This special session focuses on simulation tools and real-time
simulation applications used in and for evaluation, management, and
design of Intelligent Transportation Systems (ITS), as well as Smart
Cities. Such simulations are expected to offer prediction and
on-the-flow feedback for the better decision-making, bringing up means
for both the implementation of more complex traffic management systems
and end-user applications. Off-line and real-time analyses of data
collected from infrastructured systems (e.g. real-time traffic
information), mobile, distributed technologies (e.g. communication
devices), and socially-build systems (e.g. social networks applications)
are of great interest for shaping and influencing how ITS solutions are
designed. Thus, we are particularly interested in how these data and
technologies can be incorporated in domain-related models and
simulations. We aim to bring together experts from both industry and
academia to discuss the challenges related to modelling and simulation
for ITS.

**** PAPER SUBMISSION AND REVIEW ****
Submitted manuscripts must be in standard IEEE two-column format that is
used for IEEE conference proceedings and must not exceed "8 pages”
(2-page extension allowed), including figures, tables and references.

A submission may present preliminary results, propose new research
direction, provide insightful retrospective, or offer a provocative
viewpoint on important topics related to the considered special session.
Papers will be selected based on their likelihood of generating
insightful technical discussions at the special session and influencing
future research. Papers must be unpublished and must not be submitted
for publication elsewhere. All papers will be reviewed by Technical
Program Committee members and other experts active in the field to
ensure high quality and relevance to the conference and the special
session. At least one author of accepted papers must attend the
conference and present its contribution. Accepted papers will appear in
the conference proceedings to be published by IEEE Press.
Accepted works will be published in the main track of IEEE DS-RT 2019
proceedings.

Industries, governments and scientific communities are increasingly drawing
a special attention to competitive advantages that Industry 4.0 can bring
about business sustainability and economy of a country. The tendency to
couple the Information Technologies (ITs) with the existing Operational
Technologies (OTs) adds new opportunities to improve and optimize
operational processes, products and services in which multiple
stakeholders, among them, end-users, can interact with the new industrial
ecosystems to speed up and customize processes. In this sense, Industry 4.0
constitutes a relevant investment source composed of a complex
technological showcase in which multiple connections and accesses can
arise, seriously impacting on the well performance of the different
production and distribution chains associated with smart factories and
manufacturing, smart grid systems, smart vehicles or smart health
environments. This way of connecting entities with the “smart world” and
the interconnection of different Industry 4.0 domains based on the new
paradigms and heterogeneous technologies such as Cyber-Physical Systems
(CPS), Industrial Internet of Things (IIoT) or edge computing
infrastructures (cloud/fog computing systems), certainly, opens the door to
coexistence problems and novel exploitations. Diverse vulnerabilities and
risks may significantly grow according to the new adaptations and the
participation of stakeholders, generating a need to further research
protection issues required to safeguard the operational processes and
ensure a secure and resilient and dependable cohesion between IT and OT
systems, including physical entities.
For this reason, industries, governments and scientific communities are
increasingly drawing a special attention to competitive advantages that

Scope and Overview
Challenged networks comprise those situations where communication is
desired, but traditional Internet architectures fail to provide it
effectively. Such networks may be characterized by intermittent
connectivity, a heterogeneous mix of nodes, frequent nodal churn, and
widely varying network conditions. The applications of challenged
networks range from time-critical communications such as for disaster
relief to delay-tolerant transmission in poorly connected regions or
where censorship should be counteracted. However, challenged networking
has also found many applications in everyday settings, for which they
were not initially conceived, such as opportunistic networking
supporting data-centric communications, traffic offloading from cellular
networks, mobile cloud/edge computing, opportunistic and participatory
sensing as well as challenged IoT.
CHANTS builds on the success of the thirteen previous CHANTS workshops
and WDTN 2005, and aims to stimulate research on the most novel topics
of challenged networking research. This year’s edition encourages
submission of theoretical and experimental work (including studies of
real deployment), with a primary interest in new directions of
challenged networking in concrete application scenarios and
demonstrators in areas such as autonomous driving, underwater robots,
emergency response operations, underground mining, interplanetary
missions, polar research and unmanned aerial vehicles. The workshop
seeks original work presented in the form of research papers describing
new research approaches and results, as well as demo and poster
submissions. Highly disruptive work-in-progress and position papers are
also welcome, provided they focus on particularly innovative solutions
or applications for challenged networks. All papers shall be
forward-looking, describe their relationship to existing work, and shall
argue their impact and implications for ongoing or future research.

