PROPOSAL FOR ORGANIZING TECHNICAL SESSIONS:
Each technical session will have at least 6 paper
presentations (from different authors). The session
chairs will be responsible for all aspects of their
sessions; including, soliciting papers, reviewing,
selecting, ... The names of session chairs will appear
as Associate Editors in the conference proceedings and
on the cover of the books.
Proposals to organize technical sessions should include
the following information: name and address (+ E-mail)
of proposer, title of session, a 100-word description of
the topic of the session, the name of the conference the
session is submitted for consideration, and a short
description on how the session will be advertised (in
most cases, session proposers solicit papers from
colleagues and researchers whose work is known to the
session proposer). Mail your proposal to H. R. Arabnia
(address is given above); E-mail submissions are preferred.
We would like to receive the proposals as soon as possible
(but no later than Feb. 1, 2005.)
SUBMISSION OF PAPERS:
Please regard this as General Guidelines.
Prospective authors are invited to submit their
papers (about 5 to 10 pages - single space, font size of 10 to 12) to
H. R. Arabnia by Feb. 16, 2005. E-mail submissions in
MS document or PDF formats are preferable (Fax or postal
submissions are also acceptable.)
The chair may be forwarding the papers to respective
conference chairs/committees/Task Forces.
The length of the Camera-Ready papers (if accepted) will
be limited to 7 (IEEE style) double-column pages. Papers must
not have been previously published or currently submitted for
publication elsewhere. The first page of the paper
should include: title of the paper, name, affiliation,
postal address, E-mail address, telephone number, &
Fax number for each author. The first page should also
include the name of the author who will be presenting
the paper (if accepted) and a maximum of 5 keywords.
Also, the name of the conference that the paper is being
submitted to must be mentioned on the first page.
Papers will be evaluated and fully refereed for originality,
significance, clarity, and soundness. Each paper will be
refereed by two researchers in the topical area.
The Camera-Ready papers will be reviewed by one person.
MEMBERS OF PROGRAM & ORGANIZING COMMITTEES:
The Program Committee includes members of chapters
of World Academy of Science (chapters: supercomputing;
scientific computing; artificial intelligence; imaging
science; databases; simulation; software engineering;
embedded systems; internet and web technologies;
communications; computer security; and bioinformatics.)
The Program Committee for individual conferences is
currently being formed. Those interested in joining
the Program Committee should email H. R. Arabnia
(hra(a)cs.uga.edu) the following information:
Name, affiliation and position, complete mailing address,
email address, tel/fax numbers, a short biography
together with research interests and the name of the
conference offering to help with.
LOCATION OF CONFERENCES:
The conferences will be held in the Monte Carlo Resort
hotel, Las Vegas, Nevada, USA (with any overflows at other
near-by hotels). The Monte Carlo Resort is a mega hotel
with excellent conference facilities and over 3,000 rooms.
The hotel is minutes from the airport with 24-hour
shuttle service to and from the airport. This hotel has
many recreational attractions, including: waterfalls,
spa, pools & kiddie pools, sunning decks, Easy River
water ride, wave pool with cascades, lighted tennis
courts, health spa (with workout equipment, whirlpool,
sauna, ...), arcade virtual reality game rooms, nightly
shows, snack bars, a number of restaurants, shopping area,
bars, ... Many of these attractions are open 24 hours a
day & most are suitable for families & children. The
negotiated room rate for conference attendees is very
reasonable. The hotel is within walking distance from
most other attractions (major shopping areas, recreational
destinations, fine dining & night clubs, free street
shows, ...).

The purpose of the 2nd International Conference on Autonomic
Computing (ICAC'05) is to bring together researchers from
different fields of research who are addressing aspects of self-
management in computing systems. In doing so, we hope to develop
and nurture a community that can work together to realize the
vision of large-scale self-managing systems. Papers are solicited
on a broad array of topics of relevance to autonomic computing;
particularly those that bear on connections and relationships
among different areas of research or report on prototype systems
or experiences. Topics of interest include, but are not limited
to:
- Autonomic computing systems or prototype systems that
exhibit self-monitoring, self-configuration, self-
optimization, self-healing, and/or self-protection.
- Software architectures for self-managing systems,
based on Open Grid Services, Web Services, or novel
paradigms based on biological, economic, social, or
other analogies.
- Specific self-managing components, such as server,
client, database, storage, or network elements. Emphasis
should be placed on interactions with other components,
or techniques or lessons that may generalize to other
components.
- Toolkits, environments, models, languages, runtime and
compiler technologies for building self-managing
components, systems or applications.
- New technologies supporting system management, such as
service-level agreements, negotiation or conversation
support, and behavior enforcement.
- System-level technologies, middleware or services that
entail interactions among two or more components of self-
managing systems, such as health monitoring, dependency
analysis, problem localization or remediation, workload
management, and provisioning.
- Interfaces to autonomic systems, including user
interfaces, interfaces for monitoring and controlling
behavior, and techniques for defining, distributing, and
understanding policies.
- Fundamental science of self-managing systems:
understanding, controlling, or exploiting emergent
behavior, theoretical investigations of coupled feedback
loops, predictive methods, robustness, and related topics.
- Experiences with autonomic system or component prototypes:
measurements, evaluations, or analyses of system behavior,
user studies, or experiences with large-scale deployments
of self-managing systems or applications.
PAPER AND POSTER SUBMISSIONS
Full papers (NEW: 8-12 pages in length) and posters (2 pages) are
invited on a wide variety of topics relating to autonomic computing
as indicated above. All manuscripts will be reviewed and judged on
correctness, originality, technical strength, significance, quality
of presentation, and interest and relevance to the conference.
Submitted papers may not have appeared in or be under consideration
for another conference or a journal, nor may they be under review
or submitted to another forum during the ICAC-05 review process.
Posters are not subject to any of these restrictions. Authors should
submit full papers or posters electronically (PDF or postscript) via
the ICAC-05 conference web site

While wired E-Commerce has been accepted and used widely in recent years
and become significantly important in our daily life, mobile
commerce (M-commerce) is still an emerging discipline that is currently
experiencing massive growth rates. The success of M-Commerce is
basically dependent on the development and acceptance of new wireless
technologies over 3G and 4G networks as well as intelligent service
platforms on mobile devices. However, to fully exploit the high growth
potentials of M-commerce there is a strong need to adopt existing
E-commerce approaches for wireless networks and to develop new
sophisticated mobile applications to meet the needs of mobile
subscribers, for
example in the areas of financial transactions, mobile marketing and
gaming, as well as location and context-aware services. Compared with
the
traditional wired E-commerce, wireless networks and mobile devices
impose additional constraints, challenges, and requirements on building
M-commerce platforms and applications, for example content adaptation,
security and privacy issues, and mobile payment mechanisms.
The Second IEEE International Workshop on Mobile Commerce and Services
(WMCS) brings together researchers, scientists, software

Authors are invited to submit original and significant research
contributions in the aforementioned areas. All submissions will be
peer-reviewed by
the members of the international program committee. It is planned to
publish the proceedings in the Springer Lecture Notes in Computer
Science (
http://www.springeronline.de). In addition, a selection of the best
papers will be published in a special issue of "Electronic Commerce
Research
and Applications".
Full papers must not exceed 16 pages and conform to the LNCS style. We
accept papers in PDF and PS format. Authors should submit a full

IWQoS has emerged as the prime annual event on Quality-of-Service
(QoS)-related research and technologies. Building on the successes of
previous workshops, the objective of the workshop is to bring together
researchers, developers, and practitioners working in this area to
discuss recent and innovative results, and identify future directions
and challenges. IWQoS has a long standing tradition of being highly
interactive while maintaining highest standards of competitiveness and

The panel and the short paper sessions will be highly interactive and
leave much time and space for the audience to get involved. The position
and short papers will go through the general reviewing process but the
papers must specifically be submitted to fit the track. Short versions
of regular technical papers will not be accepted here. It is rather
encouraged to submit work that is either stimulating with a long term
vision or that points to immediate relevance with need for controversial
debate to address the foremost experts at the venue.
Technical Program
Quality of Service principles can be applied to a large number of
domains. Our goal is to broaden the areas that QoS research can be
pulled from by recognizing the multi-disciplinary aspect to much of the
research. In addition to the traditional areas, the call for papers does
solicit, but is not limited to, papers in such areas as:
* QoS in mobile/wireless environments, Sensor networks, 4G (IP for 3G)
* QoS in overlays and peer-to-peer networks
* QoS in GRID environments
* SLA: end-to-end QoS, QoS in large scale, heterogeneous environments

IWQoS aims to allow rapid dissemination of research results and to
provide fast turnaround. The deadline for papers is therefore as close
to the conference as the publishers allow. The workshop is a
single-track forum spanning two and a half days. It values both
theoretical contributions and practical experience.

Best Student Paper Award
Award will be given at the conference to the best student paper, whose
first author is a current student.
Paper Submission
IWQoS invites submission of manuscripts that present original research
results, and that have not been previously published or currently under
review by another conference or journal. Any previous or simultaneous
publication of related material should be explicitly noted in the
submission. Submissions should be full-length papers that are no longer
than 20 double-spaced single-column pages with font sizes of 11 or
larger, including all figures and references, and must include an
abstract of 100 -- 150 words. All papers must be submitted in either
Postscript or the Adobe PDF format, and no other formats are accepted by
the paper submission web site. Submissions will be judged on
originality, significance, interest, clarity, relevance, and
correctness. At least one of the authors of each accepted paper must
present the paper at IWQoS 2004. The paper submission can be done here

Short Position Papers for Industry Session and Works in Progress
We solicit submissions of short papers for the two sessions outlined
above. The short papers are limited to three single-spaced pages.
Accepted papers will be presented in a 15-minute time period, and will

ABOUT ITC
Teletraffic is the discipline dealing with all phenomena of control and
transport of information within telecommunications networks. The flow of
user/control information, as a result of a large number of users, typically
experiences a stochastic nature.
Teletraffic Science is a well-established field. It is based on the theory and
on methods of probability and stochastic processes on one hand, and on methods
for control such as scheduling, synchronization of concurrent processes and
queuing, on the other hand. Teletraffic Science is therefore strongly related
to subjects as performance modeling, queuing theory, operations research,
computer science and telecommunications.
Teletraffic Engineering is based on the knowledge of the organization and
technology of modern, computer controlled telecommunication systems such as
switching systems, computer networks, broadband and mobile communications
systems, for the integration of a broad spectrum of telecommunication services
such as voice, audio, graphics, video, individually or in combination
(multimedia), and all kinds of computer and data base applications.
Teletraffic Engineering comprises methods and tools for modeling of
telecommunication systems and services, performance evaluation, resource
dimensioning, cost optimization, forecasting, planning and network management.
The International Teletraffic Congress (ITC) has a long tradition. It was
founded in 1955; since then, 18 ITC World Congresses, 16 ITC Specialist
Seminars and 18 Regional Seminars have been held. ITC covers topics from
networking technologies (telecommunication networks, mobile communication
networks, internet), architectures and protocols, teletraffic measurements and
traffic modeling, queuing theory and performance evaluation, traffic
engineering, network planning and network management. ITC has strong links
with ITU, both with the ITU-T (Telecommunication Standardization) and ITU-D
(Development Sector, BDT), and supports training in Telecommunication and
Teletraffic Engineering. ITC is guided by the International Advisory Council
(IAC), which is supported by associated members and experts from research,
development and network operations and standards organizations (ITU-TS, ETSI,
and IETF).
The IAC is proud that ITC19 will be hosted by China . On behalf of the IAC, I
would like to invite experts and research students from all mentioned fields
to contribute to ITC19 in order to make it a great event.

INVITATION FROM CHAIRMAN
The 19th International Teletraffic Congress (ITC19) will be held in Beijing ,
P. R. China, from August 29 to September 2, 2005. On behalf of China Institute
of Communications (CIC) and Beijing University of Posts and Telecommunications
(BUPT), we would like to extend our warm welcome to professionals, engineers,
entrepreneurs and friends working in the fields of teletraffic theory and its
applications to come to Beijing and participate in ITC19. Participants will be
able to take this opportunity to exchange ideas and experiences, and share
with us new progress and achievements in IT and telecommunications field.
Since the first International Seminar on Teletraffic and Network (ISTN), which
was the branch of ITC in China , initiated by us in 1988, we have witnessed a
steadily increasing activity in China in telecommunications network and
technologies. China has gained a leading status today in information
communication science and technology, with the developments of IT and
telecommunications around the world. Hundreds of experts, scholars,
entrepreneurs, as well as graduate and postgraduate students in the relevant
areas will be expected to attend this congress. As the host and sponsor of the
congress, we will do our utmost to put the ITC19 into a success.
Beijing is the capital of the P. R. China. It has been the capital of six
feudal dynasties in the Chinese history. The Great Wall, the Forbidden City,
the Temple of Heaven, the Summer Palace and Zhoukou Dian Site of Beijing
ape-man, are only a few of the famous spots of the long history of Beijing.
They are also the epitome of the splendid Chinese culture, with large amount
of cultural relics and historical wonders, which are listed by the UNESCO as
world natural and cultural heritages.
On behalf of the organizing committee of ITC19, we sincerely welcome you and
your family to Beijing. We believe you will have an enjoyable and fruitful
trip in both technical and leisure aspects.

Brief Instructions for the Preparation and Format of ACCepted Paper for ITC 19

Paper title: The paper title should appear at 55mm from top margin of the
first page.
Abstract: The abstract should appear at the top of the text, about 12mm below
the title and author information. The abstract should contain about 100-150
words.
Keywords: Leave 12mm between the keywords and the beginning of the main text.
GENERAL PAPER FORMAT
Your text file of the paper should choose A4 paper size. We encourage you to
use 12 point Times-New-Roman and line spacing at least 12pt to achieve the
best rendering in the proceedings. And the font of the paper title should be
14pt . Please make sure that your word file or camera-ready paper file is
printable and the printout looks fine before submitting.
The major heading of a paper should appear in all capital letters, 12pt
Times-New-Roman and bold face, with one blank line before and after. And the
subheadings of a paper should appear in 12pt Times-New-Roman and bold face,
but only with initial letter for each substantive word capitalized and half
blank line before the subheadings.
Your text will be photographically reduced by 20-25%. So your text should be
produced within the dimensions: total width of 16cm and a maximum length of
21cm on the first page and 23cm on the second and following pages. More

TABLES AND ILLUSTRATIONS
All halftone tables and illustrations must be clear black and white prints.
They should be arranged throughout the text and preferably be included on the
same page as they are first discussed. They should have a self-contained
caption and be positioned in flush-left alignment with the text margin.
PAGE NUMBERING
Please do not paginate your paper. Page numbers, session numbers, and
conference identification will be inserted when the paper is included in the
proceedings.
