The goal is to provide Ph.D. students in the area of Network and Service management the opportunity to present their Ph.D. work to the wider NOMS audience. Authors who have completed or are expected to complete their thesis work in 2015 are eligible for the Dissertation Paper sessions. The NOMS 2016 Dissertation Paper Committee considers to hand out an award for the best work. The assessment criteria for the award include the relevance of the work for network and service management, the potential of the thesis results’ for future engineering practice, the novelty and contribution of the work, and the quality of publications and software produced as part of the thesis. *Submission Instructions * Eligible authors are invited to submit their work through the JEMS system at https://jems.sbc.org.br/home.cgi?c=2361. The paper must be an extended abstract of the thesis, and the text structure close to that of a regular paper. It must be written in English, with at most 5 pages (excluding references), and formatted according to the IEEE double column style. The URL to the thesis text, as well as the list of papers published in the course of the thesis work, must be included in the reference section. Only PDF submissions will be accepted. The authors of the thesis paper will be the (ex-)student and his/her supervisor(s), thus, defining at most 3 authors. The dissertation chairs may request evidence of the defense or formal submission of the thesis. Authors of accepted submissions are invited to present their paper in the Dissertation Paper sessions of NOMS 2016. The rise of mobile traffic analytics is fostered by an unprecedented availability of data, collected by mobile operators through probes deployed at the access and core networks, or gathered by dedicated research initiatives via monitoring apps running on users’ smartphones. Both approaches can harvest information about large populations, from hundreds to millions individuals, over long time periods, from weeks to years. The richness of mobile traffic datasets is paramount to research in a wide range of disciplines, including, e.g., sociology, transportations, statistical physics, epidemiology, and – of course – networking. However, several technical challenges need to be tackled to release the full potential of such data sources, including the assessment of statistical robustness of inferred knowledge, the overcoming of scalability issues, and the consideration for data access limitations imposed by privacy regulations that tend to reduce data usability. The aim of this Special Issue is to gather contributions presenting state-of-the-art research dealing with all facets of mobile traffic analytics. We expect submissions to present quantitative evaluations carried out on substantial real-world datasets of mobile traffic. Here, we intend the term "traffic" in its wider acceptation. We thus invite works on data collected via, e.g., Call Detail Records (CDR), access (RNC) and core (MSC, GGSN/PGW) network probes, or smartphone monitoring apps; data can be limited to mobility patterns, it can concern traditional user-to-user mobile services (i.e., calling and texting), it can focus on the mobile data traffic demand (at any granularity, from throughput volumes to the precise services and protocols employed), or it can contain any combination of such information types. We especially encourage the submission of interdisciplinary research works at the interface between networking and disciplines such as those mentioned above. Special attention will be deserved to findings and results that have practical applications in terms of technological innovation, sustainable development, data and network management, and mobile services. However, vehicles are normally constrained by resources, including computation, storage, and radio spectrum bandwidth. Many emerging applications demand complex computation and large storage, including in-vehicle multimedia entertainment, vehicular social networking, etc. It becomes increasingly difficult for an individual vehicle to efficiently support these applications. A very promising solution is to share the computation and storage resources among all vehicles or physically nearby vehicles. As such, a new paradigm has emerged called “Vehicular Clouds” and consist of a group of vehicles whose corporate computing, sensing, communication and physical resources can be coordinated and dynamically allocated to authorized users. The aim of this Special Issue is to publish papers studying this emerging paradigm of cloud-based vehicular networks. Contributed submissions to this Special Issue may present novel ideas, models, methodologies, system design and architecture, experiments and benchmarks for performance evaluation pertaining to vehicular cloud networks. Currently, operators are striving to reduce the investment and maintenance costs for cellular systems. In this context, caching has been proposed as a technique that has the potential to reduce backhaul network traffic and improve content latency for the wireless user. Especially in 5G, caching is poised as one of the most promising new technologies. The "Content Caching and Delivery in Wireless Networks (CCDWN) 2015" workshop (http://conferences2.sigcomm.org/co-next/2015/#!