With the explosive growth of both web contents and web users in the
Internet, a great amount of efforts has been put on the improvement of
the performance of web servers and the quality of web accesses by users.
Content Distribution Networks (CDN) have been emerging as a new
technology for delivering web contents to end users with high quality.
This journal special is dedicated to researchers and practitioners to
present the latest results and experience of their research and system
development. Topics of interest include, but not limited to:
* Content Distribution Networks (CDN)
* Fault tolerance and load balancing of web services
* Web caching and proxying
* Web caching for streaming media
* Clustering of web servers
* Placement of mirrored web servers and proxies
* Performance analysis of web servers and proxies
* Web searching techniques
Submission Guidelines:
Manuscripts should be limited to 20 pages. Please submit full papers,
not previously published or submitted elsewhere for publication to one
of the guest editors electronically (postscript, PDF or MS Word). Please
also send a separate email with authors' names, addresses, fax numbers,
title of the paper.

PURPOSE
The International Conference on Internet and Multimedia Systems and
Applications is a major contact venue for research scientists, engineers
and practitioners throughout the world to present their latest research,
ideas, developments and applications in this field. IMSA 2003 will
include keynote addresses, contributed papers, and tutorials on a wide
range of topics. The full papers will be published in the conference
proceedings. Paper acceptance will be based on quality, relevance, and
originality.
IMSA 2003 will be held in conjunction with the IASTED International
Conferences on Computer Graphics and Imaging (CGIM 2003) and Signal and
Image Processing (SIP 2003).
LOCATION
IMSA 2003 will take place at the Sheraton Waikiki Hotel on beautiful
Waikiki Beach, located in the city of Honolulu on the Hawaiian island of
Oahu. Historically, Waikiki was the playground of the Hawaiian ali'i
(nobility), and has since become the most famous strip of beach in the
world, ringed with high-rise hotels and accessible to travelers from
across the globe. Waikiki Beach is actually a string of beaches
stretching two and a half miles along the ocean. The soft sand bottom
and turquoise waters make it an attractive spot for swimmers, surfers,
and other water enthusiasts. The city of Honolulu itself is the
commercial and government center for Hawaii, filled with many fine
restaurants, shopping centers, and cultural and historical attractions.
Other nearby attractions include Pearl Harbor, Diamond Head Crater,
and the Polynesian Cultural Center.

submissions should be in Adobe Acrobat (.pdf), Postscript (.ps), or MS
Word (.doc) format. The IASTED Secretariat must receive your paper by
April 15, 2003. Do not send hard copies of your paper. Receipt of
paper submissions will be confirmed by e-mail.
Please provide four key words to indicate the subject area of your
paper. One of the key words must be taken from the list of topics
provided under Scope. Please designate a principal author, and provide
the full name, affiliation, address, telephone and fax number, and
e-mail address.
Notification of acceptance will be sent via e-mail by May 15, 2003.
Final manuscripts are due by June 1, 2003. Registration and full
payment is due by June 15, 2003. Late registration fees or paper
submissions will result in the papers being excluded from the conference
proceedings. Please send final manuscripts via e-mail to:
calgary(a)iasted.com . The subject line for the final manuscript
submission must include the six-digit paper number. The formatting
instructions for final manuscripts can be found on the web and must be
strictly followed. Formatting instructions are available at:
http://www.iasted.org/formatting.htm . The page limit for final papers
is six pages (single-spaced, double-column, 10 point Times New Roman
font). Only one paper of up to six pages is included in the regular
registration fee. The additional page and paper charge is USD $75.00
per page.
TUTORIALS
Proposals for half-day tutorials (three hours) should be submitted
online by April 15, 2003 via the following website address:

A tutorial proposal should clearly indicate the topic, background
knowledge expected of the participants, objectives, time allocations for

minimum of five papers, a session title, a list of the topics covered,

The IEEE LCN conference serves as the premier conference on leading
edge and practical computer networking. This approach stimulates a
highly interactive environment and enables an effective interchange
of results and ideas among local network researchers, developers,
and users. During the 27 years of this conference, major advancements
have been achieved in local computer networks driven by application
demands associated of the global Internet, the Web, etc. This year we
are targeting the realm of embedded networks, wireless networks,
high-speed networks, ubiquitous computing, and security as well as
management aspects surrounding them. Papers covering these areas are
explicitly sought and will be given preference. We encourage you to
submit original papers describing research results or practical
solutions.

