Scope and Motivation Energy efficient processes are increasingly key priorities for ICT companies with attention being paid to both ecological and economic drivers. Although in some cases the use of ICT can be beneficial to the environment (for example by reducing journeys and introducing more efficient business processes), countries are becoming increasingly aware of the very large growth in energy consumption of telecommunications companies. In particular, the predicted future growth in the number of connected devices and the Internet bandwidth of an order of magnitude or two is not practical if it leads to a corresponding growth in energy consumption. Regulations may therefore come soon, particularly if Governments mandate moves towards carbon neutrality. Therefore this track is of great importance in seeking to establish the current trends in system and network performance due to known environmental concerns. In particular we believe that substantial advances can be achieved through the innovative use of new architectures, protocols, and algorithms operating on hardware which will itself allows significant reductions in energy consumption. This will represent a significant departure from accepted practices where ICT and networking services are provided to meet the growing demand, without any regard for the energy consequences of relative location of supply and demand. The program committee will evaluate each paper using metrics that are appropriate for the topic area. For example, a systems or experimental paper in the protocol area will be evaluated based on the innovations in the protocol design, practical implementation, and realistic evaluation, whereas a more theoretical paper may be evaluated mostly based on innovation within the design of the algorithm and its provable properties. At the same time, the evaluation of wireless and mobile networking technologies is challenging because of the significant impact that the physical environment has on performance. For this reason, all papers must carefully describe and justify the evaluation methodology that is used and identify its strengths and weaknesses. The program committee will referee all papers, and accepted papers will be published in the conference proceedings. CHALLENGES PAPERS: The conference strongly encourages the submission of short papers in the field of mobile computing and wireless networking that present revolutionary new ideas or that challenge existing assumptions prevalent among the research community. These challenges papers should provide stimulating ideas or visions that may open up exciting avenues and influence the direction of future research. Descriptions of new products or evolution of existing work are not appropriate topics for papers in this category. While an exhaustive evaluation of the proposed ideas is not necessary, insight and in-depth understanding of the issues is expected. Challenges papers will be reviewed by the MobiCom program committee and will be part of the technical program and published in ACM MobiCom proceedings. They should be submitted using the same submission procedure adopted for the full papers. The title of these papers must start with the word "Challenge:" i.e., "Challenge: Rest of the Title." SUBMISSION INSTRUCTIONS: All paper submissions will be handled electronically. Authors should prepare a PDF version of their full paper. It has been estimated that information and communication technologies (ICT) account for about 600 billion kWh of electricity usage annually, about 400 million metric tons of CO2 emissions each year. Therefore, there is great emerging interest in the design of networks which are energy-efficient, reusable, and yield a lower carbon footprint. The widespread use of complex, spectrum efficient techniques to support such high data volumes, the demand for higher data rates and the ever-increasing number of wireless users translate to rapidly rising power consumption. Currently consuming 3% of the energy and causing 2% of the CO2 emissions globally, the Information & Communication Technology (ICT) industries are facing an increase in associated energy consumption of 16-20% per year. Furthermore, the energy costs for mobile operators can be as high as half of their annual operating budgets. The foregoing considerations highlight the urgent need for focusing on energy efficiency. While there is much leeway for developing energy efficient and low power solutions for wireless networks, such as based on cognitive radios, multi-hop relaying, cooperative communications and MIMO systems, today’s communication networks are not much considering energy consumption issues into their design or development. The main reason is that this topic is not yet a focus of practical work and so far no solid research work has given support and evidence for any technique of reducing the overall system energy consumption. This Special Issue will assemble high-quality research articles as well as comprehensive survey papers on recent technological advances in the field of Green Radio Communication Networks. These contributions will serve as valuable references and trend indicators for researchers and engineers from both industry and academia. Topics of interest include but are not limited to: • Current view and impact of energy consumption in wireless communications networks • Trends and challenges of achieving low energy consumption in wireless networks • Energy efficiency metrics and measurements in wireless networks • Energy efficient network concepts and architectures. • Relaying, cognitive, cooperative and MIMO techniques • Self-organizing/optimizing networks • Energy efficient hardware, devices and designs • Interaction of wireless networks with smart grids and power management • Regulation and standardization • Test-bed, experimental results, and hardware prototypes • Applications and business models of energy efficient wireless networks • Operators’ experience • Coordinated power control for network-wide energy optimization • Energy minimization of system-wide components • Relationships between energy efficiency and spectrum efficiency Prospective authors should follow the IEEE Wireless Communications Magazine manuscript format described at http://www.comsoc.org/livepubs/pci/info/sub_guidelines.html.