Paper Format and Submission Instructions
General Paper Format
Submitted papers must be no longer than 6 pages, and should adhere to
the standard ACM conference proceedings format. All submissions must be
written in English. Authors must register the abstract 1 week prior to
the full paper submission.
Demo/Poster Format
Demo and poster proposals (to be published as part of the proceedings)
must not be longer than 2 pages, for demos plus 1 page description of
the precise setup and requirements (the 1-page setup description will
not be published in the proceedings).
Submission
Reviews will be single-blinded. Papers should neither have been
published elsewhere nor being currently under review by another
conference or journal.
Editorial Follow-Ups
Extended versions of the selected workshop papers will be considered for
possible fast track publication in well-known journals, e.g., Computer
Communications (Elsevier) or the ACM GetMobile.

MOTIVATION AND SCOPE: With the recent advances in wireless
communications, the automotive industry is leading to evolution. To
succeed in this emerging era of technology, the Internet of Connected
Vehicles (IoCV) has emerged as one of the potential applications of the
Internet of Things (IoT). It refers to the dynamic mobile communication
systems that communicate between vehicles and public networks to enhance
the connectivity between cars via technology. By offering a wide variety
of infotainment services, fleet operations, and in-vehicle applications,
IoCV has gained the tremendous capacity to provide a safer and
sustainable transportation system to the society. According to Gartner
Inc., “the connected car is already a reality, and in-vehicle wireless
connectivity is expanding rapidly”. As a result, the evolution of cars
into the IoT will keep on accelerating the global market which is
expected to grow by 270 percent by 2022. Further, the increasing
deployment of sensors and ever-evolving cognitive technology open up new
opportunities for IoCV. Due to these significant developments, connected
vehicles are receiving widespread attention from the major automotive
giants such as Tesla, BMW, Waymo (Google), Uber, Volvo, etc. Despite all
the opportunities offered by the IoCV, their highly dynamic topology and
the increasing number of vehicles pose challenges regarding delivering
low-latency vehicle-to-everything (V2X) communications.
The fifth generation (5G) wireless networks emerge as a critical
provider to handle the stringent connectivity requirements of IoCV.
Moreover, with the development of massive multiple-input-
multiple-output (MIMO), non-orthogonal multiple access (NOMA), terahertz
(THz) frequencies, millimetre-wave (mmWave), and heterogeneous networks
(HetNets), 5G intends to guarantee new capabilities related to
connectivity, data rates, transmission delay, throughput and moreover
quality of experience (QoE). Thus, integrating 5G cellular systems into
IoCV is a promising technology to achieve the goals mentioned above.
However, as we are moving towards the 5G communication era, the data
generated by connected vehicles is expected to grow exponentially; which
in turn brings significant challenges to 5G. Therefore, to promote
productivity, improve efficiency, and ensure the efficient handling of
continuous growing data, it requires the support of high computing
paradigm that can process the data with minimum delays. To accomplish
these objectives, a programmable and scalable network paradigm is the
need of the hour that can provide a variety of services to 5G-envisioned
IoCV in diversified scenarios.
In this direction, software-defined networking (SDN) and network
function virtualization (NFV) have gained much attention from the
research fraternity. They rely more on network programmability to
realize efficient network services. However, this traditional
device-to-device management paradigm falls short while dealing with 5G
mobile networks as it is characterized by a humongous cycle of connected
devices. To overcome these problems, intent-based networking (IBN) has
evolved as one of the paradigm shifts which combines automation with
intelligence. Typically, IBN is composed of four essential elements
namely, translation and validation, automated implementation, awareness
of network state, and assurance and dynamic optimization/remediation;
which takes the networking strategy to a higher level. Due to these
fundamental elements, IBN holds excellent potential for reliable network
support with quick turnaround and scalable services. Additionally, it
also facilitates simplified network operations with seamless integration
of artificial intelligence and machine learning. This, in turn, provides
more opportunities to build more robust and efficient network designs
for 5G-envisioned IoCV.
Thus, this special issue intends to offer an opportunity for researchers
(both from industry and academia) to present the dedicated efforts on
the key theories, innovative schemes, and significant applications for
realizing QoS in 5G-envisioned IoCV communication. This special issue
mainly focuses on collecting the original contributions related to
IBN-IoCV amalgamation in 5G wireless networks, which aims to provide
high-performance scalable computing to connected vehicles while
advancing the V2X communication infrastructure.

