The rapid growth of both fixed and wireless high speed networks have resulted to fundamental changes to the way of doing business and the lifestyle of people in many countries. Yet the economy of scale is such that the emphasis is on the densely populated areas. Many rural areas are not yet accessible to high speed networks owing to their remote locations and / or sparse population. The perspectives of service operators and government, and the needs of rural habitants need to be taken into consideration. The needed services and the technology to provide such needs in rural areas are often different from those of the urban areas. Papers to address these issues with new technologies are welcome. Please submit online or discuss with the editors about the plan of your paper.