/ccdwn) focuses on techniques that aim to achieve efficient content delivery to the end user in order to meet the stringent quality requirements of 5G wireless. The idea is to bring together experts in the field and discuss ways in which content caching, sharing and prefetching can play a leading role in future wireless networks. Indicative research topics of high interest include but are not limited to: * Scaling laws for the capacity of wireless networks equipped with caches * Caching architectures and cache replacement policies for wireless networks * Optimal content / cache placement: polynomial-time approximation algorithms, minimum latency problem, minimum network traffic problem (both static & dynamic variations) * Joint replication and delivery techniques: replacement policies, dynamic routing policies * Proactive caching: recommendation models, prefetching, scheduling * Estimation of content popularity: machine learning approaches, dynamic content popularity models, measurement-based popularity estimation, prediction of future popularity and popularity trends * Exploitation of the time aspect: caching viral files, user mobility, non-stationary models * Interface of caching techniques with communications techniques, including scheduling, routing, multicasting, femto caching, and MIMO communications * Network coding techniques: coded caching, distributed storage * Network economic aspects of caching: where to cache? Storage vs BW tradeoff, incentives, game theoretic models * Practical aspects of content caching and delivery in wireless networks including control information overhead minimization, efficient protocols, standardization, and issues such as tunneling and encrypted content * Lessons learnt: what known techniques from Content Delivery Networks teach us * Energy saving through caching * Caching for Information Centric Networks This workshop aims to bring together people from different communities, including networking, communications, computer science, operation research, and machine learning, to shed light on the latest developments in the field. Visionary scenarios foresee unmanned vehicles to be organized in networked teams and even swarms. This vision can be applied to a wide range of applications, e.g., autonomous driving including platooning and traffic control, exploration for search-and-rescue missions, and factory automation. The communication subsystem needs to provide highly reliable and delay-tolerant control links as well as data links. Unmanned vehicles also offer the capability to form ad-hoc wireless networks, for example to facilitate temporary hot spots and compensate network outages in case! of public events and emergencies. The navigation sub-system musts provide relative positioning information with sub-meter accuracy and very low latency (~1 ms). The steering and control unit needs to be tightly coupled with the communications and navigation subsystem to ensure proper decisions even with imperfect local information. The focus of the workshop will be solely on projects and research aiming at civilian applications. The primary role of ICT in enabling this vision is to keep the decision makers, the stake holders and the citizen constantly updated with fresh information collected around the city. To accomplish this task, next generation cities, will be populated with billions of heterogeneous devices ranging from tiny communicating objects (e.g., actuators, sensors, tags) able to interact with the surrounding environment and remote systems, to high-end nodes (e.g., data centers, workstations) capable of complex operations and to process a huge amount of information. In this futuristic scenario a very special role is played by citizens with their smartphones, tablets and portable devices. They are constantly connected with whatever surroundings them and they are formidable information consumers. Their role however does not end here. Smartphones, in fact, are very powerful devices with constantly increasing processing, communication and sensing capabilities and very recently, a large plethora of proposals have emerged to leverage those capabilities to contribute to the information production process. For instance, citizens roaming around the city may be considered as mobile probes which, by making uses of cyber and physical data accessible by smartphones, can analyze the situation and produce reports to the community. Furthermore smarthphones can actively contributing in creating the communication infrastructure by forwarding data coming from surrounding devices. All in all, cities are going to became a new complex ecosystem which has the potentiality to offer many amazing feature and support innovative application. Unfortunately, fully exploiting, managing and accessing that ecosystem are still far to be fully viable and their fulfillment surely poses a formidable challenge. This Special Issue aims to solicit contributions on novel algorithms, methodological studies and experimentations on how to address the formerly highlighted issues. Specifically on how devise a city-wide networking infrastructure capable to efficiently guarantee communication in the new envisaged ecosystem, to manage the complexity of heterogeneous devices and access technologies, and to guarantee robust, ubiquitous, and secure connectivity over the urban environments. At the same time, beside studying the issues of the city-wide infrastructure deployment, the workshop aims to investigate the potential provided by the end-users devices (e.g. smartphones, tablets) when augmented in order to turn them into active components of the smart-city ecosystem, instead of