Hi!
I forgot to add the win/ subdirectory to the libsmi 0.2.2
tarball. This directory contains some files contributed by Erik
Schoenfelder and Juergen Schoenwaelder that allow to build libsmi on
Win32 platforms with the mingw32 environment or the VC++ compiler.
So, I've made release 0.2.3 available.

I've just made a new libsmi release.
o It fixes a lot of bugs in the library and tools reported and
patched by many people. Thanks!
o Some IETF standards track modules have been updated and added.
o Error handling has been enhanced; some new checks have been added.
