but all the links couldn't be open.
Try to add .en at the end of the URLs, e.g first click on "Documentation", be sent to http://www.ibr.cs.tu-bs.de/projects/libsmi/doc.html , get some error message and then add .en in the Addres field of IE like:
http://www.ibr.cs.tu-bs.de/projects/libsmi/doc.html.en
That works for me.

The better choice is to configure your browser accordingly: If you are able and willing to read english web pages then you should accept english as a language in your configuration. This makes your browser send according headers in the HTTP GET requests. In Mozilla this is done in Edit -> Preferences -> Navigator -> Languages.
