ICMCS'09 is organized with the objective of bringing together researchers, developers, and practitioners from academia and industry working in all facets of multimedia, content authoring, processor technology, and systems design. The conference serves as a forum for the dissemination of state-of-the-art research, development, and implementations of multimedia systems, technologies, and applications. A key objective of ICMCS'2009 is to create a program that achieves a balance between theory and practice, academia and industry, systems/tools-oriented research and content creation. ICMCS'09 is an IEEE technically co-sponsored conference. We are planning to have the papers published in this conference's proceedings to be published in the IEEE Digital Library and to publish two special issues of international journals (*) out of selected papers from those presented in it.
