Cutting-edge papers spanning both theory and experimentation are solicited in all areas of networking. A further tradition of IEEE LANMAN 2016 consists in identifying, every year, a central theme that is of current interest in our field. This year, the symposium’s central theme is Adaptive, Agile and Fluid networking, a broad topic encompassing autonomic and reconfigurable networking, network function virtualization and software defined networking. This theme reflects recent disruptive innovations in data center networks, enterprise networks, and edge cloud networks. Internet-of-Things is another aspect of the theme to identify new technologies and architectures to support various requirements from different industry sectors, such as smart cities combined with data analytics. The intimate single-track session format of the symposium encourages stimulating exchanges between researchers. The symposium is expected to be a forum for discussion of new and interdisciplinary ideas on architectures, algorithms, service models, pricing, and performance. Speculative and potentially transformative ideas are particularly encouraged, as are studies reporting measurements from real-life networks and test-beds. In the past, however, the service to be supported by the network has been considered as something fairly static and simple: unicasting, broadcasting, perhaps geocasting. The state of the art in services, however, moves toward dynamically creating services as necessary, on-demand (consider Network Function Virtualization as an example). For such dynamically, on-the-fly created services, support in fixed networks by dynamically creating infrastructures has received some attention in the recent past. The idea of executing such dynamically configured, dynamically distributed services on a wireless, mobile infrastructure has, however, not been considered in the literature so far. The challenges here are hard: can we reconfigure a wireless network to support a given service layout, e.g., by on-the-fly creation of distributed antenna arrays to span large distances? Can we assign roles of multiple services to different nodes, taking both service and application needs explicitly into account? We welcome submission on the joint creating and management of both the infrastructure and the service, not necessarily limited to wireless or mobile ad hoc networks. Standardization is mostly complete with voluntary roll-out starting in Japan. Current generation is based mostly on broadcasting of beacons. As we go along, this first generation of vehicular networking technologies will face challenges in addressing the needs of connected vehicles and new applications that would go beyond the present day systems. One such area is automated vehicles where the communication needs will be twofold: One for cooperatively perceiving the environment, and the other for collectively deciding on maneuvers. Such connected autonomous vehicles would not only require reliable group communications, but also would rely on group intelligence where they may need to coordinate their actions (as a vehicular cloud) based on some predefined rules. Another emerging area is the view of cars as sensor platforms that monitor the external environment (traffic, pollution, etc) as well as the internal CAN bus and cabin activities. In this view the cars become part of an IOV (Internet of Vehicles) and provide useful information not only to other cars, but also to stakeholders in the Internet (e.g., automakers, insurance companies, communications services providers, content providers, etc). In this view, one can exploit the information capture, processing and communication resources not only of running cars, but also of parked cars in the context of smart cities (e.g., using vehicles as data capture, storage and delivery instruments). The information collected will be voluminous (big data) and will offer important insight, through machine learning, on vehicular grid and smart city operations. This expanded view will open up new opportunities as well as new challenges in managing the highly amorphous vehicular network structure and blending the “Internet of Vehicles” into the “Vehicles of the Internet” by making vehicular resources an integral part of the existing infrastructure. In other words, the Vehicular cloud becomes an entity of its own right and cooperates with edge clouds and Internet clouds. These devices typically operate using energy harvested from their environment e.g., RF, solar, vibration, etc. When energy is intermittently available, IPDs can perform computation, use peripheral devices (e.g., sensors), and communicate (e.g., via backscatter). In the foreseeable future, it is expected that such a trend will continue with an unprecedented increasing rate. For instance, with the recent deployment of the fourth-generation (4G) cellular network, mobile data traffic rate over cellular networks had exceeded 2 Exabytes per month world-wide by the end of 2014. Recent studies also suggest that the mobile traffic rate could be increased 10-fold by 2019. Besides the ever-increasing mobile applications over cellular networks, many other wireless applications are emerging, including smart grid, vehicular ad hoc network (VANET), cyber-physical system (CPS), and more generally, Internet of Things (IoT). Clearly, to accommodate the fast growing demands, future wireless networks must be scalable. For the aforementioned existing and emerging wireless applications, it has been well-known that they have diverse quality-of-service (QoS) requirements: from low data rate IoT