The focus of the IEEE DCOSS conference is on distributed computing issues in large scale networked sensor systems (including algorithms and applications, system design techniques and tools, and in-network signal and information processing). The conference normally features three tracks on Algorithms, Systems, and Signal Processing. In addition, a new “Track of the Year” is introduced; this track focuses on emerging topics in sensing. It welcomes original, high-quality works on different perspectives, including performance analysis and simulation, algorithms and protocol design, optimization theory and application, information theoretic analysis including capacity scaling, for all forms of wireless networks: cellular, metropolitan, ad hoc, delay-tolerant, mesh, sensor networks as well as any combination of these. Building on the great success of the first edition of the IEEE Workshop on Telecommunications Standards: "From Research to Standards" (which won the Best IEEE ComSoc Workshop Award at IEEE ICC 2012), we are happy to announce the organization of its second edition in Budapest, Hungary, collocated with IEEE ICC 2013 (June 9 - 13, 2013). The goal of this Workshop is to bridge the gap between researchers, scientists, and standards experts in both academia and industry and to promote standardization as an important vehicle for information sharing and cooperation between academia and industry. Under this prism, reliable, secure, and privacy preserving communications combined with constant and universal network availability, are vital elements for the adoption of any application that utilize wireless technologies. This becomes even more apparent when considering the tight coupling of these wireless network domains to the Internet. Every day new security challenges come to the surface due to the open nature of the wireless medium, the dynamic network topology, the resource constraints of the mobile devices and, in some cases, the lack of a pre-deployed infrastructure. Moreover, theoretical advances on wireless network communications, such as cooperative relay networks, network coding, constructive use of interference, and interference alignment, promise to have significant impact on practical wireless networks in the following years. To better understand the nature of these advances, it is important to evaluate these ideas in real-world environments via empirical measurement. While analytical and simulation-based approaches are useful, they are often limited by the simplistic modeling of the wireless protocols and the varying and error-prone wireless channel. As a response to these limitations, the need for experimental wireless network measurements has gained wide recognition in the networking research community. WiNMee 2013 is the ninth edition in the International Workshop on Wireless Network Measurements series that began in 2005, and is intended to bring together researchers in the field of experimental wireless networking and serve as a forum for discussing advances and challenges in experimental wireless network measurements. All submissions should be written in English with a maximum paper length of six printed pages (IEEE Transactions style double-column format, 10pt font size) including figures. We want to bring this new dimension to MobiSys by inviting researchers to show off their creativity through the submission of videos of their research. The video should be presenting a working demo and be no longer than 5 minutes. Selected videos will be invited for short presentations in the final technical program alongside paper presentations with one or two videos per session. The presenter of the video will have 5 minutes between two paper presentations to introduce the idea, play the video, and take a few questions at the end. The video should be illustrating technically sound innovative research on the design, implementation, usage, and evaluation of mobile computing and wireless systems, applications, and services. Videos will be selected according to two main criteria: content (Is the material relevant to the MobiSys community? Is the idea novel?) and presentation (Is the video well done? By 2020, several tens of billions of devices are predicted to be connected. It is envisioned that the physical things/devices will be outfitted with different kinds of sensors and actuators and connected to the Internet via heterogeneous access networks enabled by technologies such as embedded sensing and actuating, radio frequency identification (RFID), wireless sensor networks, real-time and semantic web services, etc. IoT is actually a network of networks with many unique characteristics. With the huge number of things/objects and sensors/actuators connected to the Internet, a massive and in some cases real-time data flow will be automatically produced by connected things and sensors. It is important to collect correct raw data in an efficient way; but more important is to analyze and mine the raw data to abstract more valuable information such as correlations among things and services to provide web of things or Internet of services. However many challenges and problems remain unsolved as of now or not fully addressed due to the unique features of IoT systems. First, IoT needs an appropriate architecture such as a service-oriented, a content-centric, or a thing-centric architecture. Second, it is truly challenging to design efficient protocols to cater for diverse IoT devices, sensors and services. The goal of this special issue of IEEE Sensors Journal is to feature latest advances and directions in IoT architecture, protocols and services for typical IoT use cases (such as smart grid, connected cars, smart cities, etc), their performance, impact, demands and implications on future Internet design. The emphasis of this special issue will be on the sensor aspects of IoT. Opportunistic networking opens up many possibilities but also poses countless new challenges. The workshop focuses on defining novel problems and developing novel techniques for data security and privacy issues in wireless and mobile networks. With the emergence of