Users will be able to retrieve, publish, and manage information, communicate with other users or devices, access and author services, and create and exploit context-awareness. Papers that present original work, validated by experimentation, simulation, or analysis, are solicited. Practical experiences and experimental efforts from both industry and academia, duly documenting the lessons learned from testbeds, field-trials, or real deployments, are also welcome. Work in Progress papers Work-in-progress papers provide a peer-reviewed forum for late-breaking or preliminary research results, giving an opportunity for researchers and practitioners to present and demonstrate their recent research, and to obtain feedback from their peers in an informal setting. Manufacturers plan to introduce new cars into the market with V2V and V2I communication systems as soon as 2019 (estimated). Large-scale testbeds are running or planned in different parts of the world, such as the Cooperative ITS Corridor that connects Austria, Germany and Netherlands, and the USDOT plan to install V2V technology in 10,000 city-owned vehicles in New York City. On the other hand, the technology will continue to evolve. In parallel to the deployment phase, multiple discussions are taking place at different levels and in different forums about the next generation of vehicular networks. The 3GPPP has launched a Work Item to study the feasibility of LTE-based V2X services and connected vehicles are being considered a relevant part of the future 5G ecosystem. The automated (and connected) vehicle will soon come into play and may significantly change the roots of vehicular networks. The 2016 IEEE Vehicular Networking Conference (VNC) seeks to bring together researchers, professionals, and practitioners to present and discuss recent developments and challenges in vehicular networking technologies, and their applications. In addition to the standard full and short paper tracks, IEEE VNC 2016 will continue the tradition from previous editions to include a poster and demo session to allow the authors to closely interact with and obtain feedback from the conference audience on new or ongoing research contributions related to vehicular communications and networking. Posters are especially suited for presenting controversial research directions that may generate discussion, or promising ideas not yet fully validated through complete extensive evaluation. IEEE VNC 2016 will also include a demonstration session for researchers to showcase their latest prototypes with media, models, or live demonstrations. The demo session will be co-located with the poster session to ensure maximum visibility and a close interaction with the conference audience. We solicit proposals for demonstrations from industry and academia related to vehicular networking. Submissions should showcase innovative systems and prototypes developed for either commercial use or for research purposes. We especially encourage demos on validating important research issues or showcasing prototypes that demonstrate realistic applications. Accepted papers will appear in the conference proceedings and will be submitted to the IEEE Xplore Digital Library. Manuscript submissions All paper submissions must be written in English and must be formatted in standard IEEE 2-column format. The mandatory IEEE template in Microsoft Word and LaTeX format can be found at the IEEE templates page. Only Adobe PDF files will be accepted for the review process. All submissions must be made electronically through EDAS. We will consider two different categories of papers: * Full papers should describe novel research contributions and are limited in length to eight (8) printed pages (10-point font) including figures, tables, and references. Papers exceeding 8 pages will not be accepted at EDAS, nor reviewed at all. * Short papers should be more visionary in nature and may report on work in progress without finished results. They are meant to present novel perspectives, so as to foster discussion about innovative directions and new points of view. They are limited to at most four (4) pages including figures, tables, and references, but might in many cases be even shorter. Accepted short papers will be included in the proceedings and there will be given (a shorter) time for oral presentation at the conference. Please note that the full paper and short paper categories target different kinds of contributions. Papers submitted to a category will NOT be moved to a different category: a paper will either be accepted for the category where it has been submitted, or it will be rejected. Full papers will not be “downgraded” to short papers. Therefore, please be sure to carefully assess for yourself prior to submission which is the most suitable submission category for your paper, and to make sure that the presentation in the manuscript is well suited to the aims of this category. The aim of the Third IEEE Workshop on Pervasive Energy Services (PerEnergy 2017) is to bring together practitioners and researchers from both academia and industry to have a forum for discussion and technical presentations of recent advances in the numerous opportunities opened up by the use of energy data in context-aware systems. It furthermore serves as a forum for the smart energy research community to discuss open issues, novel solutions, and future development of smart energy management systems. The challenge of interacting