To realize the vision of connected and autonomous driving, researchers and practitioners in the community have to address several challenges, such as communication systems, data analytics platforms, novel algorithms and applications, security, to name a few. Building on the success of the two workshops (MetroCAD 2018 and MetroCAD 2019), the Third IEEE International Conference on Connected and Autonomous Driving aims to bring together the researchers and practitioners on connected cars, autonomous driving, transportation systems and ride-sharing platforms to address core challenges with vehicle connectivity and autonomous driving. The conference will include invited speakers, panels, and presentations. The goal is to discuss and exchange ideas in this area and stimulate the collaboration between academia and industry partners. Meanwhile, Deep Reinforcement Learning (DRL) techniques have been seen as a promising approach for building such complex IoT systems and to innovate at a rapid pace. Over the last few years, DRL has achieved remarkable success in different areas including games, robotics, Natural Language Processing (NLP), healthcare, etc. Researchers in IoT areas also began to recognize the power and importance of DRL and have been exploring different DRL techniques to solve problems specific to the emerging IoT systems. Researchers have explored the inherent power of fusion between DRL technologies and IoT systems in both industrial and academic field. IoT platforms allow a network of devices to communicate, gather data and process information collaboratively in the service of individuals or processes. Technologies can help farmers to practice a more sustainable agriculture, minimizing risks of losing the harvest by providing the resources (water irrigation and fertilizer) needed to secure yield and at the adequate periods. In addition, prediction of grain yield via RSD has additional applications. Remote Sensing Data may help to yield forecasts before harvest and therefore to predict farmers income. Furthermore, the use of software programs is indispensable for the interpretation of the data derived from the Remote Sensing Technologies and then to make decisions of applications in crop fields. IoT Cloud integration can enable ubiquitous cyber-physical services and powerful processing of IoT data beyond the capability of individual things. This has been recently extended from the core of the network to the edge of the network (i.e., Fog Computing) to address better mobility support, locationawareness and low latency. Therefore, IoT applications will be further distributed throughout the network, including routers and dedicated computing nodes. With this new trend in sight, developing applications using cloud and fog computing resources introduces many challenges with respect to programing, networking, and service abstraction and distribution. In particular, in large-scale IoT applications with massive number of services, the way to model, develop and distributed services at device-, fog-, and cloud-levels is a top priority design challenge in this area. This workshop aims to bring together experts from academia and industry that are working in distributed computing aspects of fog platforms, including middleware-related design concerns. The goal is to present and explore novel approaches and recent results of the research community and the industry bodies, and debate on and discuss priorities and challenges in the research agenda. Mobile and social sensing is becoming a paradigm for collecting observations of the physical phenomena, either directly from human observers, or by means of crowd-sourcing the data measurement tasks using sensors in the smart phones or various other wearables (e.g., Google Glass, Apple Watch, and Fitbit devices). It thus involves massive amount of sensory data collection and/or dissemination where humans can act as sensor carriers (e.g., carrying GPS sensors that share location data), sensor operators (e.g., taking pictures and videos with smart phones), or as sensors themselves (e.g., sharing their observations on social media). This emerging field faces new challenges in data collection, dissemination, fusion, and mining; cognitive modeling; computational social and behavior science; information and coding theory; information processing and knowledge discovery; data dissemination and forwarding, reliability, privacy, and security; and cyber-physical-systems with human-in/on-the-loop. Diverse vulnerabilities and risks may significantly grow according to the new adaptations and the participation of stakeholders, generating a need to further research protection issues required to safeguard the operational processes and ensure a secure and resilient and dependable cohesion between IT and OT systems, including physical entities. For this reason, industries, governments and scientific communities are increasingly drawing a special attention to competitive advantages that Industry 4.0 can bring about business sustainability and economy of a country. Towards this goal, IEEE MASS 2019 solicits demonstrations presenting recent original results or ongoing research. Authors are invited to submit interesting results on all aspects of ad hoc and smart systems, including algorithms, protocols, applications, new research prototypes, testbeds, among others. Demonstrations allow a one-to-one interaction with attendees and authors, where the benefits of the proposed research can be practically highlighted, thereby enhancing its impact. CALL FOR POSTERS Posters presenting early work and preliminary results are solicited. Mobile and social sensing is becoming a paradigm for collecting observations of the physical phenomena, either directly from human observers, or by means of crowd-sourcing the data measurement tasks using sensors in the smart phones or various other wearables (e.g., Google Glass, Apple Watch, and Fitbit devices). Authors should submit a paper in English, carefully checked for correct grammar and spelling, addressing one or several of the conference areas or topics. Each paper should clearly indicate the nature of its technical/scientific contribution, and the problems, domains or environments to which it is applicable. Only original papers should be submitted. Authors are advised to follow ethical norms regarding plagiarism and self-plagiarism thoroughly before submitting and must make sure that their submissions do not substantially overlap work which has been published elsewhere or simultaneously submitted to a journal or another conference with proceedings. Papers that contain any form of plagiarism will be rejected without reviews. Authors can submit their work in the form of a Regular Paper, representing completed and validated research, or as a Position Paper, portraying a short report of work in progress or an arguable opinion about an issue discussing ideas, facts, situations, methods, procedures or results of scientific research focused on one of the conference topic areas. All papers must be submitted through the online submission platform. After the paper submission has been successfully completed, authors will receive an automatic confirmation e-mail. To succeed in this emerging era of technology, the Internet of Connected Vehicles (IoCV) has emerged as one of the potential applications of the Internet of Things (IoT). It refers to the dynamic