Which platform, and what kind of network interface?

If you made sure that no other program (or other instance of IBR-DTN) already bound the socket (on linux for example check "netstat -lnp), check whether your system/interface really supports multicast traffic. This might not be true for some VPN tunnels.

To diagnose further your IBR-DTN config (specifically the discovery and net_interfaces sections) as well as the output of ifconfig could help.
