This workshop is intended to bring together leading researchers from
both academia and industry to present both foundations and practical
methods and tools for modeling and optimisation of mobile and ad hoc
networks. The workshop will bring together researchers studying
optimisation issues of mobile networks from both the network
performance and the mobile networking perspectives:
* Mobile Network Optimisation: Applications and Algorithms
* Performance characterisation and optimisation of
mobile/wireless networks and systems
* Protocol design (MAC, Routing) for optimal mobile network
utilisation
* Tools for network optimisation
* Energy efficiency in mobile networks
* Security and co-operation models for mobile networks
* Pricing and incentives in mobile and ad hoc networks.
Papers to be presented at WiOpt'04 will be selected based on extended
abstracts of up to 8 pages, double-spaced, 12 point font size. The
submission should not exceed 3000 words including tables and figures,
each of which count as 250 words. Authors of accepted presentations
will have the opportunity to publish either the extended abstract or
the full paper in a proceedings volume. Full papers will further be
considered for publication in a special issue of the MONET journal.

ANWIRE Workshop on Adaptable service provison is the 3rd
workshop organised by ANWIRE. It aims at investigating new
developments in providing mobile communications users with services
adaptable to changes in their preference, their location, their
operating context, the network infrastructure and the terminal used ,
etc. The 1-day workshop will feature presentations of invited and
regular papers from manufacturers, academia, operators and services
providers. Authors are invited to submit extended abstracts of
technical papers on both theoretical and practical aspects of the
focus of the workshop. Tutorial proposals are also requested.

points and not exceed 5 pages. Only PDF and PostScript formats will be
accepted, and all submissions will be handled electronically.

Special Issue on Mobile Commerce
MOTIVATION AND SCOPE
With the emergence and wide spread adoption of wireless and mobile networks,
devices, and middleware, mobile commerce applications are beginning to
receive some interest in research and development community. According to
estimates by Gartner Group, in 2004, at least 40% of consumer-to-business
e-commerce will be initiated from smart phones. A study from the Wireless
Data and Computing Service, a division of Strategy Analytics, reports that
the worldwide mobile commerce market may rise to $200 Billion by 2004. The
report predicts that transactions via wireless devices will generate about
$14 Billion a year. In many European countries and Japan with significant
wireless penetration, the mobile commerce market is already taking off and
reaching billions of dollars a year.
It is to be noted that mobile commerce may require significantly different
approaches in design, development, and implementation of applications due
to the inherent characteristics of wireless networks and mobile devices.
Many interesting and important challenges include design of mobile
commerce applications, networking requirements and support, transactions
and security, database and software architectures, design and performance
evaluation of m-commerce systems. Mobile commerce will also significantly
benefit from research in mobile devices, mobile middleware, and wireless
network infrastructure. The special issue will bring together computing
and networking issues, architectures, solutions, and performance
evaluation for mobile commerce. The special issue will cover several
systems and computing issues in m-commerce including the followings:
. Design and development of wireless networks for m-commerce
. Design and development of m-commerce applications
. Interoperability, processing and storage requirements
. Computing and distributed architectures for m-commerce
. Integrated wireless access for m-commerce
. Location management support
. Multicast support for m-commerce
. Design of algorithms and systems
. User and location specific service discovery
. Devices, middleware, and operating systems support for mobile commerce
. Security and transactions in mobile commerce
. Scalable, reliable and fault-tolerant architectures
. Software and database support
. Performance evaluation of architectures, systems or networks for
m-commerce
Papers not dealing directly with m-commerce and systems will not be
considered for the special issue.

Authors must submit full papers not exceeding 25 double-spaced pages
including all figures and tables by December 15 to one of the guest
editors by e-mail as pdf or MSWord document. The submission must include
the names, complete mailing addresses, telephone and fax numbers, and the

Collaborative sharing and distribution of information and functionality
between participating appliances, heightens the utility of such new
technologies as the user works with applications, devices and environments
seamlessly. This workshop provides a forum for the exchange of findings into
seamlessly collaborating appliances, environments and devices. In addition,
it provides an opportunity for further exploration of selected topics and
for the presentation of the most recent research and development findings in
these rapidly changing fields.

Technical papers on such smart appliances and devices are solicited for oral
presentation at IWSAWC 2004. Papers reporting new developments in computing
with smart devices such as PDAs, wearable computers, and cellular phones,

IWSAWC invites the submission of both "long" technical papers and "short"
work-in-progress reports. Long papers must be no more than 6 two-column
pages long and must include an abstract of 100 - 150 words.
Short work-in-progress reports must be less than 3 two-column pages long.
Authors are invited to submit papers electronically through the conference Web
site at http://www.unl.im.dendai.ac.jp/IWSAWC/ after September 10, 2003.
PDF format is preferred but PostScript format is acceptable. Conference
proceedings will be published by IEEE Computer Society Press. We will also
solicit poster demonstrations in November.

Submitted manuscripts must have at least 11-point font size, and
should not exceed 20 double-spaced pages in length, including the
abstract, figures, and references. Authors should obtain company and
government clearances prior to submission of papers.
All papers will be reviewed by the program committee. They will be
judged with respect to their quality, originality, and relevance.
While all papers will be considered for full papers, a small number
of papers may be accepted as short papers. All accepted papers will be
published in the conference proceedings, conditional upon the author's
advance registration. Note that one full (non-student) registration
fee must be paid for each paper published in the proceedings.

The best papers of RTAS 2004 will be published in an upcoming
special issue of the Journal of Real-Time Systems.

As of 2004, RTAS will include a new track on quality of service
in open environments such as the Internet and mobile computing, to
augment its previous focus on QoS in embedded systems. As such, RTAS
strives to become the first IEEE symposium to consider the broad
spectrum of QoS issues spanning the range from closed embedded systems
to Internet applications and distributed and wireless computing. The
QoS in Open Systems track is intended to become a premiere publication
venue for the QoS community, as well as for researchers who address
QoS and performance management issues in contexts such as networking,
peer-to-peer, distributed systems, sensor networks, mobile and
ubiquitous computing, ad hoc wireless networks, and WWW applications,
among others.
Papers submitted to this track should address or extend the broad
spectrum of performance assurance problems, QoS constraints, and
quality metrics in open systems. Topics include but are not limited
to interoperability of open QoS-aware application components,
performance guarantees under uncertainty, combining/trading-off
quality with other dimensions such as dependability, mobility, and
security, QoS-aware communication, including Internet and Web-based
applications, QoS in wireless and mobile computing, ad hoc networks,
sensor networks, peer-to-peer computing, novel quality and peformance
metrics, user studies, and user-perceived QoS.