with automated (and connected) vehicles is also creating opportunities for the further development of mobile and wearable technologies. IEEE VNC 2016 is seeking to encourage innovation in vehicular networking and communication systems by organizing its first ever mobile app contest, to be run in conjunction with the main conference. The contest is aimed at novel mobile applications associated with autonomous vehicles, transport vehicles, passenger cars, and even two-wheeled vehicles. This is a platform-neutral contest. Applications may be developed for, but are not limited to, Android, iOS, Windows Phone, etc. # Topics of interest include (but are not limited to): - Eco-driving - Safe driving - Vehicle-to-Vehicle communication - Traffic congestion - Parking resource management - Human-Vehicle Interaction - Alternative small vehicles # The Prize - First prize: USD 4,000 - Second prize: USD 2,000 - Third prize: USD 1,000 # Eligibility The VNC App Contest is open to the following: - Individuals who have reached the age of majority in their jurisdiction of residence at the time of entry. - Teams of eligible individuals. - Teams of eligible individuals entering on behalf of organizations (including corporations, not-for-profit corporations, and other nonprofit organizations, corporations or organizations not potentially affiliated with our sponsors, limited liability companies, partnerships, and other legal entities) that have been organized or incorporated at the time of entry. Individual members of teams or organizations may join more than one team and are eligible to enter on an individual basis as well. Any team or organization entering the App Contest must appoint one individual (the “Representative”) enter a submission and act on their behalf. The Representative must meet the eligibility requirements outlined above. Upon entering a Submission on the Site on behalf of a team or organization, you are deemed the Representative, authorized to act on behalf of your team or organization. # Submission Requirement All participants in the VNC App Contest must adhere to the following: - Register for the contest by September 15, 2016 through the VNC online submission system (EDAS: https://edas.info/newPaper.php?c=22809&track=81877 <https://edas.info/newPaper.php?c=22809&track=81877>). To complete registration, developers must provide a list of team members and a brief description of the App. The representative of each team must physically attend VNC 2016 to present their submission. - To be considered a finalist, developers must submit the following materials by Oct 30, 2016: ** Code >>> Android Apps: You must upload an .apk file. >>> iOS Apps: You must upload a test build. >>> Others: For other platforms, please upload the executable binary or source codes in a single compressed file. ** Two-page paper >>> The proposal must be in PDF format, no longer than two pages. Papers must provide the name of the App and a description (i.e., the goal, features, functionality, applied techniques, and/or future enhancement), innovation and/or uniqueness in marketing, as well as a list of similar or related apps in market when applicable. They must also provide the names and contact information of the author(s). A typical length is 2 pages in IEEE conference paper format, which can be found in the submission guidelines on the VNC website. The submission may be shorter if the application can be described and supported in fewer pages. ** Video >>> Less than 5 minutes in length. Footage must include a comprehensive demonstration clearly outlining the features and functionality of the App. - Finalists will be announced on Nov. 10, 2016. Finalists must attend VNC '16 and provide a 15-minute demonstration of the App. - The following requirements must be followed in the development of all Apps: ** Language Requirements >>> All Submission materials must be in English. ** App Requirements >>> Functionality: The App must be ready to install and operate on the platform for which it is intended. The App must function as depicted in the video. >>> Platforms: Submitted Apps must be implemented on at least one of Android or iOS mobile devices, including phones, tablets, and/or watches, which are suitable for demonstration. All necessary servers or sensors must also be available, as developers will be expected to demonstrate the entire App system if selected as a finalist. >>> Originality: Apps must be newly created by the developer. Apps that have been previously published or posted on Google Play or Apple Store are ineligible. The Apps may not be submitted simultaneously to another contest. >>> Copyright issues: All materials used in the app, including drawings, images, sounds, and computer code, must be original. It is the responsibility of the individual making the submission to secure necessary permissions and/or licenses for the use of any auxiliary materials that include the work of third-party individuals or organizations (including copyrighted music or movie excerpts). # Evaluation Criteria - Creativity and Innovation: Inventive new ideas for the transportation sector; creativity and design that makes an impact. - Potential Value: Potential to assist individuals, organizations, or communities to make informed decisions. - Technical Depth: Technical expertise in wireless communication, data analytics, machine learning, visualization, etc. - Completeness: Authors should not overstate the capability of their apps.