mere connection end-points. Such a potential includes the possibility to extend the network access in a pervasive way, to provide ubiquitous computing services, and to favor the emergence of "collectivity intelligence behaviors" through collaboration and direct communication among devices. Motivated by the increasing applications and tremendous market demands of vehicular networking, how to enable the high-rate and reliable Internet connections to vehicles in a scalable and cost-effective manner is therefore one of the key research issues for the next-generation mobile networks. While IEEE develops IEEE 802.11p as the main communications standard for vehicular networking, the emerging 5G cellular networks still represent the most practical and convenient marketing solutions to enabling ubiquitous and reliable connections to vehicles in the densely populated urban areas. With ample bandwidth and lowered cost, the 5G cellular networks would enable rich engaged service applications to vehicles and, more importantly, efficiently drive the convergence of vehicular networking to existing Internet framework and applications, such as cloud computing and video streaming. The purpose of this special issue is to provide the academic and industrial communities an excellent venue to present the vision, research, and dedicated efforts on the key technologies emerging for 5G cellular communication enabled vehicular networks. The special issue seeks original contributions which address the fundamental research challenges on the related topics, that can help the community analyse the current state, identify future goals, and refine the architectures and technologies of vehicular networks with the emerging 5G technologies. A major challenge in the design of mission-oriented sensor networks arises in supporting dynamic topology and disruption-tolerant architecture, caused by mobility, which has significant impact on performance in terms of sensing coverage, network connectivity, and information quality. In such dynamic environments, sensors should self-organize and reason in a distributed manner about resource allocation, scheduling, forwarding, caching, and in-network storage to accomplish specific missions, while extending the operational network lifetime. Another major challenge lies in accommodating human input. Humans are the ultimate sensors. They are well-equipped to monitor and report situations that would be very difficult for machine sensors to understand. They also come with their own challenges including imperfect reliability, bias, and lack of predictability. The design of mission-oriented sensor networks, where humans and sensors collaborate, should account for trade-offs between several attributes such as energy consumption, reliability, fault-tolerance, data collection latency, and quality of information (such as video resolution, picture quality, type of content, degree of redundancy, and level of summarization), and their impact on mission objectives. It should accommodate human-centric sensing modalities such as free-form text, pictures, sound, and video, and should include mechanisms to handle unpredictability, uncertainty, human error, and noise. Finally, it should account for ways to specify mission goals and requirements. MiSeNet 201 5 aims to provide a forum for participants from academia and industry to discuss topics in mission-oriented sensor network research and practice. MiSeNet 201 5 serves as incubator for scientific communities that share a particular research agenda in this area. It will provide opportunities to understand the major technical and application challenges as well as exchange ideas related to architecture, protocols, algorithms, and application design, at a stage before they have matured to warrant conference/journal publications. Next generation mobile and wireless communications systems will have to respond to an avalanche of traffic, an explosion of the number of connected devices and a large diversity of use cases and requirements. One of the key enabling technologies at the heart of the 5G systems is Device-to-Device communications. Devices being close to each other can activate direct links and bypass the base station (BS) or access point (AP) by either using cellular communications resources or using alternative radio technologies such as Wi-Fi. The D2D communications paradigm holds, indeed, the promise of to overcome the limitations of conventional cellular systems with very high bit rates, low delay, and low power consumption. There are a number of applications where D2D communications can provide significant ! improvements. For example, it can be useful to provide mobile data offloading for proximity based applications, to extend the network coverage, or supporting content sharing among users and group oriented services. However, there are many issues still waiting for a solution before a widespread use of D2D communications in next 5G systems is granted. These include network and device discovery, radio resource allocation and resource management, non-network-assisted direct links formation, capacity evaluation. Moreover, some research aspects, such as mobility management, multicast and broadcast communications and radio access procedures for D2D received little attention so far. Purpose of this special issue is to promote novel solutions for design and modeling of D2D communications as enabling technology for future 5G systems. Although mobile data offloading is generally th! ought in terms of WiFi hotspots or femtocell networks, recent developments in the arena of Opportunistic Networks — one of the most interesting evolutions of traditional mobile ad hoc networks (MANETs) — have paved the way for researchers from both cellular and MANET backgrounds to work together in the development of new network paradigms, architectures, and techniques that can leverage the potentials of both “worlds” to promote and enhance mobile data offloading. An advantage of using such smart electronic devices for healthcare is that it can eliminate space and time restrictions, thereby allowing continuity of care anywhere and anytime. For example, smartphone based health applications can provide a variety of services including: passively monitoring one or more physiological signals, inferring user behavior and underlying psychological conditions, and providing treatments and therapies. However, many technical challenges need to be addressed properly in order to fully utilize smart and mobile devices for healthcare purposes. For instance, there are no clear benchmarks available for evaluating the performance of smartphones in terms of the communication and computation resources they consume. Moreover, the underlying medium access control mechanisms do not explicitly support the expected kind of mobility in data link layer to facilitate continuous monitoring of ambulatory users. Finally, a majority of the applications also did not process the sensed data before transmitting it to a backend (e.g., cloud) for storage, thus resulting in heavy network traffic and cognitive overload of the healthcare professionals. Solutions proposed for these and other problems must carefully account for the computational and communication overhead they impose such that the user’s quality-of-experience is not severely degraded. Moreover, these new capabilities present different challenges for data privacy and information security, and pose significant ethical and technical questions. The primary role of ICT in enabling this vision is to keep the decision makers, the stake holders and the citizen constantly updated with fresh information collected around the city. To accomplish this task, next generation cities, will be populated with billions of heterogeneous devices ranging from tiny communicating objects (e.g., actuators, sensors, tags) able to interact with the surrounding environment and remote systems, to high-end nodes (e.g., data centers, workstations) capable of complex operations and to process a huge amount of information. In this futuristic scenario a very special role is played by citizens with their smartphones, tablets and portable devices. They are constantly connected with whatever surroundings them and they are formidable information consumers. Their role however does not end here. Smartphones, in fact, are very powerful devices with constantly increasing processing, communication and sensing capabilities and very recently, a large plethora of proposals have emerged to leverage those capabilities to contribute to the information production process. For instance, citizens roaming around the city may be considered as mobile probes which, by making uses of cyber and physical data accessible by smartphones, can analyze the situation and produce reports to the community. Furthermore smarthphones can actively contributing in creating the communication infrastructure by forwarding data coming from surrounding devices. All in all, cities are going to became a new complex ecosystem which has the potentiality to offer many amazing feature and support innovative application. Unfortunately, fully exploiting, managing and accessing that ecosystem are still far to be fully viable and their fulfillment surely poses a formidable challenge. This Special Issue aims to solicit contributions on novel algorithms, methodological studies and experimentations on how to address the formerly highlighted issues. Specifically on how devise a city-wide networking infrastructure capable to efficiently guarantee communication in the new envisaged ecosystem, to manage the complexity of heterogeneous devices and access technologies, and to guarantee robust, ubiquitous, and secure connectivity over the urban environments. At the same time, beside studying the issues of the city-wide infrastructure deployment, the workshop aims to investigate the potential provided by the end-users devices (e.g. smartphones, tablets) when augmented in order to turn them into active components of the smart-city ecosystem, instead of mere connection end-points. Recently other sensing networks and applications have emerged, such as mobile sensing, crowd sensing, smartphone sensing, cyber physical systems, the Internet of Things, etc. Even if their concepts and approaches differ from each other, the real-world problems apply similarly and even extend to challenges like keeping up the interest of human users, enabling privacy and security, etc. Thus, this issue of RealWSN will extend its focus to include all relevant sensing applications. The purpose of RealWSN is to bring together researchers and practitioners working in the area of sensor networks, with focus on real-world experiments or deployments of wireless sensor networks. =========================================== Call for Posters and SRC =========================================== By following its long and fruitful tradition of poster