BSP is supported by IBR-DTN as mentioned here: http://trac.ibr.cs.tu-bs.de/project-cm-2012-ibrdtn

The question in relation to the Java API I have to give back to the audience of the mailing-list, because I am not the right guy to answer that in detail.