- Mobility Management - Network Security
- Location-Dependent Services - Network Reliability

- Storage-Area Networks - Network Traffic Characterizations
- Optical Networks - Overlay Networks
Authors are invited to submit full or short papers for presentation
at the conference. Full papers (no more than 10 camera-ready pages)
should present novel perspectives within the general scope of the
conference. Short papers are an opportunity to present preliminary
or interim results and are limited to 2 camera-ready pages in length.
A best paper will be selected based on the quality of research and
results, as well as on the quality of presentation by the primary
author. Several student travel scholarships may be available courtesy
of the LCN corporate supporters. All papers must include title,
complete contact information for all authors, abstract, and keywords
on the cover page. The corresponding author must be clearly
identified.

Call for Workshops / Call for Papers
ISICT 03 International Symposium on Information
and Communication Technologies
Trinity College Dublin, Ireland
September 24-26, 2003
The purpose of ISICT 03 is to provide an international forum for
discussion between theoreticians and practitioners and to promote an
inter disciplinary exchange of research ideas. We invite papers
exploring all aspects of Computer and Communication
Technologies. Topics of interest include, but are not limited to:
* Computer Science
* Information Technology and Systems
* Communication Technology
* Networks, Control Systems
* Image, Acoustic, Speech and Signal Processing
* Experience and Applications
There are two principal modes of paper submission:
MODE I : Invited Workshop Organization
To chair and organize a workshop at ISICT03 send an email to
workshops(a)isict.org with the title, a description of the topic of your
proposed workshop up to two hundred words in length, and the name(s)
of the workshop organizer(s) and chair(s) as soon as possible and
before 1st June 2003. If your proposal is suitable, you will receive
preliminary approval notification within a few days. Final approval
will depend upon submission and registration of at least FOUR papers
in the workshop by the ISICT03 camera ready deadline of 1st July
2003. The organizer(s) of pre-approved workshops will be responsible
for advertising their workshop, using electronic or other means, and
for the reviewing process for their workshop's papers or extended
abstracts, and for the notification to ISICT03 of accepted papers. The
organizer(s) of approved workshops will be added to the ISICT03
programme committee and be editors of the ISICT03 conference
proceedings.
MODE II : Stand-Alone Papers
Papers should be submitted in PDF format by e-mail to
submissions(a)isict.org by 1st May 2003 for review. Please submit either
an extended abstract or short paper of up to 6 pages in length. Papers
should be formatted so that they are single-spaced, single column, and
use a 12pt Times font. Include title, author list, postal address and
abstract as plain text in the e-mail. All papers submitted will be
reviewed in full by reviewers from independent institutions.

1st June 2003 Notification of acceptance of stand-alone papers
1st June 2003 Preliminary approval of invited workshops
1st July 2003 Camera-ready copies due for all papers
1st July 2003 Registration due for all papers

The Venue
In comparison to other capitals, Dublin is a convivial city with a
human scale and an extroverted populace. At the heart of the city lies
Trinity College with its magnificent buildings and beautiful campus
spanning 35 acres. Trinity College has occupied this location for the
past 400 years, and while none of the original buildings remain, the
College boasts fine squares and gardens and a collection of
magnificent buildings dating from the 17th to the 20th century. In
contrast to the serene surroundings of the College landscape, the
modern city of Dublin is just outside the main gate of the campus,
with shops, theatres, cinemas and museums within walking distance.

This annual international conference is a forum for professionals
involved in performance evaluation of computer and telecommunication
systems. Evaluation of computer systems and networks is needed at every

evaluation has progressed rapidly in the past decade, and it has now
begun to approach maturity. Significant progress has been made in

