It is sponsored by ACM SIGCOMM, the Internet Research Task Force (IRTF) and the Internet Society (ISOC). According to the United Nations, the elderly, defined as people over the age of 60, will make up 37% of the European population by 2050, from 20% in 2000. With ageing, probability increases of developing physical and cognitive impairments, requiring new and more effective ways to provide support and care. IoT technology may provide significant enhancement to quality of life for the elderly and, in general, people in need. Effective solutions for Ambient Assisted Living (AAL) require appropriate ICT algorithms, architectures and platforms, that cannot leave out of consideration the development of new and innovative approaches, particularly in the area of pervasive and mobile systems. The personal communication between elderly people, their environment, and relevant groups of care givers is an important aspect in AAL; such a need for a pervasive connectivity may leverage the IoT capabilities, to connect humans to smart objects, and put smart objects at the service of users’ needs. At the same time, the realm of Active and Assisted Living may provide a way to capitalize the vast amount of research and knowledge developed up to know in the manifold aspects and facets of IoT. This workshop aims at investigating the close relationship among IoT and AAL, to identify effective approaches towards an increased Quality of Life for the current and future ageing populations. Among the different technical issues that have to be considered when designing IoT solutions for AAL, some of them emerge as critical, i.e.: low power communication technologies and energy-saving design at different layers, and in a cross-layer approach; security and privacy issues, both at the single node/object level, and in a system/platform perspective; big data, analytics, and signal processing for AAL enabled by an IoT approach; cloud and mobile cloud architectures supporting AAL through IoT. IoTAAL will bring researchers from the IoT field and the AAL field together, to foster a better common understanding, to exchange visions and latest research results addressing IoT specialization for AAL, to discuss promising new technologies and to highlight open research challenges. Nevertheless, applications that operate in such environments generate mission critical data that must be disseminated promptly and reliably, despite the challenging nature of the communication environment. Many years of research efforts have been invested into IP-based communication networks to achieve the above goals, but only resulted in limited success. The root cause of the difficulties is a fundamental mismatch between the IP-based communication model and the challenged environments. The former assumes communications through established stable infrastructures. It requires the creation and maintenance of end-to-end connectivity between senders and receivers, while neither the infrastructure nor end-to-end connectivity exists in the latter. The key to solving the problem is to identify a new communication model that makes effective use of the heterogeneous network resources of challenged environments, removes dependency on infrastructure components, and emphasizes data dissemination in lieu end-to-end connectivity. Information-Centric Networking (ICN) and Named Data Networking (NDN), as the most prominent realization of the ICN vision, have emerged in recent years as promising directions to address the above stated challenges. By its name, this new networking model focuses on information (named data) retrieval, instead of reachability between nodes and locations. Therefore, it can circumvent the lack of persistent connectivity in challenged environments by focusing on moving data instead of end-to-end connectivity, utilizing any connectivity, as it comes into existence, to move data hop-by-hop towards requesting parties. This workshop aims to provide a timely venue for all interested parties to exchange their ideas and initial results in applying the NDN paradigm to: address the communication needs of mission critical applications in challenged environments, explore different design options, and identify design tradeoffs. In this scenario, the QoS provisioning and the management of network security have become crucial tasks to determine the success of future generation wireless mobile networks. This symposium calls for cutting-edge research achievements on the provisioning of QoS and Security in wireless and mobile networks. By directly addressing information, ICN supports mobile users and mobile networked devices, offers a higher-level communication service to applications, and promotes authentication and efficiency in the transmission and dissemination of information. Over the last few years, a global research and development community has grown around the idea of ICN. ICN 2016 is the third edition of the ACM Conference on Information-Centric Networking, the premier international forum for researchers and practitioners to present and discuss the most recent innovations, trends, experiences, and challenges in information centric networking. ACM ICN 2016 will be a single-track conference featuring paper and poster presentations, panel discussions, and demonstrations. In addition to the "best paper award", ACM ICN 2016 will give this year a "best demo award" (based on community judging by registered participants), as well as a "best dataset award" (for poster submissions qualifying for this category). The Technical Program Committee of ACM ICN 2016 invites high-quality submissions describing unpublished research results in all aspects of ICN. The third edition on ACM ICN will especially welcome work that reflects the maturity of ICN field, under several angles, including for instance interoperability, architectural comparison with quantitative assessment, and critical reassessment of previous work with particular emphasis on contributions to architectural designs and reproducible experimental evaluations. Such networks may be characterized by intermittent connectivity, a heterogeneous mix of nodes, frequent nodal churn, and widely varying network conditions. Examples of challenged networks include deployments in rural and remote areas, networks to support emergency response operations, inter-planetary networks, sensor and wildlife monitoring networks, underwater networks, road vehicle networks, and, more recently, networks of micro aerial vehicles. The applications of challenged networks range from time-critical communications such as for disaster relief to delay-tolerant transmission in poorly connected regions or where censorship should be counteracted. However, challenged networking has also found many applications in everyday settings, for which they were not initially conceived, such as opportunistic networking supporting data-centric communications, traffic offloading from cellular networks, mobile cloud/edge computing, opportunistic and participatory sensing, challenged IoT. The increasing availability of wireless communications in embedded devices as well as integration of technologies such as Wi-Fi direct on Android platforms and LTE's D2D (device-to-device) communication on general purpose mobile devices, will further push the development of challenged networking solutions. Challenged networking has also chartered new directions for inter-disciplinary research, e.g., applying findings from social networks and network science. This workshop builds on the success of the ten previous CHANTS workshops, and WDTN 2005, and aims to stimulate research on the most novel topics of challenged networking research. This year's edition encourages submission of theoretical and experimental work (including studies of real deployment), with a primary interest in the **new directions of challenged networking such as mobile cloud/mobile edge computing, IoT, mobile data offloading, and challenged SDN**. The workshop seeks original work presented in the form of research papers describing new research approaches and results, as well as demo submissions. Highly disruptive work-in-progress and position papers are also welcome, provided they focus on particularly innovative, out-of-the-box, solutions or applications for challenged networks. All papers shall be forward-looking, describe their relationship to existing work, and shall argue their impact and implications for ongoing or future research.
