With various network characteristics, a number of wireless systems have
been developed over past years, targeting at different applications. While
most of these wireless technologies are deployed independently for now,
the service providers surely intend to own and operate overlaid
heterogeneous wireless systems, which integrate multiple wireless
technologies with partially overlapped coverage areas and provide
ubiquitous network service to mobile users.
Recent advances in reconfigurable computing have greatly advanced the
design of soft radios, which enable the communication with many different
radios with only a reconfiguration in software parameters. The maturation
of soft radio technology is becoming one of the most important milestones
for seamless integration of the heterogeneous wireless network. Serving as
the "glue", the soft radio technology has its niche in in two folds: (1)
the network infrastructure can be built upon soft radio, where the base
stations are tunable to different frequency bands and serve as general
access points for various mobile hosts (MHs), e.g., cellular handsets,
laptops, and PDA's (Personal Digital Assistants); and (2) the MHs may
employ soft radio, and accordingly, get access to various wireless systems
(such as wireless LAN, cellular, IEEE 802.20, and IEEE 802.16), providing
ubiquitous service for mobile users. An important design issue is to
capitalize on the recent achievement in soft radio technology for
providing improved and more efficient connectivity and service in
heterogeneous wireless networks.
With this special issue we aim at bringing together state-of-the-art
contributions in this emerging area of soft radio-enabled heterogeneous
wireless networks. We are seeking for papers reporting novel research or
commercial/industrial experiences. These papers should be original,
unpublished, and not currently under review by other conference, workshop,
or journal. Topics of interest include, but are not limited to the
following:
- System optimization
- Efficient spectrum allocation and management
- Dynamic network topology discovery and optimization
- Smart handoff and inter-system signaling
- Quality of service in the heterogeneous networks
- Routing and load balancing
- Mobility management
- System modeling and performance evaluation
- Cognitive radio and testbed design

Collaborative multimedia environments support interactive knowledge
development, integration, and collaborative operations amongst participants
with diverse disciplinary and/or cultural backgrounds. Most of the
tele-collaborative applications are characterised by the fact that
knowledge-related work in many organisations is carried out by teams that
are distributed across buildings or countries. When a multimedia application
is used in a group task, it becomes a shared artifact that will be used to
assist the group's communication and coordination. Examples are joint
editing, whiteboarding, and multi-user presentations used in a variety of
applications such as conferencing, collaborative design, tele-training and
tele-operation.
For this special issue, IJCAT seeks original articles about computer
software, computer systems, and computer applications that enable
multi-participant multimedia collaboration. This includes the latest
advancements and trends in tele-conferencing and data-conferencing,
computer-supported cooperative work (CSCW), collaborative virtual
environments (CVE), tele-mentoring, tele-operation, tele-collaboration, and
tele-haptics.
The purpose of this special issue is to provide a forum for researchers and
practitioners to review the current trends and latest developments in the
field, and to identify upcoming research directions for multimedia
telecollaboration. The focus will be on the scientific and engineering
advances made and new directions taken in the field.

