Submission Guidelines:
Review manuscripts should describe original work and should be no more than 7 pages in the IEEE double column proceedings format including tables, figures and references. Note that accepted papers up to 6 pages will be published with no additional charge. Exceeding pages will be charged an additional fee. Papers exceeding 7 pages will not be accepted at EDAS. Extended versions of selected best papers will be recommended for publication in a special issue of a prestigious international journal. At least one author of each accepted paper is required to register to the conference and present the paper. Only registered and presented papers will be published in the conference proceedings.
All papers for ISCC 2019 should be submitted via EDAS through the

Accepted papers will be included in the ISCC 2019 Proceedings and will be submitted for inclusion to IEEE Xplore. The IEEE ISCC Proceedings have been indexed in the past by ISI, DBLP and Scopus. This makes the IEEE ISCC conference one of the publication venues with very high visibility and impact in both Computer and Communications areas.

*Overview*
In recent years, Cyber-Physical System (CPS) has become an important
research direction for academia, industry, and government agencies as CPS
is considered to be following the third wave of world information
technology after the computer and the Internet. Software defined networking
(SDN) is an emerging technology that can be integrated with CPS to provide
scalable, reliable, secure and efficient communication in heterogeneous
infrastructure. Blockchain technology clearly emerged as of increasing
importance as it offers security solutions in various domains including CPS.
This workshop aims to bring together a number of researchers from academia,
industry, and government agencies to focus on understanding security
challenges and attack surface of modern cyber-physical systems, and
architect innovative solutions with the help of cutting-edge technologies
like SDN and Blockchain.
The workshop will serve as a forum for sharing experiences and outcomes
with protocol design, real testbeds, experimental evaluation, prototyping
and empirical characterization of Blockchain and SDN technologies in CPS.
The workshop will facilitate discussions on unresolved issues in the field,
such as blockchain-based security solutions of critical infrastructures,
secure and resilient system architectures, protocols and applications for
softwarized CPS environment, and SDN capabilities in critical
infrastructures, as well as key challenges facing the software defined CPS
of the future.
The workshop welcomes poster proposals for demonstrations of novel work /
work-in-progress in software defined networking Blockchain for security in
critical infrastructure as well as testbeds, measurement platforms and
results, and innovative prototypes.

The public safety is a timely topic that has showed its paramount
importance after the major human-driven and natural disasters witnessed
during the last few years. According to the American Institute for
Occupational Safety and Health, the majority of the victims in many
different scenarios are untrained rescuers and even professional first
responders. Accurate information gathered from sensors may allow
first-responders and volunteers to make better and faster decisions,
understand the situation, identify the rescue actions with higher
success probability, correctly allocate resources such as number of
ambulances, and prevent or mitigate personal risks. Today, even commonly
available technologies, such as cellular phones, could save many lives
if properly adopted.
There is a compelling need of exploring the feasibility of new
technologies, explicitly designed for working in emergency scenarios.
Recently in this wide context, the aerial communication has
significantly progressed due to longer battery life-time, new
international law regulations and microelectronics evolution with lower
prices and higher performance. In particular, Unmanned Aerial Vehicles
(UAVs) can easily and quickly reach far-away locations, scan carefully
the area looking for injured people and autonomously create a
communication bridge between first responder networks and victims.
However, there are several unaddressed challenges on both communication
and computational means that might further improve the reactiveness and
efficiency of the first response after a natural disaster or
human-driven threat.
The workshop is focused on main upcoming activities about the
involvement of UAVs as emergency communication means during emergency
situations. It is open to both scientific and industrial communities,
and will disclose the latest research achievements in the research field
of fine-grained localization, advanced communication between moving
objects and optimal UAV-cell coverage. The main motivation is to gather
people involved in public safety innovative actions, encompassing both
the mathematical frameworks and realistic solutions to bring
intelligence and efficiency on board of UAVs.
The scope of the workshop includes (but is not limited to) the following
topics:
- Integration of aerial recovery networks in 5G New Radio (5G-NR)
- Design and Implementation of self-organized aerial networks for
disaster recovery
- Mobility and traffic predictions for Disaster recovery networks
- Edge and Fog computing for the Disaster recovery aerial networks
- Energy management strategies for public safety networks
- Trajectory planning and handover management for public safety aerial
networks
- Network slicing for aerial public safety networks to support
low-latency response
- Advanced localization technique using UAVs
- Age-of-Information aware scheduling for public safety networks
- Dynamic spectrum allocation and overlay network formation for public
safety networks
- Mobility diversity enhancement mechanisms for UAV networks
- Experimental case-studies and simulation frameworks for public
safety networks
- Performance characterization for aerial public safety networks.

