Motivation and Scope
The Internet is fast emerging as the ubiquitous transport network to
provide wide range of multimedia services like IP Datacast, Streaming and
Multimedia Broadcast. Also, there has been a growing popularity of
portable devices, such as notebook computers, PDAs and mobile phones in
recent years. Now it is possible to provide very high-speed access to
portable devices with emerging technologies like WLAN and 3G networks. This
has lead to the search for newer applications and algorithms that can add
value to an end-user's experience by combining multimedia services with
mobile specific services.
The research issues to provide multimedia services in wireless environments
are numerous. We are seeking papers that are original, unpublished, and not
currently under review by an other conference, workshop, or journal. Topics
of interest include, but are not limited to the following:
-- QoS issues with multimedia services.
-- Signaling architecture to support multimedia services in next generation
wireless networks.
-- Multimedia Security.
-- Architectural issues in providing multimedia services in heterogeneous
wireless environments.
-- Location and mobility issues.
-- System modeling and performance evaluation.
-- Protocol design, analysis, and optimization.
-- Routing (including multicasting and broadcasting)
-- Joint MAC and network layer optimization issues to provide multimedia
services in emerging wireless networks.
-- Congestion, admission, and flow control.
-- Implementation and test-bed experiments.
Submission Guidelines
Authors MUST submit a short abstract submission (approximately 150 words in
the EDAS web site form) AND an extended abstract (up to 2 pages) also
submitted through the EDAS web site. The extended abstracts are soft copy
in MS Word or PDF file formats. The submission must include the name,
complete mailing address, telephone and fax numbers, and the email address
of the author(s). Extended abstracts should be submitted electronically (MS
Word or PDF) by March 10, 2003.
Important Dates
March 10, 2003: Last date for submission of abstracts
April 15, 2003 : Notification of acceptance
July 15, 2003 : Camera-ready version of accepted papers

INTELLIGENT SERVICES AND APPLICATIONS IN NEXT GENERATION NETWORKS
Next generation networks are expected to be very complex systems
interconnecting different technologies and architectures across various
software platforms. No single technology or architecture will be able to
smoothly glue together such complex systems into a single network of all
networks. DSL and Cable once dominating the access networks will be
challenged by new cheap alternatives such as optical ethernet, wireless
LANs, fixed wireless access systems such as LMDS, and even dark fiber.
Metro networks will also be dominated by an array of technologies from
multiple service protocol platforms (MSPP) to resilient packet rings (RPR)
to 10 GB-ethernet switches, and even OXC switching nodes. The backbone will
be superhighways utilizing DWDM, OXC nodes interconnecting Gigabit and
Terabit IP routers. 3G and beyond mobile networks will be a corner stone in
extending communications services to mobile users. New services and
applications will be supported on these complex systems through upper layer
middleware software platforms. These services will no longer be independent
static sources of content, rather will have intelligent software to adapt
those sources to varying networks conditions, technologies, and platforms.
This will be achieved through another intelligent layer of cognitive
middleware that is capable of interfacing these services to the underlying
network technologies. New services must be capable of receiving information
about the network and adaptively tune their transport parameters as well as
bit-rates according to the underlying networking conditions/technologies.
New services and contents will need to understand networking traffic
parameters, and react accordingly in order to maintain smooth traffic flows
in the network and avoid skewness behaviors.
The scope of this issue is to address the research and development efforts
of the aforementioned various issues in the area of intelligent services and
applications in next generation networks. In particular we are interested
in papers dealing with state-of-the-art design and analysis, implementation
and experimental results of cognitive and intelligent software
agents/services and applications as well as architectures for intelligent
content delivery. In this context, topics include:
· Cognitive middleware
· Cognitive software agents
· Cognitive services and applications
· Novel architectures for intelligent content delivery
· Adaptive QoS provisioning issues
· Peer-to-peer networking
· Adaptive rate video encoding
· Intelligent traffic management and control