PROPOSAL FOR ORGANIZING TECHNICAL SESSIONS:
Each technical session will have at least 6 paper
presentations (from different authors). The session
chairs will be responsible for all aspects of their
sessions; including, soliciting papers, reviewing,
selecting, ... The names of session chairs will appear
as Associate Editors in the conference proceedings and
on the cover of the books.
Proposals to organize technical sessions should include
the following information: name and address (+ E-mail)
of proposer, title of session, a 100-word description of
the topic of the session, the name of the conference the
session is submitted for consideration, and a short
description on how the session will be advertised (in
most cases, session proposers solicit papers from
colleagues and researchers whose work is known to the
session proposer). Mail your proposal to H. R. Arabnia
(address is given above); E-mail submissions are preferred.
We would like to receive the proposals as soon as possible
(but no later than Feb. 1, 2005.)
SUBMISSION OF PAPERS:
Please regard this as General Guidelines.
Prospective authors are invited to submit their
papers (about 5 to 10 pages - single space, font size of 10 to 12) to
H. R. Arabnia by Feb. 16, 2005. E-mail submissions in
MS document or PDF formats are preferable (Fax or postal
submissions are also acceptable.)
The chair may be forwarding the papers to respective
conference chairs/committees/Task Forces.
The length of the Camera-Ready papers (if accepted) will
be limited to 7 (IEEE style) double-column pages. Papers must
not have been previously published or currently submitted for
publication elsewhere. The first page of the paper
should include: title of the paper, name, affiliation,
postal address, E-mail address, telephone number, &
Fax number for each author. The first page should also
include the name of the author who will be presenting
the paper (if accepted) and a maximum of 5 keywords.
Also, the name of the conference that the paper is being
submitted to must be mentioned on the first page.
Papers will be evaluated and fully refereed for originality,
significance, clarity, and soundness. Each paper will be
refereed by two researchers in the topical area.
The Camera-Ready papers will be reviewed by one person.

of World Academy of Science (chapters: supercomputing;
scientific computing; artificial intelligence; imaging
science; databases; simulation; software engineering;

LOCATION OF CONFERENCES:
The conferences will be held in the Monte Carlo Resort
hotel, Las Vegas, Nevada, USA (with any overflows at other
near-by hotels). The Monte Carlo Resort is a mega hotel
with excellent conference facilities and over 3,000 rooms.
The hotel is minutes from the airport with 24-hour
shuttle service to and from the airport. This hotel has
many recreational attractions, including: waterfalls,
spa, pools & kiddie pools, sunning decks, Easy River
water ride, wave pool with cascades, lighted tennis
courts, health spa (with workout equipment, whirlpool,
sauna, ...), arcade virtual reality game rooms, nightly
shows, snack bars, a number of restaurants, shopping area,
bars, ... Many of these attractions are open 24 hours a
day & most are suitable for families & children. The
negotiated room rate for conference attendees is very
reasonable. The hotel is within walking distance from
most other attractions (major shopping areas, recreational
destinations, fine dining & night clubs, free street
shows, ...).

To deal with the increasing complexity of large-scale computer
and software systems, they must manage themselves, in accordance
with high-level guidance from humans - a vision that has been
referred to as autonomic computing. Meeting the grand challenges
of autonomic computing requires scientific and technological
advances in a wide variety of fields, as well as new software and
system architectures that support the effective integration of
the constituent technologies.
The purpose of the 2nd International Conference on Autonomic
Computing (ICAC'05) is to bring together researchers from
different fields of research who are addressing aspects of self-
management in computing systems. In doing so, we hope to develop
and nurture a community that can work together to realize the
vision of large-scale self-managing systems. Papers are solicited
on a broad array of topics of relevance to autonomic computing;
particularly those that bear on connections and relationships
among different areas of research or report on prototype systems
or experiences. Topics of interest include, but are not limited

- Autonomic computing systems or prototype systems that
exhibit self-monitoring, self-configuration, self-
optimization, self-healing, and/or self-protection.

PAPER AND POSTER SUBMISSIONS
Full papers (NEW: 8-12 pages in length) and posters (2 pages) are
invited on a wide variety of topics relating to autonomic computing
as indicated above. All manuscripts will be reviewed and judged on
correctness, originality, technical strength, significance, quality
of presentation, and interest and relevance to the conference.
Submitted papers may not have appeared in or be under consideration
for another conference or a journal, nor may they be under review
or submitted to another forum during the ICAC-05 review process.
Posters are not subject to any of these restrictions. Authors should
submit full papers or posters electronically (PDF or postscript) via
the ICAC-05 conference web site

and should use IEEE CS format. Appropriate style files can be found

The vision of ubiquitous computing has generated a lot of interest in
wireless ad hoc and sensor networks. However, besides their potential