SUBMISSION OF PAPERS
Authors are invited to submit manuscripts reporting original unpublished
research and recent developments in the topics related to the special
session. Prospective authors are invited to submit their paper (about 5
pages - single space, font size of 10 to 12) to Session Chair by the due
date. In case you can not meet the deadline, you can send a one-page
abstract to register your paper (the complete paper can then be sent one
or two weeks later).
Papers should be submitted electronically in PDF format(or postscript)
by sending it as an e-mail attachment to kyandogh(a)ant.uni-hannover.de.
Please do clearly indicate that the paper is destined for this special
session "Position-based Networking Issues"!
The length of the Camera-Ready papers (if accepted) will be limited to 7
(IEEE style) pages.
The first page of the submitted paper should include: title of the
paper, name, affiliation, postal address, E-mail address, telephone
number, and Fax number for each author. The first page should also
include the name of the author who will be presenting the paper (if
accepted) and a maximum of 5 keywords..
IMPORTANT DATES
Submission Deadline: February 17, 2003 (a two-weeks extension of this
deadline is possible - on request.
Notification of Acceptance: March 21, 2003
Camera-Ready Papers Due: April 22, 2003

The High-Speed Local Networks (HSLN) workshop, within the 28th IEEE
Conference on Local Computer Networks (LCN), focuses on the design,
analysis, implementation, and exploitation of new concepts, techno-
logies, and applications related to high-performance networks on a
local scale. This workshop will bring together networking researchers,
engineers, and practitioners from across the spectrum of high-speed
local networks, with participants from industry, academia, and
government. Original papers that present research results, case
studies, technology development or deployment experience, work in
progress, etc. are solicited, as are survey articles.
Specific areas of interest include (but are not limited to):
- High-speed LANs (e.g. Gigabit Ethernet, 10 Gigabit Ethernet)
- System-area networks (e.g. SCI, Myrinet, ServerNet)
- Storage-area networks (e.g. Fibre Channel) and I/O interconnects
- High-speed networks in embedded systems (e.g. avionics, space systems)
- Protocols, services, and topologies for high-speed local networks
- Routing and switch architectures for high-speed local networks
- Quality of Service (QoS) in high-speed local networks
- Performance analysis of high-speed local networks and systems
- Modeling and simulation of high-speed local networks
- Middleware for high-speed local network communication
- Applications for high-speed local networks (e.g. video on demand)
- Transparent LAN services (e.g. VPLS versus MPLS)
- Implementation issues (e.g. network processors) and security issues
Paper Submission Instructions:

Authors are invited to submit papers of up to ten camera-ready pages,
in PDF or Postscript format, for presentation at the workshop and
publication in the conference proceedings. Papers should be
submitted by email to the workshop at hsln(a)hcs.ufl.edu on or before
May 23, 2003.

CALL FOR PAPERS
IEEE Journal on Selected Areas in Communications
ALL-IP WIRELESS NETWORKS
IP (Internet Protocol), which is already a universal network-layer
protocol for wireline packet networks, is becoming a promising
universal network-layer protocol over all wireless systems. IP
provides a globally successful open infrastructure for creating and
providing services and applications. An all-IP wireless and wireline
network could make wireless networks more robust, scalable, and cost
effective. It will also enable the abundant applications and software
technologies developed for IP networks to be used over wireless
networks. Today's many different wireless systems, ranging from PANs
(Personal Area Networks), wireless LANs (Local Area Networks) to
wide-area cellular systems, are often not compatible with each other
which makes it difficult for a user to roam from one radio system to
another. No wireless technology has emerged as a common and long-term
universal solution. With IP as the common network layer protocol, an
IP-based mobile device (with multiple radio interfaces or software
defined radio) could roam between different wireless systems.
The papers in this issue will focus on state-of-the-art research in
all-IP wireless networks. Submission for Beyond 3G (B3G) systems will
be included. We solicit papers covering a variety of topics including,
but not limited to, the following topics:
o Systems and Architecture
o Access Protocols
o Transport Protocols
o Signaling Protocols
o Resource Management
o Power Control and Management
o QoS Provisioning
o Security
o Mobile VoIP
o Video over Wireless Internet
o Network Performance Analysis
o Internetworking
o System Integration
Only original and unpublished research papers will be considered.
Authors should follow the IEEE J-SAC manuscript format described in
the Information for Authors on the inside back cover of any issue of
J-SAC. There will be one round of reviews and acceptance will be
limited to papers needing only moderate revisions. Prospective authors
should submit a pdf version of their complete manuscript (which should
be compressed if the file size exceeds 1 Mbyte) online via
http://wire.cs.nthu.edu.tw/~jsac according to the following timetable:
