Hi!

I forgot to add the win/ subdirectory to the libsmi 0.2.2 tarball. This directory contains some files contributed by Erik Schoenfelder and Juergen Schoenwaelder that allow to build libsmi on Win32 platforms with the mingw32 environment or the VC++ compiler.

So, I've made release 0.2.3 available.
