GENERAL INFORMATION
The 2004 IEEE International Conference on High Speed Networks and Multimedia
Communications (HSNMC'04) is technically co-sponsored by IEEE and IEE.
HSNMC'04 is organized by academic, research, and industrial societies and will
be held in Toulouse, France, from Wednesday June 30, 2004 to Friday July 2,
2004. Toulouse is a city located in the South of France on the banks of the
Garonne river, close to the Pyrénées and halfway between the Atlantic Ocean
and
the Mediterranean Sea. Aeronautics, space, electronics, information technology
and biotechnology are the key words for this big city (4th city of France).
HSNMC'04 is the 7th conference of a successful series started, under the
name of International Conference on ATM (ICATM), in Colmar (1998), and
subsequently held in Colmar (1999), Heidelberg (2000), Seoul (2001), Jeju
(2002) and Estoril (2003).
In order to encourage closer interaction between academic and
industrial networking research communities, both academic research papers and
industrial contributions are welcome.

INSTRUCTIONS FOR AUTHORS
The authors should submit their original contribution as full paper, no longer
than 10 pages, or as an extended abstract no less than 3 pages. All the
contributions must be written in English. The top of the first page of each
paper must include the title of the paper, authors' names, affiliations,
mailing address, phone number, and e-mail of the author responsible for
correspondence and a list of four keywords. Submissions must be made
electronically to the following address: http://www.irit.fr/edas/HSNMC04/.
Acceptable formats are Postscript, Adobe PDF and Microsoft Word. Please use A4
paper format when formatting your submission. Authors of accepted papers will
later be required to submit an LNCS copyright form, please assure that you
have
all necessary authorizations in place. Authors of accepted papers will be
invited to submit full-length manuscripts for inclusion in the proceedings to
be published in LNCS series of Springer-Verlag. Final versions of accepted
papers should not exceed 10 pages and must be structured according to the

Scope
-----
The purpose of QofIS 2004 is to present and discuss design and implementation techniques for providing quality of service in the Internet. The impact of emerging terminals, mobility and embedded systems will create a new environment where networks will be ambient. New challenges are open by this new space where networks of interest ranging from personal networks to large-scale application networks will need to be designed and often integrated. Protocol mechanisms for supporting quality of service at the different layers of the networks will need to be assessed and eventually redesigned in such environments. The focus of this year's workshop is on the provisioning of Quality of Service in the Emerging Networking Panorama, assessed by results of experiments carried out in simulation platforms and test-beds, and given the progressive irruption of optical technologies.
This workshop, at its fifth international event, is organized under the umbrella of the E-NEXT Network of Excellence on "Emerging Networking Experiments and Technologies", which will start early in 2004.
Along with presentations of papers and keynote speeches, QofIS 2004 will offer two one day workshops on October 1, namely the Fourth International Workshop on Internet Charging and QoS Technology (ICQT'04) and the First International Workshop on QoS Routing (WQoSR'04)
Authors are invited to submit work on issues related to, but not limited by, the following list of topics:

- QoS requirements, mapping and negotiation
- Policing, scheduling and metering
- Signaling, session management
- Traffic engineering, service dimensioning

Papers and Submissions
----------------------
Papers are solicited in full length of no more than 10 single-spaced pages (in English). All papers will be subject to a full review process. Submissions should follow the author guidelines specified at http://www.springer.de/comp/lncs/authors.html and must include: title, authors, affiliations, 100-word abstract, and a list of maximum five keywords. The author responsible for correspondence should be identified, including mailing address, telephone and fax numbers, and e-mail address. An electronic, PDF-based submission of papers is mandatory.
The conference proceedings will be published as hard-copy and electronically by Springer Verlag, Heidelberg, Germany, in the Lecture Notes in Computer Science Series, which will be available during the event. Following the workshop, authors will be invited to submit an updated and extended version of their papers for a possible publication in a special issue of the Computer Communication journal edited by Elsevier.
Best Ph.D. student paper award

Papers that are candidate for the best PhD student paper award should be clearly identified as such in a cover letter, which should be signed by the student's supervisor. To be eligible for the award, the PhD student should be the principal author and presenter of the submitted paper. The selection will be based on both the quality of the written paper and its presentation at the workshop.

Scope:
Differentiated Services (DiffServ) is a proposed architecture by
the Internet Engineering Task Force (IETF) in which various ap-
plications are supported using a simple classification scheme.
Packets entering the DiffServ domain are handled depending on the
packets' class. However, for many QoS-sensitive applications,
such as e-commerce and steaming media, QoS differentiation at the
network layer alone may be insufficient to guarantee the applica-
tion's QoS requirements. Such applications require end-to-end QoS
differentiation. End-to-end QoS guarantees require service dif-
ferentiation mechanisms throughout the protocol stack, as well as
in the middleware, the operating system and even in the applica-
tions.
We are interested in visionary, experimental, systems-related and
work in-progress papers in the area of QoS differentiation at the
network, middleware, operating system and application levels. Pa-
pers in the form of extended abstracts should describe original,
previously unpublished work, not currently under review by anoth-
er conference, workshop, or journal. Papers accepted for presen-
tation will be published in the IPCCC conference proceedings.
The workshop will also include invited papers.

Scope: Information Assurance (IA) is defined as the operations undertaken to
protect and defend information and information systems by ensuring their
availability, integrity, authentication, confidentiality and non-repudiation.
Information assurance for networks is as critical as it is for information
systems. Availability implies that networks and systems must be survivable
and fault tolerant they should possess redundancies to operate under
failures or security breaches. For example, networks should be designed with
sufficient spare and working capacity, efficient traffic restoration
protocols, alarms and network management. Security encompasses the other
aspects of IA, namely integrity, access-control, authentication, confidenti-
ality and non-repudiation as they apply to both networks and systems. The
The increasing reliance of business-to-business and business to consumer
applications on networked information systems dramatically magnifies the
consequence of damages resulting from even simple system faults and intrusions,
making the task of assuring confidentiality, availability and integrity of
information difficult. Although several piecemeal solutions address concerns
related to the security and fault tolerance of various components of such
networksed information systems, there is a growing need to leverage the
synergy between security and survivability to provide a higher level of
information assurance in the face of faults and attacks.
We seek papers that address theoretical, experimental, systems-related and
work in-progress in the area of Information Assurance at the network and
system
levels. We expect to have three sessions - the first related to survivability
and fault tolerance, the second related to security, and the third related to
the interactions between security and survivability. Papers in the form of

Research and development efforts in mobile and wireless telecommunication
systems and
networks enable the rapid growth of fixed and wireless broadband network
infrastructures.
Innovations in media processing, storage, retrieval and networking promise
to enable
anywhere and anytime multimedia solutions, across a wide spectrum of
commercial,
educational, entertainment and consumer domains.
Though there is not yet defined a real "killer application", the most
foreword looking ones are
touted to be multimedia based, optimised over the IP layer. Supporting
streaming multimedia
applications and services over next generation wireless and wireline
telecommunication
networks is challenging due to constraints such as high heterogeneity,
high-rate limited
bandwidth, randomly time-varying network interference, stringent quality of
service (QoS)
requirements, interoperability, etc.
The objective of this session is to present state-of-the-art research and
developing activities
contributing to all facets of multimedia streaming across next generation
all-IP networks. The

The IEEE LAN/MAN Workshop continues its tradition as a leading
forum for discussing the latest technical advances in
networking in the local and metropolitan areas. A focus area
for the upcoming workshop will be metro and access networks,
where optical and broadband wireless technologies are vying to
realize true broadband connectivity, promising abundant,
inexpensive, and readily available bandwidth. Yet the
