:
- Social networks for disaster management
- Victim localization and searching
- Resilient network/communication and processing under a disaster
environment 、
- Resource planning and allocation in a disaster environment
- Energy-efficient technologies for computing/communication for disaster
- Sensing technologies for disaster management
- Robotics for disaster management
- Big data for disaster management
- New devices/technologies for disaster management
Submitted articles must not have been previously published or currently
submitted for journal publication elsewhere. As an author, you are

IEEE CNS 2016 Call For Papers
IEEE Conference on Communications and Network Security (CNS) is a
recently added conference series in the IEEE Communications Society
(ComSoc) core conference portfolio and the only ComSoc conference
focusing solely on cyber security. The goal of CNS is to provide an
outstanding forum for cyber security researchers, practitioners, policy
makers, and users to exchange ideas, techniques and tools, raise
awareness, and share experience related to all practical and theoretical
aspects of communications and network security.
Building on the success of the past three years’ conferences, IEEE CNS
2016 seeks original high-quality technical papers from academia,
government, and industry. Topics of interest encompass all practical and
theoretical aspects of communications and network security, all the way
from the physical layer to the network layer to applications reliant on
a secure communication substrate. Submissions with main contributions in

PLEASE NOTE: To be published in the IEEE CNS 2016 Conference Proceedings
and to be eligible for publication in IEEEXplore®, an author of an
accepted paper is required to register for the conference at the full
(member or non-member) rate, and the paper must be presented by an
author of that paper at the conference unless the TPC Chair grants
permission for a substitute presenter arranged in advance of the event
and who is qualified both to present and answer questions.
Non-refundable registration fees must be paid prior to uploading the
final IEEE formatted, publication-ready version of the paper. For
authors with multiple accepted papers, one full registration is valid
for up to three papers. Accepted and presented papers will be published
in the IEEE 2016 Conference Proceedings and submitted to IEEE Xplore® as
well as other Abstracting and Indexing (A&I) databases.

SCOPE AND OVERVIEW

The massive penetration of Internet connectivity and devices with
networking and
computing capabilities (such as "things" and personal users' devices) is
pushing
a tighter and tighter convergence between the cyber world - of Internet
protocols, services and Apps - and the physical world, with continuous
interactions and mutual impact between these two worlds. According to an
"anti-Copernican" view, humans are put back at the centre of the "Internet
universe", whenever they are in the loop of cyber-world services.
Applications,
middlewares, but even Internet services and network protocols are more
and more
designed incorporating Human Individual and Social Behavioural (HISB)
models.
This is particularly the case when users' personal devices are
themselves the
network, or provide services to each other such as in mobile self-organising
networks, because devices become the "proxies" of their users in the cyber
world. Interestingly, similar approaches are also explored in Internet
technologies in developing scenarios, where users' participation is often
exploited as another resource for networking services. This vision, that
we call
"the Internet of People" (IoP) generalises emerging concepts and
technologies
such as IoT, which put the emphasis on the communication between
"machines", and
adapt to the users' behaviour only as an afterthought. Designing IoP
protocols,
services and applications thus requires a profound inter-disciplinary
approach,
where "non-ICT disciplines" such as social sciences, cognitive sciences,
economics, complex network sciences, impact the way Internet algorithms are
conceived and defined. Note that other types of inter-disciplinary design
patterns i.e., bio-inspired approaches where non-human natural
behaviours are
used as inspiration for network protocols and services, are out of scope.
This workshop aims to stimulate research following this view, and
aggregate an
inter-disciplinary community of researchers around the concept of the
Internet
of People. Specifically, we seek papers presenting IoP approaches,
addressing
any layer of the canonical Internet stack or cross-layer combinations
thereof,
where the human behaviour is at the centre of the design. Also, we welcome
submissions that analyse how the human behaviour is affected (and possibly
modified) by the use of Internet systems, and how the latter can be
improved or
re-designed accordingly. The workshop will accept papers where quantitative
evidence is available or quantitative approaches are applied. Therefore,
purely
methodological papers or qualitative analyses will be considered out of
scope.
Papers proposing novel, thought provoking ideas, possibly presenting
preliminary
results and analyses are also welcome. However, we do not call for position
papers.