monitoring applications to high data rate content streaming applications, from delay sensitive real-time monitoring in smart grid and safety control in vehicular CPS to delay-tolerant IoT applications. Therefore, it has been very challenging to design and develop practical wireless networks and systems to facilitate different application demands efficiently. To address these challenges, researchers and developers in both academia and industry have put significant efforts to design various wireless networks. For example, in the past few years, the architecture of the fifth-generation (5G) cellular network has attracted significant attention, several future Internet architectures (FIAs) have also been proposed and investigated, and various architectures have been developed for smart grid, VANET, IoT, etc. Naturally, it becomes very important to investigate two issues: first, how we can flexibly deploy or configure a specific type of wireless network, and secondly, if we have multiple co-existing wireless networks, how we can enable the interoperation among them. In the literature, the importance of scalability, flexibility, and interoperability has been recognized and there are some existing studies already. However, despite the importance of these efforts, there are still many challenging issues to be addressed. For example, how to effectively accommodate more than 1 trillion networked devices world-wide in the next 10 years? How to efficiently provision services in future wireless networks such that a given system can be flexibly programmed to optimize the performance of certain applications? How to facilitate the interoperation of heterogeneous wireless networks and systems? To understand and solve these key issues, we organize this special issue in IEEE Wireless Communications Magazine focusing on the scalability, flexibility, and interoperability in the design of architecture for future wireless networks. They are novel mobile unmanned systems currently investigated in various mission-oriented civilian applications. Recent popular applications employing MAVs are 3D-mapping, search and rescue, surveillance, farmland and construction monitoring, delivery of light-weight objects and products (e.g., Amazon's announced drone delivery system), or video taking during sports events. Such drones are autonomous systems with a good awareness of their environment, provided by rich on board sensors, such as gyroscopes, accelerometers, lasers, GPS units and cameras, and embedded image processing. Nevertheless, all useful applications require a reliable communication link, or even rely on fleets of MAVs. DroNet welcomes contributions dealing with communication aspects of micro aerial vehicles, theoretical studies, algorithm and protocol design for flexible aerial networks, as well as mission-oriented contributions dealing with requirements, constraints, safety issues, and regulation. We are particularly looking for papers reporting on system aspects and experimental results, summaries of challenges or advancements, measurements, or innovative applications. The program seeks original work of potentially interdisciplinary teams to present robotic work or applications focusing on the communication challenges or requirements to the audience. To make a city smart, a strong communication infrastructure is required for connecting smart objects, people, and sensors together. Smart city communication involves multiple aggregation and access networks that can be either public or private. The rapid progress in smart cities research is posing enormous challenges in terms of significance, scope, and problem domain. Smart cities rely on wireless and mobile technologies for providing services such as healthcare assistance, security and safety, real-time traffic monitoring, and managing the environment, to name a few. Such applications have been a main driving force in development of smart cities. These mobile and wireless technologies enable several new services that result into better decision making and actions made by enterprises and governments.! Without the appropriate communication networks, it is really difficult for a city to facilitate its citizens in sustainable, efficient, and safer manner/environment. Considering the significance of mobile and wireless technologies for realizing the vision of smart cities, there is a need for conducting research to further investigate the standardization efforts and explore different issues/challenges in the wireless technologies, mobile computing and smart environments. This FT focuses on the crossroads between scientists, industry practitioners, and researchers from different domains in the wireless technologies, mobile computing and smart environments. We envision to provide a platform for researchers to further explore the domain and explore the challenges. In this FT, we invite researchers from academia, industry, and government to discuss challenging ideas, novel research contributions, demonstration results, and standardization efforts on enabling mobile and wireless technologies for smart cities. FOCUS FOR THE FT In this FT we would like to try to answer some (or all) of the following questions: How mobile and wireless technologies can improve the performance and services provided by smart cities? From the perspective of power sector, V2G networks necessitate a careful management of the energy flow for charging/discharging a tremendous number of EVs, with the objectives of guaranteeing grid stability, improving energy utilization, and reaping potential arbitrage value. Meanwhile, as