Emerging Trends and Challenges in Fog Computing for IoT

SCOPE:
Fog and Edge Computing paradigm is regarded as capable of satisfying the
resource requirements for the emerging mobile applications such as
virtual and augmented reality, vehicular networks, and IoT applications.
Such implementations will exploit further the capabilities of Mobile
Edge Comping (MEC), wireless virtualization, and Software Defined
Systems or Networks (SDNs) and Network Function Virtualization (NFV)
among others. Due to the non-linearity of the Quality-of-Experience
(QoE) model, the resource manipulation with the solution provided within
the context of SDN for MEC devices should be solved concurrently so that
the associated performance can be assessed and evaluated. The inclusion
of MEC, SDN, and NFV and its possible support for 5G systems are
emerging as one of the highly active research areas with a large room
for improvements. In addition, one important aspect of great importance
is the continuously increasing processing, caching and storage
capabilities required by emerging applications such as IoT and virtual
reality. The purpose of this special issue is to provide the academic
and industrial communities an excellent venue covering all aspects of
current work on Fog Computing, Edge Computing and with the long-term
architecture that will encompass the differently supported middleware(s).
Topics of interest include (but not limited to):
- Content and service distribution models for fog computing
- Caching, replication and relaying models for fog computing
- Energy-aware load balancing and scheduling on servers for fog
computing
- Orchestration across computation, storage and communication
resources for fog computing
- Theoretical and experimental evaluation of information-centric
networks for fog computing
- Fog and MEC security and related considerations
- Real-time communication interfaces and protocols
- Fog-enabled data services
- Middleware for Fog/Edge infrastructures

Submission Guidelines:
High-quality original papers are solicited. Papers must be unpublished
and must not be submitted for publication elsewhere. All papers will be
reviewed by Technical Program Committee members and other experts active
in the field to ensure high quality and relevance to the Symposium. The
symposium will have a single track for regular papers and in addition, a
separate interwoven track with short papers / posters. Paper length must
be no more than 10 pages, double column, ACM style including tables and
figures. Note that the regular paper size will be 8 pages, with the
possibility to obtain up to 2 additional pages (total 10 pages) by
paying a publication fee. Only PDF format is accepted. All accepted
papers will appear in the Symposium proceedings published by ACM press.

IEEE WCNC is one of the main venues for researchers, industry
professionals, and academics interested in the most advanced and recent
contributions to wireless communications, especially regarding the design
and development of wireless systems and networks. Sponsored by the IEEE
Communications Society, IEEE WCNC has a long history of connecting
industry, academia, and regulatory bodies. In 2020, other than mesmerizing
its visitors by its beauty, Seoul as the capital of Korea will become the
premium venue of the wireless by hosting WCNC‘20. The conference will
include technical sessions, tutorials, workshops, and technology/business
panels. You are invited to submit papers in all areas of wireless

Scope and Overview
Challenged networks comprise those situations where communication is desired, but traditional Internet architectures fail to provide it effectively. Such networks may be characterized by intermittent connectivity, a heterogeneous mix of nodes, frequent nodal churn, and widely varying network conditions. The applications of challenged networks range from time-critical communications such as for disaster relief to delay-tolerant transmission in poorly connected regions or where censorship should be counteracted. However, challenged networking has also found many applications in everyday settings, for which they were not initially conceived, such as opportunistic networking supporting data-centric communications, traffic offloading from cellular networks, mobile cloud/edge computing, opportunistic and participatory sensing as well as challenged IoT.
CHANTS builds on the success of the thirteen previous CHANTS workshops and WDTN 2005, and aims to stimulate research on the most novel topics of challenged networking research. This year’s edition encourages submission of theoretical and experimental work (including studies of real deployment), with a primary interest in new directions of challenged networking in concrete application scenarios and demonstrators in areas such as autonomous driving, underwater robots, emergency response operations, underground mining, interplanetary missions, polar research and unmanned aerial vehicles. The workshop seeks original work presented in the form of research papers describing new research approaches and results, as well as demo and poster submissions. Highly disruptive work-in-progress and position papers are also welcome, provided they focus on particularly innovative solutions or applications for challenged networks. All papers shall be forward-looking, describe their relationship to existing work, and shall argue their impact and implications for ongoing or future research.

Paper Format and Submission Instructions
General Paper Format
Submitted papers must be no longer than 6 pages, and should adhere to the standard ACM conference proceedings format. All submissions must be written in English. Authors must register the abstract 1 week prior to the full paper submission.
Demo/Poster Format
Demo and poster proposals (to be published as part of the proceedings) must not be longer than 2 pages, for demos plus 1 page description of the precise setup and requirements (the 1-page setup description will not be published in the proceedings).
Submission
Reviews will be single-blinded. Papers should neither have been published elsewhere nor being currently under review by another conference or journal.
Editorial Follow-Ups
Extended versions of the selected workshop papers will be considered for possible fast track publication in well-known journals, e.g., Computer Communications (Elsevier) or the ACM GetMobile.
