Artificial Intelligence (AI) and Machine Learning (ML) approaches have
emerged in the networking domain with great promise. They can be clustered
into AI/ML techniques for network engineering and management, network
design for AI/ML applications, and system aspects. AI/ML techniques for
network management, operations and automation improve the way we address
networking today. They support efficient, rapid, and trustworthy management
operations. The current interest in softwarization and network program-
mability fuels the need for improved network automation in agile infra-
structures, including edge and fog environments. Network design and optimi-
zation for AI/ML applications address the complementary topic of supporting
AI/ML-based systems through novel networking techniques, including new
architectures and performance models. A third topic area is system mplemen-
tation and open-source software development.
This special issue will focus on networking aspects (mostly, network layer
and above). Work with primary contribution to physical layer concepts or
wireless access should be submitted to other venues. Prospective authors
are invited to submit high-quality, original manuscripts on the following
topics, but not limited to:

Internet of Vehicles (IOV) as an important part of the wisdom city is a complex integrated network system, which connects different people within automotives, different automotives and different environment entries in cities. IOV is different from Telematics, Vehicle Ad hoc Networks, and Intelligent Transportation, in which vehicles like phones can run within the whole network, and obtain various services by swarm intelligent computing with people, vehicles, and environments.
IOV 2019 is to establish an international forum for engineers and scientists to present their excellent ideas, latest innovations and experiences on Internet of Vehicles. We welcomes paper submissions on innovative work from researchers in academia, industry and government describing original research work, sharing the experience and insights, forecast the trends and opportunities, and discuss the policy, economics and social implications.

SUBMISSION and PUBLICATION

Authors are invited to submit their original research work that has not previously been submitted or published in any other venue. Papers should be prepared in LNCS format and submitted via the IOV 2019 submission site via The EasyChair system.

- Proposals for organizing tutorials, workshops and special sessions need to be submitted to the Workshops Chair of the conference. A proposal should include title, theme, scope and main presenters/organizers.
- Research paper (14 pages) should explore a specific technology problem and propose a complete solution to it, with experimental results.
- Works-in-Progess (WIP) (10 pages) papers are expected to present either work currently in progress or less developed but highly innovative ideas.
- Demo/Poster papers (6 pages) must describe working systems and be related to IOV. These systems may be innovative prototype implementations or mature systems that use related technology. Papers/proposals need to be submitted to the Demo/Poster Chair.
- Workshop and Special Session papers need to be submitted to the corresponding workshops and special sessions Chairs.

The pervasive presence of data originating from the coupling of mobile
technologies and wireless networks, urban and socio-physical systems,
industrial equipment and people, has led to massive data distribution at
the edge of the networked environments and to an increasing interest in
solutions which provide efficient and distributed data management. At
the core of this vision lies the emergence of data-driven networks and
cyber-physical systems saturated with pervasive sensing, computing, and
wireless communication capabilities that ideally support the needs of
individuals, societies and industries.
In this context, the emerging concept of Data Distribution in the
Pervasive and Industrial Internet is increasingly being recognized as a
systematic conceptual framework for designing, testing, and analyzing
systems and algorithms that support the upcoming cyber-physical
convergence. Submissions to this Special Issue can be analytical,
empirical, technological, methodological, or a combination of those.
Contributions on strong data-oriented systems engineering backed by
solid and appropriate evaluations are strongly encouraged. The impact of
the contributions should be demonstrated in the context of the
data-related aspects in the pervasive and industrial internet.
Research contributions are solicited in all application areas pertinent
to industrial and pervasive data distribution, including but not limited to:
Data distribution in the pervasive internet, where the ambient
intelligence of network devices embedded in the environment, as well as
urban and socio-physical analytics can facilitate a constant and
unobtrusive data management and distribution. Indicative areas of
interest include:
- Data distribution and management in the pervasive internet
- Clouds, cloudlets, fog computing, device-to-device coordination
- Smart spaces and intelligent environments supporting distributed data
- Data-enabled mobile and wearable sensing and computing
- Cognitive computing techniques on the edge of data-intensive networks
- Data-oriented social cyber-physical computing and human in the loop
- Data-focused crowdsensing and user analytics
- Data privacy and security preserving algorithms and techniques in the
pervasive internet
Data distribution in the industrial internet, where intelligent entities
can exchange and manage distributed data in order to achieve improved
performance for both the cyber and the physical components. Indicative
areas of interest include:
- Data distribution and management in the industrial internet
- Networking protocol stacks and standardization for efficient data
management
- Data distribution with industrial cloud and edge computing
- Data-oriented networked control, distributed optimization, and
distributed learning
- Data-driven industrial internet robotics and autonomous systems
- Data-intensive cyber-physical processes and networks
- Data distribution solutions which satisfy the Industry 4.0 requirements
- Data privacy and security preserving algorithms and techniques in the
industrial internet