Review manuscripts should describe original work and should be no more
than 7 pages in the IEEE double column proceedings format including
tables, figures and references. Note that accepted papers up to 6 pages
will be published with no additional charge. Exceeding pages will be
charged an additional fee. Papers exceeding 7 pages will not be
accepted at EDAS. Extended versions of selected best papers will be
recommended for publication in a special issue of a prestigious
international journal. At least one author of each accepted paper is
required to register to the conference and present the paper. Only
registered and presented papers will be published in the conference
proceedings.

Technology succeeds when it provides benefits to the society either
directly or indirectly. Understanding the societal and economic impact
and human-centered aspects of a smart system or technology in advance
and designing the system a-priori with potential value-added services
help spur the discoveries of new tools, methodologies and innovative
services. Smart service systems span across a variety of
socio-technical facets comprising of devices, people, organizations,
environments, and technologies to sense, actuate, control and assess the
physical, cyber and societal artifacts of the human service systems.
Besides the systems being self-adaptive and fault-tolerant, need to be
designed in such a way that it can continuously increase the quality and
productivity, the compliance and sustainability of the smart services it
offers. While human-centered perspective and cognitive learning help
create multi-facet value added services and catalyze the sustained
economic growth of smart service systems, understanding the multi-modal
sensing, control, heterogeneity and interdependency between different
physical, virtual and logical components of such a complex system will
enable the realization of new transformative smarter service systems. If
successful, this can help improve the quality-of-service of the
customers, quality-of-life of the citizens and quality-of returns of the
stakeholders and investors.
Nurturing the development of smart service systems seeks for inter- and
trans-disciplinary crosscutting research threads from system and
operational engineering, computer science and information systems,
social and behavioral science, computational modeling and industrial
engineering etc. The goal of this workshop is to bring together
practitioners and researchers from both academia and industry in order
to have a forum for discussion and technical presentations on the
fundamental knowledge and principles of smart service systems that
enable the value co-creation in sensing, actuating, data analytics,
learning, cognition, and control of human centric cyber-physical-social
systems and future of work.. Research contributions are solicited in all
areas pertinent to smart human services and systems, including:
• Innovative technologies, tools, methodologies and solutions for smart

Mission Critical Communications and Networking for Disaster Management

In recent years, since 3rd generation partnership project (3GPP) is
giving high priority to the mission critical communications networks and
services to provide communication services in disaster areas. Because,
the disaster management organizations such as fire brigades, rescue
teams, and emergency medical service providers have high priority and
broadband demand to exchange information among team and with the victims
by using mission-critical voice and data communication. To fulfill these
demands, a standalone architecture is desired that can enable
communication during the disaster situations. Moreover, broadband in
public safety gives law enforcement the advantage to access information,
stream video, and collaborate in real time. Law enforcement and border
control remains the largest application of public safety LTE. To develop
the standalone architecture and technologies, currently many
organizations are developing LTE-based disaster support architecture
because of its capability to provide the bandwidth efficient solutions.
Technologies used in existing narrowband critical communications
networks such as Terrestrial Trunked Radio (TETRA) and Project25 (P25)
have been in use for about 20 years now. These networks are well
developed and effective in supporting only voice applications but are
not suitable for future higher bandwidth applications with the
requirements of high data/video transmissions. Thus, the MC services are
expected to evolve into the future by taking inputs from critical
communications industries regarding architecture, technologies, and
service requirements. Since, in disaster situation there is a
possibility of complete architectural disaster, so to enable voice/data
communication in this situation, the unmanned air vehicle (UAV)/robots
can be used to provide the communication setup by enabling the path
towards the core network. Moreover, Device-to-Device (D2D),
Vehicle-to-Vehicle (V2V), and Machine-to-Machine (M2M) communications
are the key drivers in the emergency situation for exchanging
information from the MC site in the absence of network infrastructure to
provide MC voice and data services. To provide these services 3GPP
included the Mission-critical push-to-talk (MCPTT) functionality into
LTE standard which is the first major step in a series of MC Services
and functionalities demanded by the market. Recently, 3GPP Release 14
added various enhancements to its repertoire related to MCPTT, MC Data,
and MC Video. Hence, the Release 14 MC services not only required new
protocols and security enhancements but also enhancements in existing
MCPTT services to enable reuse of common functionalities. Similarly, the
Release 15, that will be the first phase of 5G, is expecting more
enhancements in MC services.
The main objective of this special section is to bring most recent
advances in physical layer of mission critical communication
technologies. Moreover, its goal is to address the challenges related to
mission critical services. Authors are required to submit previously
unpublished papers in this special issue. Topics of interest include,
but not limited to the following:

