This workshop is the fourth international event organized by COST263 Action "Quality of Future Internet Services" and it explicitly focuses on the provisioning of quality of service in the Internet, including wireless network access and host system support. The workshop will serve as a forum for the presentation and discussion of new and maturing approaches to QoS, and for bringing together researchers, developers and practitioners from both industry and academia. Along with presentations of papers and keynote speeches, QoFIS 2003 will offer a seminar day on October 3 with invited speakers on the topic "Quality of Service in Wireless Networks." The seminar is organized in in cooperation with the KTH Center for Wireless Systems. List of Topics We are inviting research contributions on topics strongly related to the offering of quality of service in the Internet. These include, but are not limited to : Traffic modelling and classification QoS requirements, mapping and negotiation Denial and theft of QoS Policing, scheduling and metering QoS routing, inter and intra domain Signaling, session management Traffic engineering, service dimensioning End-system QoS support Policy-based QoS management QoS in wireless networks QoS in peer-to-peer networks Active networking for QoS Charging for quality Papers and Submissions Papers are solicited in full length of no more than 10 single- spaced pages (in English). All papers will be subject to a full review process. Submissions should follow the author guidelines specified below and must include: title, authors, affiliations, 100-word abstract, and a list of maximum five keywords. The author responsible for correspondence should be identified, including mailing address, telephone and fax numbers, and e-mail address. An electronic, PDF-based submission of papers is mandatory, please check the URL http://www.imit.kth.se/info/LCN/qofis2003/ for further submission instructions or contact qofis2003(a)imit.kth.se for additional information. The conference proceedings are published as hard-copy and electronically by Springer Verlag, Heidelberg, Germany, in the Lecture Notes in Computer Science Series. They will be availabe during the event. Authors are obliged to follow the LNCS's guidelines in preparing their manuscripts. Author guidelines with respect to the final camera ready paper formats are to be followed without exception, including the 10 page limit, and may be obtained at http://www.springer.de/comp/lncs/authors.html. Selected papers will be invited to be publsihed in a special issue of an international journal following the workshop. Best Ph.D. student paper award Papers that are candidate for the best PhD student paper award should be clearly identified as such in a cover letter, which should be signed by the student's supervisor. To be eligible for the award, the PhD student should be the principal author and presenter of the submitted paper. The selection will be based on both the quality of the written paper and its presentation. The award will be presented at the workshop dinner. There is a strong interest to provide multimedia broadcast/multicast service over 3G network. Such multicast services allow unidirectional point-to-multipoint transmission of multimedia data (e.g. text, audio, picture, video) from a single source point to a multicast group in a multicast area. An example of a service using the multicast mode could be a football results service for which a subscription is required. Work has started in 3GPP and 3GPP2 to investigate how to enhance 3G system to provide multicast service. Many design issues need to be worked out before multicast services can be deployed in 3G systems. For an example, questions like how the 3G system admits multicast services, how the radio access network selects between the use of point-to-point and point-to-multipoint radio bearers to deliver MBMS services, how the network alert MBMS subscribed users on the availability of MBMS streams. Mobility management of MBMS users need to be considered too. Handoffs from one cell/Radio Network Controller to another need to be fast such that packet losses for MBMS streams are acceptable. Since users are expected to be charged for such multicast issues, authentication and security issues related to MBMS needs to be worked out. Scope In response to the above momentum, this special issue aims at providing a timely and concise update of the current activities and findings in this area. In addition, it aims to address the key technical challenges associated with these services. In this context, papers are solicited reporting on representative topics such as: * Enhanced 3G architecture design for MBMS services * Radio resource management strategies for MBMS services * Paging Strategy for MBMS services * Overlay WLAN/3G architecture for providing MBMS services * Airlink Scheduling for MBMS services * Power control issues for MBMS services * Security/Authentication Issues for MBMS services * Performance Studies All submissions should adhere to the style of IEEE Communication Magazine. They also present a host of novel systems challenges because of resource constraints, uncertainty, irregularity, and scale. SenSys design issues cut across multiple fields, including wireless communication, networking, operating systems, architecture, low-power circuits, distributed algorithms, data processing, scheduling, sensors, energy harvesting, and signal processing, so a holistic approach is required. SenSys seeks to provide a cross-disciplinary venue for researchers addressing the rich space of networked sensor system design issues to interact and exchange recent results. It is the first of a planned series of annual meetings with a single-track technical program and a hands-on research exhibition. This inaugural 2003 conference shall take place in Los Angeles, CA.
