I have uploaded another snapshot of the Windows libsmi binaries to the libsmi FTP server:

ftp://ftp.ibr.cs.tu-bs.de/local/libsmi/WIN32/libsmi-0.4.3.zip

There is no installer and nothing fancy - just the plain programs and the MIB/PIB files.