presentation/discussion, ACM MobiCom 2015 solicits submissions for its Posters Program. Proposals for poster presentations featuring early research work and preliminary results are strongly encouraged and solicited. The MobiCom 2015 Poster Session will provide an excellent opportunity for initial feedback on early research results and for gaining early visibility of ongoing projects. To ensure maximum visibility and to garner high interest in the Poster Session from all MobiCom attendees, each accepted poster will have the opportunity to deliver a fast elevator pitch. Each poster presenter will get a one-minute to overview and stir interest in her/his poster (3 slides presented in PechaKucha mode - http://en.wikipedia.org/wiki/PechaKucha). In addition, each presenter will have the opportunity to have a webpage, which will be linked to from the MobiCom Posters & Student Research Competition (SRC) program page, to post additional details including possibly a short video presentation. Students submitting to the MobiCom 2015 Poster Session can opt to have their posters considered also by the SRC committee, if their posters are accepted. Selected competitors will receive up to $500 USD for their conference travel, depending on need, and will earn a chance to compete in the SRC Grand Finals. The winners will be recognized at the Annual ACM Awards Banquet. Competitors should be prepared to attend the Poster Session and, if selected for further competition, to give a short talk about their research projects. Winners of the MobiCom 2015 SRC will be announced at the conference. The Student Research Competition is open to graduate and undergraduate students whose submissions are accepted by the SRC committee. Motivated by the increasing applications and tremendous market demands of vehicular networking, how to enable the high-rate and reliable Internet connections to vehicles in a scalable and cost-effective manner is therefore one of the key research issues for the next-generation mobile networks. While IEEE develops IEEE 802.11p as the main communications standard for vehicular networking, the emerging 5G cellular networks still represent the most practical and convenient marketing solutions to enabling ubiquitous and reliable connections to vehicles in the densely populated urban areas. With ample bandwidth and lowered cost, the 5G cellular networks would enable rich engaged service applications to vehicles and, more importantly, efficiently drive the convergence of vehicular networking to existing Internet framework and applications, such as cloud computing and video streaming. The purpose of this special issue is to provide the academic and industrial communities an excellent venue to present the vision, research, and dedicated efforts on the key technologies emerging for 5G cellular communication enabled vehicular networks. Effective vehicular connectivity techniques can significantly enhance efficiency of travel, reduce traffic incidents and improve safety, mitigate the impact of congestion, and overall provide a more comfortable experience. Towards this goal, the 2015 IEEE Vehicular Networking Conference (VNC) seeks to bring together researchers, professionals, and practitioners to present and discuss recent developments and challenges in vehicular networking technologies, and their applications. IEEE VNC 2015 will continue the tradition from previous editions to include a poster session to allow the authors to closely interact with, and obtain feedback from, the conference audience on new or on-going research contributions related to vehicular networking. Posters are especially suited for presenting controversial research directions that may generate discussion, or promising ideas not yet fully validated through complete extensive evaluation. IEEE VNC 2015 will also include a demonstration session for researchers to showcase their latest prototypes with media, models, or live demonstrations. The demo session will be co-located with the poster session to ensure maximum visibility and a close interaction with the conference audience. We solicit proposals for demonstrations related to vehicular networking, describing either mature or innovative systems and prototypes developed for commercial use or for research purposes, from industries as well as universities. We especially encourage demos on validating important research issues or showcasing prototypes that demonstrate realistic applications. Kyoto, known as the Cultural Heart of Japan, was the imperial capital of Japan for over a millennium and is one of the best preserved cities in Japan. Seventeen UNESCO World Cultural Heritage Sites are located in and around Kyoto, 1600 Buddhist temples, 400 Shinto shrines, as well as countless famous gardens and palaces. At the same time, Kyoto is very much a modern city, home to close to 1.5 million people. Kansai International Airport is just 75 minutes out from the city center. Manuscript submissions ---------------------- All paper submissions must be written in English and must be formatted in standard IEEE 2-column format. The mandatory IEEE template in Microsoft Word and LaTeX format can be found at the IEEE templates page. Only Adobe PDF files will be accepted for the review process. All submissions must be made electronically. Submission instructions are provided online. We will consider two different categories of papers: Full papers should describe novel research contributions and are