The Internet of Things (IoT) technology offers unprecedented opportunities
to interconnect human beings as well as Machine-to-Machine (M2M), whereby
sensors and networks allow all ‘things’ to communicate directly with each
other to share vital information allowing us to have an instrumented
universe where accurate data is readily available to inform optimal
decision making. The IoT is about to enable a range of new capabilities and
services far beyond today’s offerings. It will fundamentally change how
people go about their lives. According to Gartner, the number of objects
connected to the Internet is set to reach 20 billion by 2020. Cisco
estimates the number will be close to 26 billion objects by 2020. Others
believe the actual number will be even higher with the assumption that any
object with a simple micro controller and on-off switch will be connected
to the Internet in the near feature. The scale of the IoT is set to have a
major economic, social and environmental impacts; the intersection of which
forms the future sustainable growth. The IEEE International Workshop on
Internet of Things: Networking Applications and Technologies (IoTNAT 2019)
Symposium will be held in conjunction with The Second International
Conference on Fog and Mobile Edge Computing (FMEC 2019). The IoTNAT 2019
Symposium aims at soliciting original ideas on the broad area of IoT
including challenges and opportunities, concepts and applications and
future trends. The Symposium aims to facilitate discussions among academics
and IoT practitioners and make positive contributions to the field. Authors
are invited to submit original, unpublished manuscripts. Submitted papers
should be in accordance with IEEE format, and will be reviewed by at least
two expert reviewers in terms of relevance, originality, contribution,
correctness, and presentation.

Papers selected for presentation will appear in the IoTNAT and FMEC
Proceedings, which will be submitted to IEEE Xplore for inclusion. Papers
must be 6 pages max in IEEE format, 10pt font using the IEEE 8.5" x 11"
two-column format, single space, A4 format. All papers should be in PDF
format, and submitted electronically at Paper Submission Link. A full paper
must not exceed the stated length (including all figures, tables and
references).
Submitted papers must present original unpublished research that is not
currently under review for any other conference or journal. Papers not
following these guidelines may be rejected without review. Also submissions
received after the due date, exceeding length limit, or not appropriately
structured may also not be considered. Authors may contact the Program
Chair for further information or clarification.

We are pleased to invite you to submit original contributions to SLICE 2019

This can include, technical and experimental, theoretical, conceptual, or a
survey. All submissions will be peer-reviewed on the basis of relevance,
originality, importance, and clarity.
Smart health, smart cities, smart industries, smart agriculture, smart
environment, smart transportation, smart homes, smart education, smart
business, smart energy, smart grids, and so on are the components that aid
the mankind for smart living. However, they require, typically, design and
development of innovative technologies, standards, and protocols apart from
their architectures and frameworks. IoT has emerged as an extension to
Wireless Sensor Networks (WSNs) with the low-cost and Internet-enabled
solution for connecting and accessible anything from anywhere. In addition,
such smartness derived due to the artificial intelligence yields in the
production of tremendous amounts of data. The data increases as a
baby-boomer requiring efficient tools to analyze and extract suitable
inferences for services in order to extend smart living. Cloud, Edge and
Big Data acquired enormous attention in light of massive data storage and
analytics. With the large cohorts of gazette shrewdness and hi-tech
population, the infrastructure, service delivery becomes expensive and
difficult to manage for cities and governments. Automating systems through
utilization of IoT, Cloud, Edge, Big Data, and M2M tools and technologies
demonstrate great opportunity to reduce operating costs significantly,
utilize those savings more effectively, and provide better services to
communities for the smarter living. This workshop provides a platform to
the researchers to publish their innovative ideas, extensive analysis of