data-intensive wireless networks such as wireless sensor networks and data-centric mobile applications such as location-based services, the traditional boundaries between these three disciplines are blurring. A CR network aims to support highly reconfigurable devices that are capable of sensing the current environment, and adapting the transmission parameters to the specific scenarios, also based on the Quality of Service (QoS) requirements of the applications. The potential deployment of CR networks has been further augmented through various standardization activities supported by the IEEE (e.g. IEEE 802.22, IEEE 802.16h, IEEE 802.11y), and directives of spectrum regulatory agencies (e.g. the FCC in US). These efforts have opened portions of the spectrum for opportunistic spectrum access and laid down rules for sharing the spectrum, so that communication in novel and promising application domains, like smart-grid and Machine-to-Machine (M2M) domains, as well as communication in critical scenarios, like vehicular networks, public safety networks, emergency networks, are supported. However, to fully realize the potential of CR networks, there is a need to draw the attention of the research community for developing advanced, context-based and innovative methodologies, techniques and algorithms possibly inspired by multi-disciplinary research fields. The objective of this workshop is to bring together practitioners and researchers from both academia and industry in order to have a forum for discussion and technical presentations on the recent advances in both the methodological and algorithmic aspects and the novel applications of cognitive radio networking. According to the UN State of the World Population 2007 report, sometime in the middle of 2007, the number of people living in cities and towns has overtook the number of people living in the rural areas and this event was recorded in the history as the arrival of the "Urban Millennium" or the 'tipping point'. In regard to future trends, it is estimated 93% of urban growth will occur in developing nations, with 80% of urban growth occurring in Asia and Africa. Urged by these observations, city halls and political decision makers have become very alert, calling for urgent solutions to the growing problems. However, the recent advances in information and communication technologies may stimulate new solutions towards the urbanization problems. This is verified as a target research and innovation area in Horizon 2020 of European Union Policy under the challenge 'Secure Clean and Efficient Energy' with the main goal of jointly Smart Sustainable Cities. The aim is to integrate and validate ICT technologies and services in neighbourhoods to make progress towards intelligent cities by exploiting ubiquitous technologies. In addition to technical developments, attention is given to innovative service business models which include security, safety and privacy issues. Our need to improve our understanding of cities, however, is pressed not only by the social relevance of urban environments, but also by the availability of new strategies for city-scale interventions that are enabled by emerging technologies. Leveraging advances in data analysis, sensor technologies, and urban experiments, City Science will provide new insights into creating a data-driven approach to urban design and planning. To build the cities that the world needs, we need a scientific understanding of cities that considers our built environments and the people who inhabit them. The heterogeneity of network nodes, the unpredictable environmental influences, and the large size of the network further add to the difficulties. Software engineering (SE) support is therefore sought, not only to ease the development task but also to make it more reliable, dependable, and repeatable. SESENA13 aims to attract researchers belonging to both the SE and WSN communities, not only to exchange recent research results on the topic, but also to stimulate discussion about the core open problems and to define a shared research agenda. The workshop welcomes both research contributions and position statements. The former will foster in-depth technical discussions of novel results with an audience composed of both SE and WSN researchers. The latter will provide the opportunity for presenting open problems, provocative views, or previously unexplored ideas in an informal fashion. In fact, according to the store-carry-and-forward paradigm, user devices store messages and carry them around while they move in the network, exchanging them upon encounter with other nodes, and eventually delivering them to the ir destination or to interested users. This new communication paradigm enables legacy applications in challenged scenarios, as well as it paves the way to innovative solutions. While opportunistic networks initially received attention to support communication where an infrastructure is not available (for disaster recovery or in rural areas), nowadays a number of applications can be envisaged ranging from content sharing, through mobile social networking, to participatory and urban sensing. All these applications rely on data forwarding amongst devices. As a consequence, two aspects become relevant, that is, the need for mechanisms guaranteeing trusted and secure communications while preserving users' privacy (in the absence of infrastructure and sometimes even end-to-end connectivity), and incentive mechanisms able to boost the participation in the network. Opportunistic communication paradigm heavily benefits from the heterogeneous networking and communication infrastructure that currently exist, e.g., mobile networks, P2P networks, with the supporting technologies in data management and system interoperability. The SI aims at presenting state-of-the-art research and future trends in mobile and heterogeneous opportunistic networking and application paradigms, combining the mobile communication, mobility and resource management field, and scientifically presents the various concepts that contribute to enable high performance computing in these environments.