The ubiquity of smart phones together with the popularity of social
media heralds an era of mobile and social sensing. Mobile and social
sensing is becoming a paradigm for collecting observations of the
physical phenomena, either directly from human observers, or by means
of crowd-sourcing the data measurement tasks using sensors in the
smart phones or various other wearables (e.g., Google Glass, Apple
Watch, and Fitbit devices). It thus involves massive amount of sensory
data collection and/or dissemination where humans can act as sensor
carriers (e.g., carrying GPS sensors that share location data), sensor
operators (e.g., taking pictures and videos with smart phones), or as
sensors themselves (e.g., sharing their observations on social media).
This emerging field faces new challenges in data collection,
dissemination, fusion, and mining; cognitive modeling; computational
social and behavior science; information and coding theory;
information processing and knowledge discovery; data dissemination and
forwarding, reliability, privacy, and security; and
cyber-physical-systems with human-in/on-the-loop. This special issue
invites technical papers on both theoretical contributions and systems
describing original ideas, exciting results, and real-world
experiences in the context of mobile and social sensing.
This special issue will focus on (but not be limited to) the following topics:

+ Social sensing and social networks as sensor networks
+ Crowd/participatory and opportunistic sensing

Manuscripts must not have been previously published nor currently
under review by other journals or conferences. Papers previously
published in conference proceedings are eligible for submission if the

(ICIOTCC 2020), aims to bring researchers, scientists, engineers and

TYPES OF SUBMISSION
Full Paper : Finished or consolidated R&D works, to be included in one of
the Conference themes.
Authors should submit a paper in English, carefully checked for correct
grammar and spelling, addressing one or several of the conference areas or
topics. Each paper should clearly indicate the nature of its
technical/scientific contribution, and the problems, domains or environments
to which it is applicable. Only original papers should be submitted. Authors
are advised to follow ethical norms regarding plagiarism and self-plagiarism
thoroughly before submitting and must make sure that their submissions do
not substantially overlap work which has been published elsewhere or
simultaneously submitted to a journal or another conference with
proceedings. Papers that contain any form of plagiarism will be rejected
without reviews.
Authors can submit their work in the form of a Regular Paper, representing
completed and validated research, or as a Position Paper, portraying a short
report of work in progress or an arguable opinion about an issue discussing
ideas, facts, situations, methods, procedures or results of scientific
research focused on one of the conference topic areas. All papers must be
submitted through the online submission platform. After the paper submission
has been successfully completed, authors will receive an automatic
confirmation e-mail.
All the papers should be of 6 pages length and should adhere to the template
prescribed in the ASDF KIT. Please read through the instructions in the
below link before preparing the final template.
PUBLICATION
To ensure that a full paper or poster paper is published in the Proceedings,
at least one of the authors must be fully registered by the 10th of December
2019, and the paper must comply with the suggested layout and page-limit.
Additionally, all recommended changes must be addressed by the authors
before they submit the camera-ready version. Published full and short papers
will be submitted for indexation by ISI, EI-Compendex, Google Scholar,
SCOPUS and DBLP, among others, and will be available in the EDLIB. The
authors of the best selected papers will be invited to extend them for
publication in international journals indexed by ISI, SCOPUS and DBLP.
The Conference Proceeding will bear an unique ISBN along with the ASDF-ID
for future references.

The next generation of wireless cellular networks will transform mobile

requirements of those services, mobile network designers are required to
deploy novel high-performance technologies and solutions at all levels.
The IEEE Communications Magazine’s /Mobile Communications and