- Information-centric IoP protocols based on HISB models
- IoP services, service-composition and middleware solutions based on
HISB models
- Online Social Network services based on HISB models

The pervasive presence of mobile personal devices with communication and
computation capabilities together with the massive use of online social
network systems (e.g., Facebook, Twitter, Google Plus, LinkedIn, etc.)
are increasingly creating a cyber-physical space where users can
interact exploiting and generating information. Enriched with several
sensing capabilities and networking interfaces, today’s portable devices
are enabling new ways of communication including Mobile Networking in
Proximity (MNP). This network mode complements the classic scenario with
Internet coverage enlarging the range of functionalities of these
devices through short-range communications (e.g., Bluetooth, WiFi
Direct, etc.) in situations where Internet may not be available. When
two devices are in proximity, they could still share information without
the need of continual Internet connectivity just exploiting the meeting
opportunities and activating an opportunistic hop-by-hop forwarding towa!
rds the destination.
In this view, the social-aware or social-inspired mobile networking
research is increasingly underlining the benefits and the need of having
knowledge of the social behavior of users for the MNP design. On one
hand, the social behavior of mobile nodes can be extracted from
mobility. On the other hand, also online social network interactions may
provide information about user’s social behavior. As such, the
convergence between the two worlds, the physical offline one made by
mobile devices and the cyber online one made by the online social
networks is getting more and more important, opening a novel and
interesting research field with many challenging issues. The goal of
this Computer Networks Special Issue is to solicit the research closely
related to the mobile and social networking reporting advances on
approaches, methods, and applications envisioning and addressing the
challenges in this field.

Submission Details

Submissions will be judged based on their originality, novelty, and
quality. Submissions must not substantially overlap with papers that
have been previously published or are currently submitted for
publication. The submission must be clearly written and in excellent
English, with a maximum page limit of 20 pages. All received submissions
within the scope of the issue will be sent out for peer review by three
experts in the field and will be evaluated with respect to the relevance
to this special issue, level of innovation, depth of contribution, and

SCOPE
The 13th IEEE International Conference on Mobile Ad hoc and Sensor
Systems (IEEE MASS 2016) will be held in Brasilia, Brazil, October
10-13, 2016. Wireless ad hoc communications, Internet of Things, and
mobile computing have applications in a variety of environments, such as
smart homes, hospitals, battlefields, and disaster-recovery operations.
Wireless sensor and actuator networks are being deployed for enhancing
industrial control processes and supply-chains, and for various forms of
environmental monitoring. IEEE MASS 2016 is a three-track conference
sponsored by the IEEE Computer Society. It aims at addressing research
advances in mobile ad-hoc and sensor systems related to (i) algorithms
and theory, (ii) systems, protocols, and applications, and (iii)
experimental evaluation and testbeds, covering topics ranging from
theoretical foundations to applications and testbed development.

Authors are invited to submit technical papers presenting original,
unpublished research, not currently under review elsewhere. All
submissions should be written in English with a maximum length of 9
single-spaced, double-column pages using 10pt size fonts on 8.5 x 11
inch pages, with a side margin of at least 1 inch, including all
figures, tables, and references, in the PDF format. Authors must use the
Manuscript Templates for IEEE Conference Procedings. Accepted papers
will appear in the conference proceedings published by IEEE and will be
presented at the conference. Based on reviews and TPC discussions, the
TPC may choose to accept some papers as short papers (5 pages). For all
papers, IEEE reserves the right to exclude the paper from distribution
after the conference (e.g., removal from IEEE Xplore) if the paper is
not presented at the conference. The conference will also include a
poster and demo session.

Due to their potential of impacting an entire host of application areas,
distributed sensor systems have become a highly visible research area.
The focus of IEEE DCOSS series of conferences is on distributed
computing issues in large scale networked sensor systems (including, but
not limited to, algorithms and applications, systems design techniques
and tools, and in-network signal and information processing). The
conference normally features three tracks on Algorithms, Applications
and Systems, and a Signal Processing. In addition, a theme for the
"Track of the Year" was introduced in recent years. This track is
intended to focus on emerging topics in sensing. In DCOSS 2016, the
focus topic is "Cloud Computing and its Applications to Sensing and
Remote Sensing".