Scope
The purpose of the workshop is to present and discuss design and
implementation
techniques for providing quality of service in communication systems. This
workshop is
the fourth international event organized by COST263 Action "Quality of
Future Internet
Services" and it explicitly focuses on the provisioning of quality of
service in the
Internet, including wireless network access and host system support. The
workshop
will serve as a forum for the presentation and discussion of new and
maturing approaches
to QoS, and for bringing together researchers, developers and practitioners
from both
industry and academia.
Along with presentations of papers and keynote speeches, QoFIS 2003 will
offer a
seminar day on October 3 with invited speakers on the topic "Quality of
Service in
Wireless Networks." The seminar is organized in in cooperation with the KTH
Center
for Wireless Systems.

We are inviting research contributions on topics strongly related to the
offering of quality of service in the Internet. These include, but are not
limited to :

Papers and Submissions
Papers are solicited in full length of no more than 10 single-
spaced pages (in English). All papers will be subject to a full review
process. Submissions should follow the author guidelines
specified below and must include: title, authors, affiliations,
100-word abstract, and a list of maximum five keywords. The author
responsible for correspondence should be identified, including
mailing address, telephone and fax numbers, and e-mail address.
An electronic, PDF-based submission of papers is mandatory, please

submission instructions or contact qofis2003(a)imit.kth.se for additional
information.
The conference proceedings are published as hard-copy and electronically
by Springer Verlag, Heidelberg, Germany, in the Lecture Notes in

Authors are obliged to follow the LNCS's guidelines in preparing their
manuscripts. Author guidelines with respect to the final camera ready paper
formats are to be followed without exception, including the 10 page limit, and

Selected papers will be invited to be publsihed in a special issue of an
international journal following the workshop.
Best Ph.D. student paper award
Papers that are candidate for the best PhD student paper award should be
clearly identified as such in a cover letter, which should be signed by the
student's supervisor. To be eligible for the award, the PhD student should be
the principal author and presenter of the submitted paper. The selection
will be
based on both the quality of the written paper and its presentation.
The award will be presented at the workshop dinner.

AWARDS will be given to the best paper and the best student paper.
PANELS will consist of discussions on timely and controversial topics.
SHORT PAPERS will be presented in poster format and are an opportunity
for researchers to present new work and ideas in an interactive setting.
STATE-OF-THE-ART TUTORIALS by leading experts will precede the
technical program. The full- and half-day offerings will span a wide
variety of topics and will range from introductory to advanced material.

DAY-LONG WORKSHOPS on topics of great current interest to members of

THE DOCTORAL SYMPOSIUM is a venue for doctoral students to present their

Scope:
Technological innovations are enabling today's networks to
carry increasingly higher volumes of data, much of which
is mission critical. As networks grow and become an integral
part of our daily lives, the consequences of a failure
become more pronounced. Even a brief outage can result in
the loss of very large amounts of critical information and
disrupt our day-to-day life and business. Network protection
and automatic restoration can minimize the impact of network
failures. Such protection mechanisms are generally implemented
at several protocol layers and are the subject of this special
issue.
The objective of this special issue of IEEE Network Magazine
is to assemble a series of state-of-the-art articles on protection,
restoration, and disaster recovery in different layers of the network.
In particular, we are interested in tutorial, survey, and original
research articles on, but not limited to, the following topics:
* Traditional SONET/SDH Ring protection mechanisms
* Optical mesh protection, Resilient Packet Ring (RPR)
* IP network restoration - MPLS, fast convergence of routing protocols
* Protection and restoration in ATM and Frame Relay networks
* Restoration in wireless and wireline telephone networks
* Signaling network (SS7 etc.) protection and recovery
* Disaster recovery in OSS and network management systems
* Resiliency at the application layer, emergency services (e.g. 911)
* Multi-tier restoration and interaction of different layers
* Experimental studies, applications impact
Submission Guidelines: Interested authors should submit an electronic
version of the manuscript either in Postscript or PDF format as an
email attachment to one of the guest editors. Additional information
