The transport sector places considerable importance on safety and security,
as they are essential to guaranteeing every individual's freedom of
movement without apprehension or fear. Unfortunately, a significant number
of individuals worldwide succumb to fatalities resulting from traffic
accidents. The transportation safety is impacted for example, by vehicle
malfunctions, inadequate road information, or a lack of security
infrastructure. Furthermore, transport systems are progressively
encountering adverse impacts from acts of terrorism, bad weather, and
natural disasters. In light of these concerns, various transportation
companies, vehicle manufacturers, government entities, and international
organizations have initiated multiple initiatives aimed at enhancing
transportation safety through the development of apps, regulations,
services, and technology. In addition, and as per the United Nations (UN)
2030 agenda, there is a need to improve the transport system to ensure the
provision of safe, affordable, accessible, and sustainable transport
systems, as well as to enhance road safety. This includes measures to
prevent accidents, reduce crime, and enhance the overall safety of transit
environments. These efforts are crucial for creating a safe, sustainable
and reliable transportation system that people can trust and depend on.
Sponsored by the IEEE Public Safety Technology Initiative, this special
issue aims to assist research communities in defining and shaping the
architecture, technologies, and services for enhancing public safety in
transportation systems (land transportation, water transportation, air
transportation). We invite original contributions not published or
currently under consideration by any other journals or conferences. The
topics of interest include but are not limited to:
* Vehicle-To-Everything (V2X) Networking for Public Safety Applications.
* Intelligent Transportation Systems and Public Safety.
* Safety and Security in Autonomous Vehicles.
* Deep Learning, Machine Learning Approaches for Vulnerable Road Users’

SCOPE AND OVERVIEW
IEEE WoWMoM 2026 is soliciting original and previously unpublished papers
addressing research challenges and advances in the areas of wireless,
mobile, and multimedia networking as well as ubiquitous and pervasive
systems and applications. Wireless networking technologies are continuously
evolving and have become a critical part of modern life, be it for
communication services, media distribution, or sensing and actuation
services within the Internet of Things (IoT). Appropriate resource
management, application design, and architectural networking paradigms are
necessary to provide users with high quality experience in multimedia
communication and services. Edge computing, machine learning and artificial
intelligence (AI) techniques are becoming essential tools to cope with the
increasing diversity of connected devices and the plethora of new
data-intensive and latency-sensitive applications. At the same time, the
interoperability among IoT environments (including wearable computing and

PAPER SUBMISSION AND PUBLICATION
Authors are invited to submit papers describing original, previously
unpublished work not currently under review by another conference,
workshop, or journal.
DOUBLE BLIND REVIEW PROCESS
WoWMoM 2026 will adopt a double-blind review process.
Authors must make a good-faith effort to anonymize their submissions.
Specifically, the authors should not identify themselves in any content
within the paper either directly or indirectly (e.g., through references).
Where relevant, authors must refer to their previous work in the third
person write as if it was written by a third party. However, authors should
ensure that any anonymization of their work is not destructive. For
instance, omission of references to papers just because they are the
authors' previous work should be avoided, as this could prevent reviewers
from finding that related paper for the purpose of the review. Submissions
violating anonymization rules will not be considered for review.
Although submission is double-blind, non-anonymous preprints (on arXiv or
other preprint servers) will not lead to the rejection of your paper.
Reviewers will be instructed not to actively look for such preprints before
completing a first read of your paper, but encountering them will not
constitute a conflict of interest.
Only PDF files will be accepted for the review process, and all submissions
must be made electronically through EDAS. The EADS Link for submission will
be activated on July 30th 2025.
Authors can submit regular or work-in-progress papers (appropriate category
to be selected upon submission).
REGULAR PAPERS
Regular papers submissions may be up to 10 pages in length (including
figures and references), formatted in two-column IEEE conference style with
font size 10 points or greater. See IEEE Manuscript Templates for
Conference Proceedings.
WORK IN PROGRESS PAPERS
WIP (Work-in-progress) papers provide a peer-reviewed forum for
late-breaking or preliminary research results, giving an opportunity for
researchers and practitioners to present and demonstrate their recent
research and obtain feedback from their peers in a poster session.
Work-in-progress papers submissions may be up to 4 pages in length
(including figures and references) and must have the prefix "WIP:" in the
paper's title.
IMPORTANT DATES:
Papers due: December 5, 2025
Acceptance notification: February 19, 2026
Camera-ready version due: April 18, 2026
ACCEPTED PAPERS
An author of an accepted paper is required to register for the conference
at the full (member or non-member) rate. The paper must be presented by an
author of that paper at the conference. Exceptions can be granted if
compelling reasons are sent to the TPC Co-Chairs with a written request
indicating an adequate substitute presenter before the conference. Accepted
papers (both regular and WIP) will be included in the proceedings of IEEE
WoWMoM 2026 which will be published through the IEEE Xplore digital library.
All conference proceedings must meet IEEE's quality standards, and IEEE
reserves the right not to publish any proceedings that do not meet these
standards. Furthermore, IEEE reserves the right to remove papers from IEEE
Xplore that are not presented at the conference, for unjustified reasons.
BEST PAPER AWARD
All accepted regular papers will be considered for the Best Paper Award. A
committee will select three best paper candidates based on the reviews
received and also the quality of presentation. The winner will be announced
during the conference. For any additional information, please contact the
PC Co-chairs.