Scope:
Intermittently Powered Devices (IPDs) are embedded devices that have no
tethered power supply and very little, or no energy storage capacity.
These devices typically operate using energy harvested from their
environment e.g., RF, solar, vibration, etc. When energy is
intermittently available, IPDs can perform computation, use peripheral
devices (e.g., sensors), and communicate (e.g., via backscatter). These
devices currently operate at approximately 10 microJ/Byte energy
consumption, enabling today's devices to support simple, short-lived,
primarily isolated applications. With improvements in computer
architectures, hardware and software systems, the communications stack,
emerging memory technologies, and energy harvesting and transfer, we
envision devices that operate in the sub-nJ/Byte range, supporting
long-running, sophisticated, sensor-rich, widely-communicating applications.
This workshop exists to bring together researchers at the intersection
of programming languages, software systems, extreme low-power computer
architecture, and embedded communication and computing devices.
Call for Papers:
The workshop seeks paper submission in four main areas:
* IPDs (Intermittently Powered Devices)
* IPDs at the limits of minimum power consumption - HLPDs
(Hilariously Low Power Devices)
* IPDs that are embedded - DEIs (Deeply Embedded IPDs)
* IPDs and communication - HLPComms (Hilariously Low-Power
Communication)

The AIMS international conference is a single-track event, including
conference paper sessions, hands-ons and keynotes, which focuses on
early research done by PhD students and young researchers in network and
service management and security. The participants find here a dedicated
place for getting a constructive feedback by senior scientists and
they benefit from tutorials on transversal aspects of a research
activity (e.g. publication strategies, paper reviewing, research
presentation design). By taking part in a dedicated workshop, the PhD
students are invited at an early stage to present and motivate their
work as well as their research plans. Finally, by being involved in
practical hands-on sessions, PhD students and young researchers will get
an up-to-date knowledge combined with basic skills on emerging
technologies. This way, AIMS acts as a complementary piece in the set of
international conferences in the network and service management community.
AIMS 2016 is centered on the theme of management and security in the age
of hyper-connectivity. New paradigms, smart and fully distributed
algorithms, as well as large-scale virtualization have to be
investigated to design scalable and resilient frameworks able to deal
with more complex, more dynamic and hyper-connected environments, from
cloud infrastructures to the Internet of Things. The design, monitoring,
configuration and protection of the next generation of networked systems
in an efficient, secure, and smart manner are crucial to commercially
viable and successful networks and services.

Conference Paper Submission:
Only original, full papers that have not been published or submitted
for publication elsewhere can be submitted. Each submission must be
written in English and will be limited to 12 pages, references
excluded, in the LNCS paper format. Papers exceeding 12 pages,
multiple submissions, and self-plagiarized papers will be rejected
without further review. Paper submission is handled by the JEMS
system, accessible from the AIMS 2016 web page.
PhD Student Workshop Submission:
The PhD student workshop is open to both junior PhD (max 2 years)
and prospective PhD students. Authors are invited to submit short
papers (4 pages excluding references, written in English and in LNCS
format) describing the current state of their research. The paper
should include a clear description of the research problem and the
chosen approach, argue why the problem is hard and the approach novel,
and it should outline the results achieved to date. Specific,
low-level technical details should be avoided. Papers will be evaluated
based on the proposed idea, methodology and foreseen impact. Authors
of the papers should only be the student and his/her advisor(s).
Proceedings
The conference proceedings will be published in Springer's Lecture
Notes of Computer Science (LNCS) series and will include the
conference papers as well as the PhD student workshop papers.

The 2016 IEEE 84th Vehicular Technology Conference will be held 18–21
September 2016 in Montreal, Quebec - Canada. This semi-annual flagship
conference of the IEEE Vehicular Technology Society will convene leading
individuals from industry, government, and universities to share their
perspectives, ideas and innovations in the fields of wireless and mobile
communications and networks, and vehicular technology. The conference
will feature world-class plenary speakers, visionary panel sessions,
tutorials, oral and poster technical sessions, workshops, and exhibits.

"Edge computing" is new paradigm in which the resources of a small
data center are placed at the edge of the Internet, in close proximity
to mobile devices, sensors, end users, and the emerging Internet of
Things. Terms such as "cloudlets," "micro data centers," and "fog"
have been used in the literature to refer to these small, edge-located
data centers. They all represent counterpoints to the theme of
consolidation and massive data centers that has dominated discourse in
cloud computing. New challenges and opportunities arise as the
consolidation of cloud computing meets the dispersion of edge
computing. SEC2016 is a new conference that focuses on them.