indispensable bridges for managing the EVs connected to the power grid and the associated energy flows in V2G networks, designs of efficient communication networks for facilitating V2G/V2V communications are indispensable. Such designs not only cover a wide range of important directions such as network infrastructures, cross layer communication protocols, signaling systems, QoS, and resource ! managements, but also need the integration of the emerging ICT technologies such as M2M (or D2D) communications, IoT networks, software defined networks. Nurturing the development of smart service systems seeks for inter- and trans-disciplinary crosscutting research threads from system and operational engineering, computer science and information systems, social and behavioral science, computational modeling and industrial engineering etc. The goal of this workshop is to bring together practitioners and researchers from both academia and industry in order to have a forum for discussion and technical presentations on the fundamental knowledge and principles of smart service systems that enable the value co-creation in sensing, actuating, data analytics, learning, cognition, and control of human centric cyber-physical-social systems. Topics of interest include, but are not limited to: • Innovative tools, methodologies and solutions for smart service systems; example includes personalized healthcare, smart energy, smart cities, smart manufacturing, intelligent transportation, education, precision medicine and agriculture, national security etc. • Information extraction and interpretation from sensors, actuators, smart phones, smart watch, and human • Context and situational-awareness of smart service systems • Design of people-centric services and technologies for providing better services such as food, transportation and places to live • Novel architectures and interoperable solutions for internet of things • Models and methodologies for designing systems of systems • Big data analytics approaches for providing better customer services, and innovating new types of sustainable services • Modeling, analysis, co-production, and co-evolution of human activity, behavior and interaction for the effective adaptation and percolation of longitudinal smart service systems • Role of machine learning, artificial intelligence, robotics, pervasive computing, control theory, information and communications technologies • Design and developments of intelligent systems, intelligent enterprises and cyber-physical-social-systems • Design of inter-dependent complex global systems such as healthcare, smart gird, computer networks, logistics and supply-chains, financial markets etc. • Smart infrastructure and testbed to support the integration of autonomous systems and innovative applications Authors of selected papers will be invited to submit to a Special Issue of INFORMS Service Science Journal (http://pubsonline.informs.org/journal/serv ). Submission instructions Authors are invited to submit regular (full) papers for presentation at the workshop, describing original, previously unpublished work, which is not currently under review by another workshop, conference, or journal. Regular papers should present novel perspectives within the general scope of the workshop. Papers may be no more than 6 pages in length. Papers in excess of page limits shall not be considered for review or publication. All papers must be typeset in double-column IEEE format using 10pt fonts on US letter paper, with all fonts embedded. The IEEE LaTeX and Microsoft Word templates, as well as related information, can be found at IEEE conference template website. Submissions must be made via EasyChair. Each accepted paper will require a full SMARTCOM registration (no registration is available for workshops only). These disasters are so sudden in nature, so causing loss of human lives and interruption of essential public services (such as health care, electricity, water, transportation and communication). Disaster management aims to reduce or avoid potential losses from hazards, ensure prompt and appropriate assistance to victims and achieve a rapid and effective recovery. In recent years, new computing/communication technologies have emerged to improve the efficiency of disaster management; for example, crowdsourcing has been applied in the Nepal earthquake to collect the latest information from earthquake-affected areas and create a dynamic map that shows the locations in which aid and relief are needed. Although some preliminary attempts have been made to apply emerging technologies for disaster management, there are many open challenges that need to be addressed to fully exploit the potentials of these promising technologies. Various technologies must be considered in the entire disaster management process and its many phases, including prevention, preparedness, relief and recovery. Although disasters cannot often be prevented, new technologies must be explored to predict and prepare through robust and resilient infrastructures. After a disaster occurs, advanced technologies are needed to assist in searching and rescuing victims. Since power and communication are usually interrupted, it is important to quickly recover communication using energy-efficient technologies, so that processing of information can take place; furthermore, good planning and scheduling can also help to quickly recover from a disaster. This special issue focuses on covering the most recent research results that apply emerging technologies and address challenges related to disaster management.
