The first IEEE Symposium on Computers and Communications (ISCC) was held in 1995 in response to the growing interaction between the fields of computers and communications. ISCC takes place annually, usually in the Mediterranean region, in locations such as Egypt, Greece, France, Tunisia, Portugal, Spain, Morocco, Italy, and Brazil. In 2022, the Symposium is going to take place in Rhodes Island, Greece. ISCC sessions will include presentations on new research results and tutorials. Papers describing original works are invited in any of the computer and communications areas covered by the Call for Papers. Accepted papers will be included in the ISCC 2022 Conference Proceedings, which will be subject to independent peer-review procedures for quality, and may be eligible for inclusion in the IEEE Xplore Digital Library. Merit, relevance, and originality will guide paper acceptance. The presentations will provide authors with early feedback on their research work and enable them to exchange ideas with DCOSS participants. Besides presentations in the respective poster and demo sessions, DCOSS will host a dedicated session where poster and demo authors will give a short oral presentation of their work, during the main conference program. Also, a best poster/demo award will be presented. Posters and demos should report on recent original results or ongoing research in all aspects of sensor networks, including algorithms, protocols, systems and applications. All submissions will be reviewed and judged based on originality, technical contribution and, particularly, potential to generate interesting and interactive exchanges of ideas. Poster and demo papers will be included in the conference proceedings (same volume with main event papers) and submitted to the IEEE Xplore Digital Library. Accepted posters/demos must be presented at the Conference and at least one author for each poster/demo must be registered for the conference. With the penetration of Internet of things (IoT) devices in smart city applications, smart computing has become all the more relevant in terms of managing and processing the data. The former leverages wireless communication technologies to enhance mutual awareness among traffic participants. The latter ramps up individual vehicles’ capability of perception and control to achieve better decision making in the complex driving environment. On the surface, the two technologies seem complementary. Information shared by different traffic entities can be added to a vehicle’s dynamic map, extending its perception horizon, and uncovering None-Line-Of-Sight situations which otherwise would not be available via its own onboard sensors. In return, the vehicle can send what it observes through onboard sensors, which might help recipients avoid previously unaware safety hazard. Furthermore, as reported in the state-of-art research, individual vehicles may navigate themselves more efficiently with global information gathered from others on the same road, generating improved driving safety and efficiency. However, the aforementioned complementary natures of vehicle connectivity and automation do not assure the completed integration of these technologies into vehicles and their interactions. There are questions about the cost, benefits, timeline, performance, hardware/software requirement and interface design of such an integrated system. Many of these questions are nontrivial to answer as it needs joint efforts from numerous technology areas. Fortunately, many scholars and research groups have started to explore these questions, paving the road for a cohesive integration of vehicle connectivity with vehicle automation system. This special issue focuses on the most recent advancements in modeling, wireless communications, vehicle perception, mapping and localization technologies, which can improve the collaboration among individual automated, human-driven, or autonomous vehicles and enable novel vehicular cooperative applications. For example, Industrial Internet applications, Augmented Reality, Tactile Internet require ultra-low latency measured in single-digit milliseconds and do not tolerate jitter at all. Economic pressures mandate increasingly cloudification of real-time applications with precision service level needs. Many of those applications are mission-critical and cannot afford any loss in connectivity or even single packets. Collectively, these applications require networking services that support high-precision and predictable service levels with associated guarantees that border on determinism. This requires a rethinking of many of the principles underlying existing "Best Effort" internetworking technology. Various approaches are emerging that try to tackle those challenges. Data centers with fixed topologies and a constant number of hops rapidly replace conventional routing and more general Internet topologies. Networks are becoming more programmable to allow to custom-tailor and optimize treatment of packets and flows. Related technologies range from Service Function Chaining to Network Slicing to SDN. While 5G is making URLLC at the network edge a reality, momentum for Beyond 5G (B5G) and 6G is building to push the boundaries of precision services beyond the edge and across the core. One overarching question concerns how these technologies can be harnessed and what additional approaches are needed to be able to actually deliver on high-precision networking with service levels that are predictable and that can be guaranteed. This will involve advances across all networking planes, including but not limited to approaches for the programming and processing of packets in the data plane, evolved control interfaces and ultra-low latency control loops to optimize service levels in the control-plane, methods for high-precision measurements and telemetry with nanosecond accuracy at scale, as well as advances in the related platforms and algorithms in the management plane. This special issue focuses on challenges and solution approaches to deliver, manage, control, monitor, and measure high-precision network services that provide applications with predictable service levels that can be guaranteed. This includes (Ultra) Low-Latency networks, deterministic networks, 6G, etc. The special issue specifically encourages submission of papers that describe disruptive concepts, innovative solutions, testbeds, experiments, in addition to more evolutionary approaches. Submission and Anonymity Policy Papers submitted to the conference will be reviewed through a double-blind review process, where the identities of the authors are withheld from the reviewers (and that of the reviewers from the authors). Achieving this goal requires some care to, on the one hand, preserve the anonymity of your submission, and on the other hand ensuring proper coverage of related past work, including your own. While this requirement may seem challenging, the few basic steps listed below will go a long way towards achieving the desired outcome: Remove all authors' identifiers, e.g., names, emails, and affiliations, from the title page. Remove acknowledgments of and identifiers of funding sources. Use anonymous names for your files, as source file names are often embedded in the final output you generate, and therefore accessible as comments. When referring to your own related work, refer to it in the third person as you would with any other related work by another author. Besides anonymizing your submission, double-blind reviewing also imposes additional requirements on both authors and reviewers. Specifically, while it is permissible for authors to give local talks on their work and release their paper on a non-peer-reviewed location, e.g., an institutional repository or even arXiv, care should be exercised to limit public exposure as much as possible. This requirement includes refraining from advertising the work on mailing lists and public forums, and in general limiting as much as possible the odds that program committee members be exposed to the work and the authors' identity. Conversely, program committee members will be advised to neither actively seek to "reverse engineer" the acquired. All questions authors' identity, nor to directly share with other program committee members any such information they may have regarding possible breaches of the anonymity covenant that underlies the double-blind review process will be adjudicated by the Program Committee Co-Chairs. All papers will be provisionally accepted and the final acceptance of any paper may be subject to shepherding by a member of the program committee. Submission and Plagiarism Policy Papers must present original contributions and can neither be previously published nor under review by another conference or journal. Papers containing plagiarized materials will be subject to the IEEE plagiarism policy and possible penalties and will be rejected without being reviewed. Best Paper Award and Fast-Track Journal Publication One of the accepted papers will be selected for the Best Paper award, and will be fast tracked to the IEEE/ACM Transactions on Networking, with a streamlined journal review process. Presentation and Registration Requirements IEEE ICNP requires that at least one of the authors of any accepted paper must register for the conference at the full rate and be available to present the paper at the conference. While we anticipate ICNP 2022 will be held physically in-person in Lexington, KY, USA, in the unlikely event that the conference is held virtually or partially virtually due to health considerations, we will accommodate requests by authors to present papers remotely, without physical attendance, and subsequently to include the paper in the conference proceedings and in IEEE Xplore. However, any paper that is not presented by an author of the paper, either in-person or remotely, will be withdrawn from the proceedings and thus from IEEE Xplore. At least one author from each accepted paper will be expected to register at the full rate whether presenting remotely or in person.
