For example, Industrial Internet applications, Augmented Reality, Tactile Internet require ultra-low latency measured in single-digit milliseconds and do not tolerate jitter at all. Economic pressures mandate increasingly cloudification of real-time applications with precision service level needs. Many of those applications are mission-critical and cannot afford any loss in connectivity or even single packets. Collectively, these applications require networking services that support high-precision and predictable service levels with associated guarantees that border on determinism. This requires a rethinking of many of the principles underlying existing "Best Effort" internetworking technology. Various approaches are emerging that try to tackle those challenges. Data centers with fixed topologies and a constant number of hops rapidly replace conventional routing and more general Internet topologies. Networks are becoming more programmable to allow to custom-tailor and optimize treatment of packets and flows. Related technologies range from Service Function Chaining to Network Slicing to SDN. While 5G is making URLLC at the network edge a reality, momentum for Beyond 5G (B5G) and 6G is building to push the boundaries of precision services beyond the edge and across the core. One overarching question concerns how these technologies can be harnessed and what additional approaches are needed to be able to actually deliver on high-precision networking with service levels that are predictable and that can be guaranteed. This will involve advances across all networking planes, including but not limited to approaches for the programming and processing of packets in the data plane, evolved control interfaces and ultra-low latency control loops to optimize service levels in the control-plane, methods for high-precision measurements and telemetry with nanosecond accuracy at scale, as well as advances in the related platforms and algorithms in the management plane. This special issue focuses on challenges and solution approaches to deliver, manage, control, monitor, and measure high-precision network services that provide applications with predictable service levels that can be guaranteed. This includes (Ultra) Low-Latency networks, deterministic networks, 6G, etc. The special issue specifically encourages submission of papers that describe disruptive concepts, innovative solutions, testbeds, experiments, in addition to more evolutionary approaches. Topics of Interest include but are not limited to the following: • Platforms and solutions to manage and operate high-precision networks and services, e.g., Industrial Networks, Tactile Networks, Augmented Reality (AR), and cloud gaming • Proof and validation of high-precision service level guarantees • High-precision measurement techniques for ultra-low latency and jitter • Service level assurance for micro services and service function chains • Applications for and advances in Inband Network Telemetry and iOAM • In-network service level tuning and optimization; predictable QoS • Novel network programming models • Applications of Artificial Intelligence for high-precision networking • Time-Sensitive Networking (TSN), Deterministic Networking (DetNet), Network Protocol Evolution for IT/OT convergence • SDN applications for high-precision, high-performance networking • High-precision cloud networking services using Fog and Edge Computing • Deployment and operational experiences with Industrial Internet, Tactile Internet, networked AR, cloud gaming • 5G/B5G approaches • Testbeds and platforms for High-Precision (OAI, MAGMA, OpenNetVM, etc.) • Network optimization and hardware considerations for fast processing and delivery (DPDK, etc.) Submission Schedule We use an “open” submission schedule, which means that you can submit your paper at any time before we close the call (see below) and that we will start the review process right after receiving the submission. Paper Formatting Paper submissions should adhere to the IEEE Conference formatting requirements using the templates available here<https://www.ieee.org/conferences/publishing/templates.html>, and should not exceed 10 pages excluding references. It is the authors' responsibility to produce readable submissions that comply with the formatting constraints. Violating the formatting requirements to squeeze in additional materials will result in a submission being returned without being reviewed. Submission and Anonymity Policy Papers submitted to the conference will be reviewed through a double-blind review process, where the identities of the authors are withheld from the reviewers (and that of the reviewers from the authors). Achieving this goal requires some care to, on the one hand, preserve the anonymity of your submission, and on the other hand ensuring proper coverage of related past work, including your own. While this requirement may seem challenging, the few basic steps listed below will go a long way towards achieving the desired outcome: Remove all authors' identifiers, e.g., names, emails, and affiliations, from the title page. Remove acknowledgments of and identifiers of funding sources. Use anonymous names for your files, as source file names are often embedded in the final output you generate, and therefore accessible as comments. When referring to your own related work, refer to it in the third person as you would with any other related work by another author. Besides anonymizing your submission, double-blind reviewing also imposes additional requirements on both authors and reviewers. Specifically, while it is permissible for authors to give local talks on their work and release their paper on a non-peer-reviewed location, e.g., an institutional repository or even arXiv, care should be exercised to limit public exposure as much as possible. This requirement includes refraining from advertising the work on mailing lists and public forums, and in general limiting as much as possible the odds that program committee members be exposed to the work and the authors' identity. Conversely, program committee members will be advised to neither actively seek to "reverse engineer" the acquired. All questions authors' identity, nor to directly share with other program committee members any such information they may have regarding possible breaches of the anonymity covenant that underlies the double-blind review process will be adjudicated by the Program Committee Co-Chairs. All papers will be provisionally accepted and the final acceptance of any paper may be subject to shepherding by a member of the program committee. Submission and Plagiarism Policy Papers must present original contributions and can neither be previously published nor under review by another conference or journal. Papers containing plagiarized materials will be subject to the IEEE plagiarism policy and possible penalties and will be rejected without being reviewed. Best Paper Award and Fast-Track Journal Publication One of the accepted papers will be selected for the Best Paper award, and will be fast tracked to the IEEE/ACM Transactions on Networking, with a streamlined journal review process. Presentation and Registration Requirements IEEE ICNP requires that at least one of the authors of any accepted paper must register for the conference at the full rate and be available to present the paper at the conference. While we anticipate ICNP 2022 will be held physically in-person in Lexington, KY, USA, in the unlikely event that the conference is held virtually or partially virtually due to health considerations, we will accommodate requests by authors to present papers remotely, without physical attendance, and subsequently to include the paper in the conference proceedings and in IEEE Xplore. However, any paper that is not presented by an author of the paper, either in-person or remotely, will be withdrawn from the proceedings and thus from IEEE Xplore. At least one author from each accepted paper will be expected to register at the full rate whether presenting remotely or in person. Digital twin, as an emerging digitalization technology, provides a feasible solution to capture the complex industrial environment and make predictive strategies. It builds a virtual representation of industrial entities and manufacturing process, updated with the physical entities at a specified fidelity and frequency. For example, for industrial manufacturers, digital twins can create digital models of substantial machines, to help us make holistic understanding of how these machines work, make possible modification or predictive maintenance, and take effective actions before devoting much resources and expenditure. The integration of digital twins and the industrial IoT enables a digital revolution of industrial automation. Researchers from industry and academia have focused on the virtualization and digitalization of industrial objects, while there are yet a number of challenges like high-fidelity modularity of digital twins, synchronization between digital and physical objects, interaction and networking among digital twins, scalable and resilient design of digital twin for industrial IoT. WCNEE will also facilitate discussions about modeling and characterizing propagation and wireless network performance in such diverse environments based on real-world data measurements.