limited in length to eight (8) printed pages (10-point font) including figures, tables, and references. Papers exceeding 8 pages will not be accepted at EDAS, nor reviewed at all. Short papers should be more visionary in nature and may report on work in progress without finished results. They are meant to present novel perspectives, so as to foster discussion about innovative directions and new points of view. They are limited to at most four (4) pages including figures, tables, and references, but might in many cases be even shorter. Accepted short papers will be included in the proceedings and they will be given (a shorter) time for oral presentation at the conference, with more time dedicated to discussions. Please note that the full paper and short paper categories target different kinds of contributions. Papers submitted to a category will not be moved to a different category: a paper will either be accepted for the category where it has been submitted, or it will be rejected. Full papers will not be "downgraded" to short papers. Therefore, please be sure to carefully assess for yourself prior to submission which is the most suitable submission category for your paper, and to make sure that the presentation in the manuscript is well suited to the aims of this category. All submitted papers will be peer-reviewed. Accepted papers will appear in the conference proceedings and will be submitted to the IEEE Xplore Digital Library. Please note that for every accepted contribution, at least one person must register for the conference and present. Poster/demo papers should be 2-page papers following standard IEEE 2-column format using 10-point font. All paper submissions must be written in English. A demo paper submission should include an overview of the demonstration set-up (the inclusion of photographs of the demonstrator are encouraged) and the results that will be showcased to the attendees. If a video is included, it will be downloaded by the demo co-chairs such that it can be hosted on our website to ensure the anonymity of the reviewers. The videos of accepted demonstration proposals will then also be advertised on the conference website. Indeed, the recent emergence of the D2D paradigm paves the way towards improving the performance of cellular networks by means of novel opportunistic architectures, e.g, based on LTE-Direct and WiFi-Direct technologies. The rise of mobile traffic analytics is fostered by an unprecedented availability of data, collected by mobile operators through probes deployed at the access and core networks, or gathered by dedicated research initiatives via monitoring apps running on users’ smartphones. Both approaches can harvest information about large populations, from hundreds to millions individuals, over long time periods, from weeks to years. The richness of mobile traffic datasets is paramount to research in a wide range of disciplines, including, e.g., sociology, transportations, statistical physics, epidemiology, and – of course – networking. However, several technical challenges need to be tackled to release the full potential of such data sources, including the assessment of statistical robustness of inferred knowledge, the overcoming of scalability issues, and the consideration for data access limitations imposed by privacy regulations that tend to reduce data usability. The aim of this Special Issue is to gather contributions presenting state-of-the-art research dealing with all facets of mobile traffic analytics. We expect submissions to present quantitative evaluations carried out on substantial real-world datasets of mobile traffic. Here, we intend the term "traffic" in its wider acceptation. We thus invite works on data collected via, e.g., Call Detail Records (CDR), access (RNC) and core (MSC, GGSN/PGW) network probes, or smartphone monitoring apps; data can be limited to mobility patterns, it can concern traditional user-to-user mobile services (i.e., calling and texting), it can focus on the mobile data traffic demand (at any granularity, from throughput volumes to the precise services and protocols employed), or it can contain any combination of such information types. We especially encourage the submission of interdisciplinary research works at the interface between networking and disciplines such as those mentioned above. Special attention will be deserved to findings and results that have practical applications in terms of technological innovation, sustainable development, data and network management, and mobile services. For this purpose, a better understanding of the aforementioned properties characterizing interdependent networks requires to first capture the fundamental interplay between sustainability, resilience and robustness. Workshop Objective: ------------------ Technical networks exhibit many inter-dependencies which are complex to measure and model but also lead to multi-objective decision problems where uncertainty becomes the transversal notion to capture. Such networks may be characterized by intermittent connectivity, a heterogeneous mix of nodes, frequent nodal churn, and widely varying network conditions. Examples of challenged networks include deployments in rural and remote areas, networks to support emergency response operations, inter-planetary networks, sensor and wildlife monitoring networks, underwater networks, road vehicle networks, and, more recently, networks of micro aerial vehicles. The applications of