ICNP 2008 will be held in Orlando, Florida, on October 19-22, 2008. Papers with significant research contributions to the field of network protocols are solicited for submission. Papers cannot be previously published nor under review by another conference or journal. Topics of interest include, but are not limited to: 1. Protocol testing, analysis, design and implementation 2. Measurement and monitoring of protocols 3. Protocols designed for specific functions, such as: routing, flow and congestion control, QoS, signaling, security, network management, or resilience 4. Protocols designed for specific networks, such as: wireless and mobile networks, Ad hoc and sensor networks, virtual networks, and ubiquitous networks Papers must deal specifically with protocols. Papers of general networking nature where protocols are only a secondary focus will be considered only if they are of exceptional high quality and only a very limited number of such papers will be included in the technical program. ICNP will select an accepted full paper for the best paper award. For the first time, ICNP is using a double-blind review process. The identity of authors and referees will not be revealed to each other. To ensure blind reviewing, authors names and affiliations should not appear in the paper; bibliographic references should be made in such a way as to preserve author anonymity. Their collective presence --- more than a billion registered cars, trucks and buses and growing in number --- places a complex sustainability burden on society and on the planet through factors such as roadway fatalities, fossil-fuel depletion, greenhouse gas emissions & roadway congestion. During the past decade or so, there has been a globally shared realization that in order to enhance the benefits of automobiles and decrease their environmental footprint, the roadway infrastructure and automobiles need to interact as part of an intelligent transportation system (ITS). Coincident with the development of ITS, there has been a much progress made with respect to transportation telematics --- the interaction between automobiles and the infrastructure to deliver services such as road-side assistance, automatic crash notification, concierge assistance and vehicle health reports. There has been extensive research & experimentation on both the underlying architectures and technologies needed to fulfill the goals of ITS and deliver on the expectations of telematics. A new era of vehicular technologies that includes vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) communications is upon us, seeded by both (pre-competitive) public-sector and private-sector funding. Examples include the dedicated short-range communications (DSRC) radio under consideration in the United States (US) for vehicle-infrastructure integration (VII) and a global system for telematics (GST) chip-set in Europe. Examples of telematics or nomadic device connectivity services include BMW's ASSIT in Europe, Ford's SYNC and General Motors' OnStar, in the US and Toyota's G-Book in Japan. What differentiates modern sensor networks from previous techniques is an emphasis on /intelligence /in the sensors as well as in the data network. Modern sensor networks also typically publish the data on the server on the World Wide Web and allow real-time access to the data. These networks require a unique combination of technological and environmental understanding, and have the potential of creating a revolution in environmental monitoring. Different types of data are collected by the sensor nodes. These data can be in different forms, digital and analogue, spatial and temporal, database or image, fixed or moving. At the server level the data can be visualized and analyzed within a Geographic Information System (GIS), combined with a satellite image and/or map, and published via the Web to give researchers seamless access to information. ESNs have the capability of capturing local and broadly-dispersed information simultaneously; they also have the capacity to respond to sudden changes in a location by triggering observations selectively across the network while simultaneously updating the underlying complex system model and/or reconfiguring the network. Data gathered by ESNs pose unique challenges for environmental modelling, as a complex system is being observed by a dynamical network. These challenges lie in the fields of computer science (from self organizing networks to algorithm analysis), mathematics (from computational geometry to data fusion and robotics), and statistics (from sampling design to prediction and prediction uncertainty). This special issue attempts to bring together an interdisciplinary group of scientists with the objective of formulating and addressing optimization of data gathering, data analysis, data coverage, modelling and inference when the network itself is a dynamic system of self organizing nodes. This collaborative effort will include both development of new computational, mathematical, and statistical tools as well as specific applications of existing ESNs designed to study environmental interactions. To overcome the intrinsic limitations of mobile devices and environments, a variety of research studies have produced methods and proof-of-concept prototypes for sup- porting non-critical applications. However, it is still unclear whether current solutions can satisfy the challenging adapta- bility and dependability requirements of the emerging mobile ubiquitous services, such as mobile commerce, wireless control of robots, healthcare computing, and video-surveillance. Hence, it is becoming increasingly important: to devise con- ceptual models and paradigms for change tolerance; to propose mechanisms to model, design, and develop adaptive and dependable systems; to provide analytical and simulation tools to measure system ability to withstand faults and to optimally re-adjust to new environments; to develop scalable, maintainable, cost- effective middleware infrastructures able to support and ease the development of adaptive and dependable mobile ubiquitous services. Building on the success of the last year event, this workshop aims at fostering exchange of ideas and lively discussions in order to reduce the gap between research achievements and industrial applications in the field of adaptive and dependable mobile ubiquitous systems. Researchers and practitioners are encouraged to participate with high quality papers able to identify open issues, to discuss the limits and/or advantages of existing solutions, or to propose original and innovative techniques for adaptive and dependable applications over mobile environments. In particular, we now face the possibility to spontaneously establish wireless self- organizing networks, such as ad hoc, disruption-tolerant, sensor, and wireless mesh networks. These spontaneous self-organizing networks have been the focus of intensive research activity in recent years. Spontaneous networks arise from the cooperation of mobile devices in an ad hoc fashion requiring no previous infrastructure in place. A key point to couple research and real-life applications in this context is to understand how mobility (of devices, users, and applications) impacts practical networking aspects. The knowledge accumulated so far in the area of wireless self-organizing networks is in general supported by either simulation or theoretical analysis relying on strong assumptions. The research community needs a step forward and should definitely consider real aspects of mobility in their protocols and algorithms. Such a situation is to be compared with the one found for infrastructure-based networks (e.g., cellular networks), in which mobility has been thoroughly investigated (both theoretically and through measurements) and properly incorporated in their management architecture. In wireless self-organizing networks, contrary to common belief, much is still to be done in this domain, and definitive solutions are still to emerge. Mobility can no longer be seen as an issue to be hidden from higher layers of the protocol stack, but as an expected characteristic of today's communication systems. In this context, it is of utmost importance to address issues related to the impact of mobility as seen in practice, covering characterization, modeling, and applications of mobility in modern wireless networks. The research community working on wireless self-organizing networks has recently started giving more attention to the practical mobility issues in this area. This may be attested by the increasing number of initiatives worldwide like the many measurement campaigns and the considerable body of developed theoretical background work supported by practical arguments (e.g., mobility models, mobility increasing network capacity, relationship between node mobility and wireless channel conditions). The goal of this special issue is to help filling this gap by presenting contributions ranging from the impact of mobility on self-organizing networks to mobility-aware architectures for self-organizing networks. As we intend to focus on the practical impacts of mobility in wireless self-organizing networks, papers presenting insights from the applicability of mobility measurements and realistic mobility models in this context are also expected. We will be particularly interested in contributions that explore mobility to improve the behavior of network protocols and algorithms. We are soliciting papers covering, but not limited to, the following topics: * Mobility-aware architectures for self-organizing networks. * Impact of mobility on self-organizing networks. * Practical applicability of wireless testbeds and mobility measurements. * Realistic mobility models for self-organizing networks. * Mobility-centric killer applications.