Overview: With the recent advances in wireless communications, the
automotive industry is leading to evolution. To succeed in this emerging
era of technology, the Internet of Connected Vehicles (IoCV) has emerged
as one of the potential applications of the Internet of Things (IoT). It
refers to the dynamic mobile communication systems that communicate
between vehicles and public networks to enhance the connectivity between
cars via technology. By offering a wide variety of infotainment
services, fleet operations, and in-vehicle applications, IoCV has gained
the tremendous capacity to provide a safer and sustainable
transportation system to the society. According to Gartner Inc., “the
connected car is already a reality, and in-vehicle wireless connectivity
is expanding rapidly”. As a result, the evolution of cars into the IoT
will keep on accelerating the global market which is expected to grow by
270 percent by 2022. Further, the increasing deployment of sensors and
ever-evolving cognitive technology open up new opportunities for IoCV.
Due to these significant developments, connected vehicles are receiving
widespread attention from the major automotive giants such as Tesla,
BMW, Waymo (Google), Uber, Volvo, etc. Despite all the opportunities
offered by the IoCV, their highly dynamic topology and the increasing
number of vehicles pose challenges regarding delivering low-latency
vehicle-to-everything (V2X) communications. The fifth generation (5G)
wireless networks emerge as a critical provider to handle the stringent
connectivity requirements of IoCV. Moreover, with the development of
massive multiple-input- multiple-output (MIMO), non-orthogonal multiple
access (NOMA), terahertz (THz) frequencies, millimetre-wave (mmWave),
and heterogeneous networks (HetNets), 5G intends to guarantee new
capabilities related to connectivity, data rates, transmission delay,
throughput and moreover quality of experience (QoE). Thus, integrating
5G cellular systems into IoCV is a promising technology to achieve the goal!
s mentioned above. However, as we are moving towards the 5G
communication era, the data generated by connected vehicles is expected
to grow exponentially; which in turn brings significant challenges to
5G. Therefore, to promote productivity, improve efficiency, and ensure
the efficient handling of continuous growing data, it requires the
support of high computing paradigm that can process the data with
minimum delays. To accomplish these objectives, a programmable and
scalable network paradigm is the need of the hour that can provide a
variety of services to 5G-envisioned IoCV in diversified scenarios.
In this direction, software-defined networking (SDN) and network
function virtualization (NFV) have gained much attention from the
research fraternity. They rely more on network programmability to
realize efficient network services. However, this traditional
device-to-device management paradigm falls short while dealing with 5G
mobile networks as it is characterized by a humongous cycle of connected
devices. To overcome these problems, intent-based networking (IBN) has
evolved as one of the paradigm shifts which combines automation with
intelligence. Typically, IBN is composed of four essential elements
namely, translation and validation, automated implementation, awareness
of network state, and assurance and dynamic optimization/remediation;
which takes the networking strategy to a higher level. Due to these
fundamental elements, IBN holds excellent potential for reliable network
support with quick turnaround and scalable services. Additionally, it
also facilitates simplified network operations with seamless integration
of artificial intelligence and machine learning. This, in turn, provides
more opportunities to build more robust and efficient network designs
for 5G-envisioned IoCV.
Thus, this special issue intends to offer an opportunity for researchers
(both from industry and academia) to present the dedicated efforts on
the key theories, innovative schemes, and significant applications for
realizing QoS in 5G-envisioned IoCV communication. This special issue
mainly focuses on collecting the original contributions related to
IBN-IoCV amalgamation in 5G wireless networks, which aims to provide
high-performance scalable computing to connected vehicles while
advancing the V2X communication infrastructure.

*Workshop Description:*
Internet of Things (IoT) enables network objects of the most diverse types
to dynamically cooperate and make their resources available in order to
reach a common goal. Such a paradigm is currently revolutionizing a variety
of fields, facilitating and improving human life and work. Among them are
Smart Buildings, which are characterized by the presence of smart devices,
which give the opportunity to monitor and to remotely control key equipment
within buildings. In such an intelligent environment, major goals are to
improve the comfort and quality of life of people and to provide
decision-support tools in order to aid users in making cost-effective
decisions when utilizing electrical energy. Smart Buildings integrate
autonomy and adaptive control and are considered as the next generation of
buildings that must be allocated in Smart Cities. Smart Building links
automation, sustainable development, information technology, security,
industrial controllers and communications (among other systems) to achieve
an optimal level of comfort and energy consumption. As for now, the
research on this topic has a sufficient degree of advancement, however
several issues still remain open. Indeed, this scenario is lacking
people-centric applications, where the presence of intelligent tools can
augment the capabilities of the objects in constructing a relationship with
the users and exploit the user profile to construct personalized services;
moreover, it is important to define methodologies and algorithms to analyze
and exploit the context in which the user lives and works. Based on these
considerations, the objective of this workshop is to highlight recent
research, development, and evaluation of novel systems in Smart Building
scenarios. We are seeking for original, previously unpublished work,
addressing key issues and challenges in this area. Potential topics
include, but are not limited to:
- Active and Collaborative Sensing in Smart Building
- Behavioural and Energy Consumption Analytics
- Implementation of Social IoT for Smart Building
- IoT applications, systems, and testbeds for Smart Building
- Models of context and context awareness
- IoT for Smart Building devices and accessibility

Scope and Motivation:
Connected and automated vehicles operating on land, water and sky are enabling a plethora of new applications to make mobility safer, faster, cleaner and more efficient. This interdisciplinary and highly active field of research requires experts with complementary expertise from academia and industry to join forces. One aspect is the connectivity that allows those vehicles to cooperate by exchanging relevant and timely information using various network technologies (ITS G5, Future 5G, Cellular Networks, etc.). Another important aspect is the specification and testing of the autonomous system itself, which includes the full functional stack from perception to control over localization and planning. Finally, the mobility modes and their respective environments, being it on land, water or in the air pose a number of specific research challenges by themselves. This track intends to present, discuss and challenge the latest research those and other related topics.