mobile communication systems that communicate between vehicles and public networks to enhance the connectivity between cars via technology. By offering a wide variety of infotainment services, fleet operations, and in-vehicle applications, IoCV has gained the tremendous capacity to provide a safer and sustainable transportation system to the society. According to Gartner Inc., “the connected car is already a reality, and in-vehicle wireless connectivity is expanding rapidly”. As a result, the evolution of cars into the IoT will keep on accelerating the global market which is expected to grow by 270 percent by 2022. Further, the increasing deployment of sensors and ever-evolving cognitive technology open up new opportunities for IoCV. Due to these significant developments, connected vehicles are receiving widespread attention from the major automotive giants such as Tesla, BMW, Waymo (Google), Uber, Volvo, etc. Despite all the opportunities offered by the IoCV, their highly dynamic topology and the increasing number of vehicles pose challenges regarding delivering low-latency vehicle-to-everything (V2X) communications. The fifth generation (5G) wireless networks emerge as a critical provider to handle the stringent connectivity requirements of IoCV. Moreover, with the development of massive multiple-input- multiple-output (MIMO), non-orthogonal multiple access (NOMA), terahertz (THz) frequencies, millimetre-wave (mmWave), and heterogeneous networks (HetNets), 5G intends to guarantee new capabilities related to connectivity, data rates, transmission delay, throughput and moreover quality of experience (QoE). Thus, integrating 5G cellular systems into IoCV is a promising technology to achieve the goal! s mentioned above. However, as we are moving towards the 5G communication era, the data generated by connected vehicles is expected to grow exponentially; which in turn brings significant challenges to 5G. Therefore, to promote productivity, improve efficiency, and ensure the efficient handling of continuous growing data, it requires the support of high computing paradigm that can process the data with minimum delays. To accomplish these objectives, a programmable and scalable network paradigm is the need of the hour that can provide a variety of services to 5G-envisioned IoCV in diversified scenarios. In this direction, software-defined networking (SDN) and network function virtualization (NFV) have gained much attention from the research fraternity. They rely more on network programmability to realize efficient network services. However, this traditional device-to-device management paradigm falls short while dealing with 5G mobile networks as it is characterized by a humongous cycle of connected devices. To overcome these problems, intent-based networking (IBN) has evolved as one of the paradigm shifts which combines automation with intelligence. Typically, IBN is composed of four essential elements namely, translation and validation, automated implementation, awareness of network state, and assurance and dynamic optimization/remediation; which takes the networking strategy to a higher level. Due to these fundamental elements, IBN holds excellent potential for reliable network support with quick turnaround and scalable services. Additionally, it also facilitates simplified network operations with seamless integration of artificial intelligence and machine learning. This, in turn, provides more opportunities to build more robust and efficient network designs for 5G-envisioned IoCV. Thus, this special issue intends to offer an opportunity for researchers (both from industry and academia) to present the dedicated efforts on the key theories, innovative schemes, and significant applications for realizing QoS in 5G-envisioned IoCV communication. This special issue mainly focuses on collecting the original contributions related to IBN-IoCV amalgamation in 5G wireless networks, which aims to provide high-performance scalable computing to connected vehicles while advancing the V2X communication infrastructure. Smart Building links automation, sustainable development, information technology, security, industrial controllers and communications (among other systems) to achieve an optimal level of comfort and energy consumption. As for now, the research on this topic has a sufficient degree of advancement, however several issues still remain open. Indeed, this scenario is lacking people-centric applications, where the presence of intelligent tools can augment the capabilities of the objects in constructing a relationship with the users and exploit the user profile to construct personalized services; moreover, it is important to define methodologies and algorithms to analyze and exploit the context in which the user lives and works. Based on these considerations, the objective of this workshop is to highlight recent research, development, and evaluation of novel systems in Smart Building scenarios. One aspect is the connectivity that allows those vehicles to cooperate by exchanging relevant and timely information using various network technologies (ITS G5, Future 5G, Cellular Networks, etc.). Another important aspect is the specification and testing of the autonomous system itself, which includes the full functional stack from perception to control over localization and planning. Finally, the mobility modes and their respective environments, being it on land, water or in the air pose a number of specific research challenges by themselves. This track intends to present, discuss and challenge the latest research those and other related topics. Such networks may be characterized by intermittent connectivity, a heterogeneous mix of nodes, frequent nodal churn, and widely varying network conditions. The applications of challenged networks range from time-critical communications such as for disaster relief to delay-tolerant transmission in poorly connected regions or where censorship should be counteracted. However, challenged networking has also found many applications in everyday settings, for which they were not initially conceived, such as opportunistic networking supporting data-centric communications, traffic offloading from cellular networks, mobile cloud/edge computing, opportunistic and participatory sensing as well as challenged IoT. CHANTS builds on the success of the thirteen previous CHANTS workshops and WDTN 2005, and aims to stimulate research on the most novel topics of challenged networking research. This year’s edition encourages submission of theoretical and experimental work (including studies of real deployment), with a primary interest in new directions of challenged networking in concrete application scenarios and demonstrators in areas such as autonomous driving, underwater robots, emergency response operations, underground mining, interplanetary missions, polar research and unmanned aerial vehicles. The workshop seeks original work presented in the form of research papers describing new research approaches and results, as well as demo and poster submissions. Highly disruptive work-in-progress and position papers are also welcome, provided they focus on particularly innovative solutions or applications for challenged networks. All papers shall be forward-looking, describe their relationship to existing work, and shall argue their impact and implications for ongoing or future research.
