The package you have found only contains the recipe to build IBR-DTN for OpenWRT with your own toolchain. Since there are no binaries, the package could not installed directly on any OpenWRT system.

If you like to build your own packages, you should use the latest version of the recipe which is located here (since today): http://www.ibr.cs.tu-bs.de/projects/ibr-dtn/releases/openwrt/package-ibrdtn-...