challenged networks range from time-critical communications such as for disaster relief to delay-tolerant transmission in poorly connected regions or where censorship should be counteracted. Challenged networking has also found applications in everyday settings, for which they were not initially conceived, such as opportunistic networking supporting data-centric communications, traffic offloading from cellular networks, mobile cloud computing, and opportunistic and participatory sensing. The increasing availability of wireless communications in embedded devices as well as integration of technologies such as Wi-Fi direct on Android platforms and LTE’s D2D (device-to-device) communication on general purpose mobile devices, will further push the development of challenged networking solutions. Challenged networking has also chartered new directions for inter-disciplinary research, e.g., applying findings from social networks and network science. This workshop builds on the success of the nine previous CHANTS workshops, and WDTN 2005, and aims to stimulate research on the most novel topics of challenged networking research. This year’s edition encourages submission of theoretical and experimental work, including studies of real deployment. The workshop seeks original work presented in the form of research papers describing new research approaches and results, as well as demo submissions. All papers shall be forward looking, describe their relationship to existing work, and shall argue their impact and implications for ongoing or future research. However, vehicles are normally constrained by resources, including computation, storage, and radio spectrum bandwidth. Many emerging applications demand complex computation and large storage, including in-vehicle multimedia entertainment, vehicular social networking, etc. It becomes increasingly difficult for an individual vehicle to efficiently support these applications. A very promising solution is to share the computation and storage resources among all vehicles or physically nearby vehicles. As such, a new paradigm has emerged called “Vehicular Clouds” and consist of a group of vehicles whose corporate computing, sensing, communication and physical resources can be coordinated and dynamically allocated to authorized users. The aim of this Special Issue is to publish papers studying this emerging paradigm of cloud-based vehicular networks. Contributed submissions to this Special Issue may present novel ideas, models, methodologies, system design and architecture, experiments and benchmarks for performance evaluation pertaining to vehicular cloud networks. This Special Issue also welcome relevant research surveys. Complex Information Communication Technology (ICT) infrastructures, critical dependencies and unforeseen cascading effects can worsen single hazard events to a threatening crisis of several entire infrastructures. With the dense population in urban areas along with the critical dependency on infrastructures, such crises become a serious threat to the safety and security of citizens and industries. When the "unforeseen" happens, public security comes to its limits Whether cyber, natural or industrial disasters - effective risk management must be a continuous process that recognizes new threats and opportunities, in particular in relation to new technological evolutions. Internet of Things (IoT) will have an enormous impact on our future infrastructures. In the context of safety and security this is at the same time a challenge (How can we design secure and resilient IoT infrastructures?) and an opportunity (How can we use IoT for better safety and security?). In particular in urban environments, the increasing deployments of IoT technologies and the rapid proliferation of sensored and automated cities are opening up new avenues of threats and opportunities toward public safety and security. Although we have seen various deployments of diverse IoT systems, our understanding of these systems and their implications in the context of safety and security has just scratched the surface. The Second International Conference on Safety and Security with IoT (SaSeIoT 2015) aims to explore these dynamics within the scope of IoT in the context of Safety and Security. The conference solicits original and inspiring research contributions from technology experts, researchers, designers, practitioners in academia, authorities and industry, and promises to offer a highly interactive forum to share knowledge, experiences, and best practices primarily in the following main application oriented themes: * Ensuring the resilience and security of IoT dependent infrastructures The topics of interest in this theme include, but are not limited to: - Models, methods and tools for testing IoT infrastructures - Design of resilient IoT infrastructures - Detection, prevention, response and mitigation of cyber threats to IoT - Trust and identity management in IoT - Security protocols in IoT - Risk analysis and management for IoT infrastructures - Threat modeling in IoT * Using IoT for crisis and emergency management The topics of interest in this theme include, but are not limited to: - IoT for threat and hazard detection - IoT for situation-awareness - IoT for crisis and emergency response - IoT for command & control - IoT for emergency forces * Privacy in IoT * Security and IoT Cloudification PAPER SUBMISSION Regular Papers should be up to 12 pages in length.