Technically co-sponsored by IEEE & IEEE Communications Society (ComSoc)
Recently, the Industry 4.0 revolution claims the need for a paradigm shift
consisting of a massive adoption of Information and Communication
Technologies by all factory departments (from business to production
lines), to transform production and product delivery processes radically.
I4.0 fosters a deep change in the rigid organization model of the factory.
The multiple implications of the “connected factory" concept will lead the
production environments to unexpected developments, impacting both OT and
IT layers. Connected and interacting objects will populate the factories of
the future.
In the prospected landscape, a progressive and decisive integration of the
IT and OT layers is expected to occur, which practitioners are used to
refer to as IT/OT convergence, stressing the shortening of the gap (both
physical and conceptual) between the manufacturing processes running at the
OT layer, and storage, networking, computing resources, and
business-oriented software suites populating the IT layer.
In this context, emergent paradigms, approaches, and technologies like
artificial intelligence (AI), privacy-enhancing technologies (PET),
cybersecurity, blockchain (BC), Cloud Continuum, Zero Defect Manufacturing
(ZDM), Zero Waste Manufacturing, Industrial Sustainability, IIoT Platforms,
Advanced Service Orchestration in industrial deployments, 5G/6G
communication, Digital Twins (DT), and metaverse are key enablers shaping
the development of an IT/OT convergent smart factory.
The focus of SITE is on the convergence of IT and OT layers within the
modern Industry 4/5.0 compliant factories, and the systems and technologies
that ease or enable this revolutionary integration.
Topics of interest include, but are not limited to, the following:
***********************************************************************
- Application of Industrial Cloud Continuum.
- IIoT Platforms and Service Orchestration.
- 5G/6G communication for industrial deployments.
- Computing continuum for smart cities services.
- Digital Twins for industrial process or product monitoring.
- Edge data center deployment in industrial environments.
- ML- and AI-based approaches cloud/edge-based smart
city applications.
- AI-driven models, architectures, and frameworks for edge computing.
- Reliable communication protocols in industrial production lines.
- Design and evaluation tools for scalability and efficient resource
allocation in Industry 4/5.0.
- ML-evaluation for automatic road anomaly detection and predictive
maintenance.
- Models and paradigms for the management of cloud/MEC services
within/between industrial data.
- Blockchain solutions for secure and reliable transactions between
counterparts in data sharing/trading.
- Security and privacy techniques for IT/OT convergence in smart factory
applications.
- Post-quantum security and privacy for Industrial applications.
- Zero Waste/Defect Manufacturing.
- IIoT for the sustainability of modern industrial production plants.
- Green Manufacturing in Industry 5.0 deployments.
- Unmanned Aerial Vehicle Networks in Industry 5.0 environments.
- Interoperability of Digital Twins in the manufacturing industrial process.
