Do we not spend enough? Or do we spend too much? For that matter, do we spend too little on the police and the army, or too much? And do we spend our security budgets on the right things? The economics of security is a rapidly growing field of research. More and more people are coming to realise that security failures are often due to perverse incentives rather than to the lack of suitable technical protection mechanisms. (Indeed, the former often explain the latter.) While much recent research has been on `cyberspace' security issues - from hacking through fraud to copyright policy - the field is expanding to throw light on `everyday' security issues at one end, and to provide new insights and new problems for theoretical computer scientists and `normal' economists at the other. In the commercial world, as in the world of diplomacy, there can be complex linkages between security arguments and economic ends. Meanwhile, wireless LAN (WLAN) technology is becoming increasingly popular for providing IP connectivity in corporate, campus, and other hotspot environments and is seen by some as a potential platform for 4G wireless. WLAN technology is relatively cheap and quick to deploy, and provides high data rates. On the other hand, 3G technology can provide wide-area coverage. Do WLANs and 3G networks have to compete, or can they be complementary? The complementary characteristics of 3G networks and WLANs has raised much interest in the integration of 3G and WLAN. This topic has attracted much attention in the industry as well as in academia. The integration between 3G wireless and WLAN is highly significant to make wireless multimedia and other high data rate services a reality to a large population. This special issue of IEEE Communications Magazine seeks to provide an opportunity to publish a series of state-of-the-art papers in the area of 3G and WLAN integration. Whereas the main thrust of IPv6 is the greatly increased addressing space, which is expected to provide ample address space for the foreseeable future, IPv6 also introduces several other features like integrated security (IPsec), integrated multicasting, improved mobility support (Mobile IPv6), QoS support with the provisioning of flow labels and autoconfiguration. Router products supporting dual stack operation with IPv4 and IPv6 have entered the market during the last two years. Nevertheless the adoption of IPv6 is progressing rather slowly. This is mainly due to the fact that the introduction of a new network layer is a difficult and expensive step for network operators and ISPs and a strong demand for IPv6 from the user perspective is still lacking. However, the shortage of addresses particularly in Asia and Europe and the trend to mobile and ubiqitous networking makes the introduction of IPv6 an urgent issue. Scope of Expected Contributions We invite contributions covering all aspects of next generation, IPv6-based networks, including, but not limited to routing and address space management, security and privacy aspects, multicasting and multimedia distribution networks, mobile network architecture, impact on other protocol layers and services, as well as performance aspects in IPv6. In addition we invite contributions on IPv4 to IPv6 transition and introduction strategies, large scale IPv6 trial experiences and commercial service introduction, user requirements, as well as ubiquitous networking applications and IPv6 management and operations support. There's a sense that something might be needed, but little agreement on why and who will pay. At times the very notion of QoS has seemed to be a pointless waste of time, almost a solution waiting for a problem. This workshop is an opportunity for researchers and practitioners to discuss the history of IP QoS research and development, review what could have been done better (or totally differently), and challenge the industry to think out of the box going forward. Papers are invited that provide well-argued opinion, speculation, or contrary positions. For example: - IP QoS schemes never quite seem complete. Is this just a great research game for academics? - Where's the money? How do we make IP QoS pay when typical Internet applications don't care, and the user's don't know any better? - Will online, multi-player games be the market segment that justifies end-user/access ISP investment in IP QoS tools and solutions? - Isn't more bandwidth the answer? Of particular interest are papers that critique the evolution of IP QoS solutions to date and/or explain what sort of applications and user mindset will need to emerge before IP QoS solutions become cost-effective for ISPs to deploy. A workshop report will be published in a special edition of SIGCOMM Computer Communication Review. Presented papers will be archived in workshop proceedings, and also placed in the ACM Digital Library.
